In his opening remarks at the Conference, Provincial Party Secretary Le Minh Ngan emphasized the important contents of the Conference, suggested topics for discussion, and urged delegates to uphold the spirit of democracy and responsibility, focus on discussing and approving the contents with high consensus, contributing to the success of the Conference.
At the Conference, delegates heard the Standing Committee of the Provincial Party Committee report on the implementation of tasks in 2025 and key tasks for 2026. The report stated that in 2025, in the context of the Central Government strongly implementing the restructuring of the organizational apparatus and the implementation of the two-tiered local government model, along with the complex developments of natural disasters and epidemics, the Provincial Party Committee focused on decisively and comprehensively leading and directing all political tasks.
The province's economy continued to grow, reaching 8.2%, exceeding the set target (8%). Specifically, industry and construction increased by 11.78%, services by 7.2%, and agriculture, forestry, and fisheries by 4.9%. The average per capita GDP reached VND 65.5 million, exceeding the target by 11.4% and increasing by VND 2.9 million compared to 2024.
The province continued to develop concentrated commodity production areas, with food production reaching 226,000 tons; fresh tea production exceeding 70,000 tons; fruit production over 50,000 tons; and aquaculture area reaching 1,034 hectares with a production of 4,000 tons. Industry continued to maintain high growth, with an estimated production value of 9,503 billion VND; nine more hydropower plants were completed, raising the total capacity of the province to 3,230 MW. Trade, services, and tourism recovered strongly; total retail sales of goods reached over 10,200 billion VND; the province welcomed 1.47 million tourists, generating revenue of over 1,205 billion VND. Local budget revenue reached 17,312 billion VND, exceeding the central government's target by 45%.
Education, healthcare, and socio-cultural fields continue to receive attention, and social security is ensured; the percentage of schools meeting national standards reached nearly 72%; 95% of the population has health insurance; 10,134 people have found employment; sports, cultural activities, and tourism are organized actively and effectively. Political security and social order are maintained; and border diplomacy is strengthened.
Significant achievements have been made in Party building and the construction of the political system. The province successfully organized Party congresses at all levels and the 15th Provincial Party Congress for the 2025-2030 term; and promptly issued an action program to implement the Congress Resolution. The restructuring and streamlining of the organizational apparatus and the operation of the two-level local government have been seriously implemented and have initially shown effectiveness.
Based on that, delegates discussed the situation regarding the implementation of socio-economic development tasks, ensuring national defense, security, and foreign affairs since the third conference; analyzed and evaluated the leadership and direction of the Provincial Party Committee, the situation regarding the implementation of Party building tasks in 2025; and the thorough understanding and implementation of the Provincial Party Committee's 2025 theme on "Unity and determination to achieve the highest goals of the Resolution of the 14th Provincial Party Congress and successfully organize the Party Congresses at all levels for the 2025-2030 term," thereby agreeing on the theme, goals, tasks, and key solutions that need to be focused on in leadership and direction in 2026...
Also at the Conference, delegates contributed opinions on the report on the review results of the Provincial Party Standing Committee in 2025; the assessment and ranking of the quality of the Provincial Party Committee in 2025; the adjustment of the structure of the Executive Committee and Standing Committee of the Provincial Party Committee, 15th term, 2025-2030; and the structure and composition of delegates to the National Assembly and the Provincial People's Council, 16th term, 2026-2031.
In his concluding remarks at the conference, Comrade Le Minh Ngan, Secretary of the Provincial Party Committee, emphasized that the Provincial Party Committee was pleased and excited about the achievements in 2025, while also frankly acknowledging the limitations and difficulties pointed out in the draft report. The Secretary of the Provincial Party Committee requested that all levels and sectors clearly identify their own limitations, along with their specific causes, and promptly and seriously develop plans with concrete measures to overcome them in the coming period.
Based on the consensus of the Provincial Party Committee on the theme for 2026, "Strengthening discipline, innovation, proactive adaptation, and breakthrough development," the Provincial Party Secretary requested that all levels, sectors, and localities adhere closely to the common goals, targets, tasks, and solutions agreed upon at the Conference, focusing on leading and directing the comprehensive implementation of all tasks. This includes proactively and promptly leading and directing the dissemination, understanding, concretization, and implementation of the Resolution of the 14th National Congress of the Party, in conjunction with the Resolution of the 15th Provincial Party Congress; completing the development and implementation of specialized resolutions, projects, directives, and conclusions of the Provincial Party Standing Committee and the Provincial Party Committee from the first year of the term; and leading and directing the comprehensive implementation of tasks related to Party building and the political system. Continue to streamline and reorganize the administrative apparatus in accordance with the directives of the Central Government and the actual conditions of the province.
The Provincial Party Committee and the Provincial People's Committee are tasked with leading the Provincial People's Committee to urgently review all central government documents, especially those effective from January 1, 2026, and proactively advise on and issue specific documents to ensure compliance with regulations and suitability to the province's practical situation. Particular attention should be paid to ensuring a smooth transition in the application of regulations to facilitate flexible and effective implementation. Focus on implementing the provincial planning, and developing planning for communes and wards in accordance with the two-tiered local government structure...
Immediately after the Conference, the Provincial Party Secretary requested that Party committees, government agencies, the Fatherland Front, and mass organizations in the province promptly concretize the Provincial Party Committee's 2026 work theme, as well as the goals, targets, and tasks agreed upon at the Conference, in order to implement them with the highest political determination.
