Comments on draft documents of the 14th Congress: Orientation for the new development stage

The draft documents submitted to the 14th National Congress of the Party received the attention and consensus of a large number of cadres, party members and people of Thanh Hoa province.

The 13th Party Central Committee has announced the full text of the draft documents to be submitted to the 14th National Party Congress to collect public opinions.

Development pillars

Director of Thanh Hoa Department of Science and Technology Tran Duy Binh affirmed that the documents were carefully, meticulously and scientifically prepared, with many new points and strategic significance.

Highly appreciating the draft documents, Mr. Tran Duy Binh said that the draft documents of the 14th Party Congress identifying science, technology, innovation and digital transformation as pillars of development have demonstrated a strategic vision and breakthrough in the context of the world entering the digital age.

The document clearly states the viewpoint: “Development of science, technology, innovation and digital transformation must truly become the central driving force in the process of industrialization and modernization of the country.”

It is not only a requirement of the times but also the key to improving labor productivity, growth quality and competitiveness in the new development stage. Considering digital transformation as a pillar along with science and technology opens up great opportunities to build digital government, digital economy and digital society, contributing to promoting modern governance, serving people and businesses more effectively.

Therefore, science, technology, innovation and digital transformation must be identified as breakthroughs and key driving forces; taking people and businesses as the center; taking digital technology and scientific knowledge as the foundation; mobilizing all social resources to create breakthroughs to build Thanh Hoa into a new growth pole in the North of the country.

Throughout this core orientation, over the years, Thanh Hoa has formed a solid foundation for developing digital government, digital economy and digital society, creating an important driving force for GRDP growth and enhancing the province's competitiveness. This is one of the core and consistent orientations to realize the goal of turning Thanh Hoa into a modern industrial province, among the leading provinces in the country by 2030.

Thanh Hoa operates digital government with 100% of state agencies from province to commune performing management and operations in the network environment; providing over 80% of public services online; network infrastructure is gradually modernized to meet the requirements of operating two-level local government.

The digital economy develops with the contribution of the digital economy to the total economic scale of the province reaching 15.6% (by 2024); industries and fields promote digital transformation activities, e-commerce, and cashless payments are increasingly popular.

Digital society helps people's digital skills to improve, the rate of people with electronic payment accounts reaches over 75%; telecommunications networks and broadband internet cover all residential areas.

Director of Thanh Hoa Department of Science and Technology Tran Duy Binh affirmed that in order for science, technology, innovation and digital transformation to truly become the central driving force as the spirit of the document, there must always be strong direction from the heads of Party committees and authorities, and stronger and more synchronous policies are needed.

With the wise leadership of the Central Committee and the consensus of the entire Party, people and army, Thanh Hoa people believe that the 14th National Party Congress will be a great success, and the approved documents will truly become a compass for the country's development in the new period.

He emphasized that the draft Political Report stated the viewpoint on strong and comprehensive development of Vietnamese culture and people with clear contents such as: "Building and developing an advanced Vietnamese culture, imbued with national identity, synchronously on the foundation of the national value system, cultural value system, family value system and Vietnamese human standards; promoting synchronous development of cultural fields; improving the capacity of leaders and managers in culture and human development; taking care of artists and cultural workers, especially grassroots culture; building a professional, humane and modern press, publishing and media."

In addition, the draft political report also stated 6 key tasks, including the task of "Developing human resources and developing culture to truly become the foundation, endogenous strength, and great driving force for the country's rapid and sustainable development."

According to Mr. Le Van Nam, the Party has clearly identified that culture always goes hand in hand and is closely linked with people, affirming that cultural and human development is an inseparable task, people and culture are the two foundations of development, cultural development is human development. It can be said that this is a guiding viewpoint with fundamental, comprehensive, and consistent significance among the viewpoints stated in the draft document. Thoroughly grasping and effectively implementing this viewpoint directly contributes to the successful implementation of our country's revolutionary goals and tasks in the new period.

The Department of Culture, Sports and Tourism is focusing on effectively implementing resolutions on cultural and human development in the new period, thereby arousing spiritual strength and realizing the aspiration to build a rich, civilized and happy Thanh Hoa province.

Among them, focusing on preserving and promoting the value of cultural heritage; developing cultural industry associated with digital transformation, forming a creative cultural space, a healthy cultural environment, aiming to build a comprehensive Thanh Hoa person, rich in identity and humanity, with ideals, capacity, personality, ethics, and good lifestyle; ensuring humanity, democracy and science; building corporate culture, cultural entrepreneurs in politics and economics.

In particular, the cultural construction industry becomes a solid spiritual foundation of society, an important endogenous strength, ensuring the sustainable development of Thanh Hoa homeland and firmly protecting the Fatherland.
