Minister of Public Security Luong Tam Quang: Hanoi Convention will be a historic milestone

(Dan Tri) - The Hanoi Convention will truly become a beacon for global cooperation on cybersecurity, bringing the world to the goal of "Technology for people, digitalization for peace".

Dan Tri Newspaper respectfully publishes the full text of the speech of Politburo member and Minister of Public Security Luong Tam Quang at the closing session of the signing ceremony and High-level Conference of the United Nations Convention against Cybercrime 2025 (Hanoi Convention).

Dear leaders, delegates and guests!

Over the past two days, we have worked together very effectively. The signing ceremony of the United Nations Convention against Cybercrime was held solemnly and successfully, with representatives of 72 countries signing the Convention. Along with the signing ceremony, the High-level Conference including discussion sessions and side events took place enthusiastically with many profound opinions, clearly reflecting the picture of the cybercrime situation in the world , the efforts of each country, each organization, individual and the urgent need to strengthen international cooperation in preventing cybercrime, putting forward many proposals, initiatives and commitments to effectively implement the Hanoi Convention to create strong changes in preventing and combating cybercrime in the coming time.

On behalf of the Party and State of Vietnam, I would like to express my sincere thanks for the attention, sense of responsibility and important contributions of the leaders and delegates attending the signing ceremony. I would also like to express my deep gratitude to the United Nations, the Organizing Committee, the competent authorities of Vietnam, international organizations, experts, scientists , volunteers, businesses, journalists, who have contributed their enthusiasm, intelligence and efforts to make this important event a success.

Through the Signing Ceremony and the Summit, in addition to the important achievements in the signing and participation of countries in the Hanoi Convention, I would like to emphasize three consensus results, which are:

Firstly, we unanimously recognize that the Hanoi Convention is a historic strategic step, demonstrating the vision, responsibility, common efforts, and spirit of cooperation of the international community for a safe, trustworthy cyberspace, for people, for peace and sustainable development. The Hanoi Convention has created a legal foundation for international cooperation; at the same time, it affirms the value of multilateral cooperation, equal dialogue and respect for national sovereignty, to ensure that cyberspace truly becomes an environment serving peace, fairness and sustainable development.

Second, the presence of a large number of countries, international organizations, institutions and individuals attending the signing ceremony demonstrates the spirit of solidarity, responsibility, political will and high determination of the international community in the fight against cybercrime, opening up new opportunities to enhance cooperation, consolidate trust and promote common progress of humanity.

Third, the Convention's adoption by consensus and the successful organization of the signing ceremony in Hanoi reaffirm the central role of the United Nations, strengthening international cooperation to deal with global challenges; at the same time, demonstrating the trust and confidence of the United Nations and the international community in the role, prestige, capacity and responsibility of Vietnam and the Vietnamese Ministry of Public Security in addressing global issues, first of all, protecting cyber security for a safe, humane and sustainable cyberspace.

Dear leaders and delegates!

For a safe, fair and humane digital future, I respectfully request and call on countries, organizations and businesses to strengthen cooperation in effectively implementing the Hanoi Convention with solidarity and strategic trust, with a sense of responsibility, sharing experiences, technology and resources, especially supporting developing countries.

Consistently implementing an independent and autonomous foreign policy, being a friend, a reliable partner, and a responsible member of the international community; with special attention, identifying cybersecurity and cybercrime prevention as a prerequisite to protect digital sovereignty, privacy, human rights, and digital society trust, with the existing legal system and national strategy, Vietnam pledges to fully, seriously, and responsibly implement its obligations under the Convention, strengthen bilateral and multilateral cooperation, and coordinate actions with member countries in preventing and combating cybercrime.

Vietnam deeply believes that the signing ceremony of the United Nations Convention against Cybercrime will be a historic milestone, opening a new era of cooperation in the effort to protect peace, stability and sustainable development of mankind; the Hanoi Convention will truly become a beacon for global cooperation on cybersecurity, leading the world to the goal of “Technology for people, digitalization for peace”.
