According to the multidimensional poverty standard for the period 2021-2025, information deprivation is one of the indicators under the criteria of deprivation of basic social services.

Therefore, along with livelihood development policies, Lien Son Lak commune strives to implement various solutions to ensure people have access to information in order to improve the quality of their enjoyment of basic social services.

Given the large geographical area and the many difficulties faced by the people, the local authorities have identified the community public address system as a powerful information channel, playing a crucial role in disseminating and promoting the Party's guidelines and policies, and the State's laws and regulations.

Accordingly, the public address systems in villages and hamlets have been invested in, upgraded, and maintained for daily broadcasting to help people access and understand information, laws, new livestock farming models, effective production models, and cultivation techniques in a timely manner, so that people can learn and apply them in practical production and social life.

In addition, the locality has intensified information and communication efforts through various forms such as television, newspapers, social media, community meetings, direct consultations, leaflet distribution, and Zalo groups. Particularly, through community digital technology groups and volunteer youth union members, many people have learned and become proficient in using smartphones, conducting electronic transactions, and handling administrative procedures digitally in a simple and efficient manner.

According to Y Nguyen Kbuor, Deputy Secretary of the Lien Son Lak Commune Youth Union: “Lien Son Lak Commune has over 70% ethnic minority population, so access to information, especially digital technology, is still limited for some people. Therefore, the Commune Youth Union has organized a team of young volunteers to support people in carrying out administrative procedures at the Public Administration Center and in each village and hamlet. Besides guiding people through digital procedures and processes, the young volunteers also assist people in finding information about economic development models and other essential aspects of life.”

Local authorities have implemented information poverty reduction through a series of synchronized solutions, starting with infrastructure investment, providing computers, mobile networks, and other information and communication tools. Based on this, they have diversified content and provided information tailored to each target group, ranging from market knowledge to gender equality and reproductive health, making it easier for people to apply this knowledge to their lives.

In particular, the installation of free internet for poor households has been implemented for many years, creating opportunities for many families to access information and knowledge on television and mobile phones, gradually changing their mindset and way of doing things, no longer having a mentality of waiting and relying on others, but proactively striving to escape poverty.

Ms. H. Cloen Liêng was guided by members of the Community Digital Technology Team to search for information about economic development models on social media.

Ms. H Cloen Liêng (from Biếp village) shared: “My family is classified as a poor household, and life is difficult, so we couldn't afford a television, let alone install Wi-Fi. In 2023, after receiving support from the government to install free internet, I worked extra to buy a smartphone to use for contacting relatives and friends, browsing the internet, reading newspapers and magazines, finding part-time jobs, and learning about economic development models and childcare… Thanks to that, I've learned a lot more useful information.”

Mr. Dang Xuan Kien, Vice Chairman of the People's Committee of Lien Son Lak commune, said: In the coming time, the locality will continue to comprehensively implement poverty reduction communication work, providing information to people and officials working on poverty reduction.

The focus is on disseminating information about effective poverty reduction projects and models; supporting people in using telecommunication services, the internet, and information technology applications, helping the poor to be more proactive in accessing and benefiting from policies, as well as learning from experiences and solutions for sustainable poverty alleviation.

In addition, the commune will also promote the role of community digital technology teams in villages and hamlets in guiding and supporting people to use smart applications on phones, public administrative services, and participate in implementing digital transformation in all areas of social life...
