Expanding the scope of social insurance and health insurance coverage is a major policy of the Party and the State. In this regard, collection staff and collaborators at the grassroots level play a crucial role in disseminating information, persuading, and mobilizing people to participate.

With the advantage of being close to the local area and interacting with people daily, social insurance and health insurance collection staff and collaborators have actively contributed to disseminating information about social insurance and health insurance policies and regulations at the grassroots level. At the same time, this force, undeterred by difficulties, directly visits each household and meets with each individual to raise awareness and help people understand the benefits of social insurance and health insurance policies, encouraging participation. As a result, the number of people participating in voluntary social insurance and family health insurance in the province has increased year by year.

Ms. Nguyen Thi Hien (Quang Phu commune) doesn't remember exactly how many people she's recruited for voluntary social insurance and health insurance, but in some months she's managed to recruit around 50 people. To achieve this result, she often takes advantage of her lunch break or evenings to visit households and encourage participation; when doing so, she always clearly explains the regulations of this policy so that people understand and voluntarily participate.

In particular, Ms. Hien actively collects lists and data of people who have not yet participated in social insurance or health insurance, or those whose families have the means and potential but have not yet participated, in order to encourage them to join. Furthermore, she regularly reviews the lists, noting down those whose health insurance is about to expire so that she can promptly remind them to prepare for payment, ensuring there is no interruption or disruption that could affect their right to healthcare.

Thanks to these efforts, Ms. Hien not only developed a network of acquaintances but also attracted many people who proactively joined through those she had previously recruited.

Ms. Le Thi Thanh Huyen (from Lien Son Lak commune) is both a commune official and a collaborator with the Provincial Postal Service Organization. Outside of working hours, she visits individual households to promote voluntary social insurance and health insurance. According to Ms. Huyen, the local population, mostly ethnic minorities and farmers, faces significant economic difficulties. Furthermore, many people are unfamiliar with and hesitant to participate in commercial insurance schemes. Therefore, she spends considerable time explaining and persuading them to understand and differentiate between the state's social insurance policies and the traditional ones. She has developed her own plan for promotion and mobilization, actively coordinating with organizations, associations, and village officials to educate people and encourage their proactive participation.

Deputy Director of the Provincial Social Insurance Agency, Ta Duc Hau, emphasized: Recognizing that the staff collecting voluntary social insurance and health insurance contributions play a crucial role – acting as a "bridge" between the Social Insurance Agency and the people, promptly disseminating social security policies to all segments of the population – the Provincial Social Insurance Agency places great emphasis on developing this workforce. In particular, regular training and refresher courses are organized for the staff collecting social insurance and health insurance contributions, especially for new employees, to ensure they are fully equipped with the necessary skills and abilities to perform their duties, contributing to expanding coverage and improving the quality of service to the people.

Accordingly, during the training sessions, collection staff and grassroots collaborators will be updated on knowledge and procedures for collection; basic knowledge of voluntary social insurance and health insurance policies and laws; guidance on installing and using the VssID - Social Insurance Digital application; guidance on searching for social insurance numbers and other information on the Vietnam Social Insurance electronic portal; guidance on electronic transactions and public services in the social insurance sector; skills in disseminating information about social insurance and health insurance; and skills in persuading people to participate in social insurance and health insurance...

Currently, the collection service system is expanding, with collection staff and grassroots collaborators covering every commune and ward. It is hoped that they will be the "extended arms" that continue to spread the policy, creating maximum convenience for people participating in voluntary social insurance and health insurance.
