Thanks to the efforts of all levels and sectors, especially the provincial social insurance (BHXH) sector, the rate of people participating in health insurance has increased year by year. While in 2016, the total number of people participating in health insurance in the province was over 1.4 million, with a coverage rate of 78.6% of the total population, by the end of October 2025, the province will have over 2.5 million participants, reaching a coverage rate of nearly 90% of the population.

Ms. Nguyen Thi Huong (63 years old, Buon Ma Thuot ward) suffers from many illnesses and regularly undergoes routine health checkups at Thien Hanh General Hospital. Each visit is thorough, giving her peace of mind as the doctors examine her carefully. Ms. Huong shared: "For many years, I have purchased health insurance every year to receive healthcare whenever I unfortunately fall ill. When I was younger and healthier, if I didn't have to go to the hospital, I considered the money I spent on health insurance as a way of sharing with the community and with those who are seriously ill. When I'm sick and hospitalized, I don't have to worry about the costs because most of it is covered by health insurance."
For Luong Hoang Tuan (a 9th-grade student at Chu Van An Secondary School in Ea Drong commune), the health insurance card has become a "lifeline" for his entire family since he unfortunately suffers from thalassemia. Without health insurance coverage, he would likely have to give up on medical check-ups and treatments due to his family's difficult financial situation . Fortunately, over the years, no matter how difficult things get, his parents have always saved up or borrowed money so he can participate in health insurance.

Although the number of people participating in health insurance has increased, Dak Lak province still faces many challenges in achieving universal health insurance. The main reason is that a significant portion of the population has not fully understood the humanitarian nature and importance of health insurance in preventing financial risks when ill. The mentality of "waiting until the last minute" or relying entirely on government support still persists. Therefore, when people are no longer eligible for free health insurance cards, encouraging them to participate is not an easy task.
To alleviate the financial burden and create strong incentives for people to confidently participate in health insurance, aiming for universal health insurance coverage, the Dak Lak Provincial People's Council has issued a Resolution to partially subsidize health insurance contributions for certain groups. Specifically, it provides an additional 30% subsidy on health insurance contributions for near-poor households and households engaged in agriculture, forestry, fisheries, and salt production with average living standards; 15% for ethnic minorities in communes no longer classified as disadvantaged areas; and 5% for students. This is considered a positive development, demonstrating the province's strong determination to ensure social security.
Recently, the Central Party Secretariat also issued Directive No. 52-CT/TW dated October 3, 2025, on implementing universal health insurance in the new phase. This directive aims to achieve a health insurance coverage rate of over 95% by 2026 and to achieve universal health insurance coverage by 2030. To achieve this goal, in addition to the efforts of the provincial social insurance sector, it requires the coordinated involvement of the entire political system, especially a change in people's awareness.
| In the first 10 months of 2025, the entire province recorded over 4.2 million visits for medical examinations and treatment covered by health insurance, with a total payment of 2,428 billion VND.
