On the afternoon of October 26, at the National Convention Center, the Ministry of Public Security and the Ministry of Foreign Affairs of Vietnam jointly chaired an international press conference to announce the results of the signing ceremony of the United Nations Convention against Cybercrime (Hanoi Convention), with the participation of many domestic and foreign press agencies.

Speaking at the press conference, Senior Lieutenant General Pham The Tung - Deputy Minister of Public Security - said that during the two days of the event, the Opening Ceremony welcomed more than 2,500 delegates from 119 countries and territories; including 110 official national delegations, 150 international, regional and private organizations, along with more than 50 research institutions.

"These are numbers that exceeded the expectations of the Organizing Committee, demonstrating the widespread and genuine interest of the international community, as well as international friends, in the 'first-time' event in Vietnam such as the Hanoi Convention Opening Ceremony," Senior Lieutenant General Pham The Tung emphasized.

At the same time, the Opening Ceremony also received great attention from domestic and foreign press agencies, both Vietnamese and international, with 499 reporters from 189 press agencies. The presence of the press agencies helped the entire events of the Opening Ceremony and the International Conference reach the public in the most complete, comprehensive and complete way. In particular, the event in Hanoi was also broadcast live on the UN Web TV system to create opportunities to access and spread to countries and the UN system of agencies through translation channels in 06 languages. This is the first event in Vietnam to be organized in all the languages ​​of the UN.

According to the Deputy Minister of Public Security, the signing ceremony attracted 72 countries to sign the Convention on October 25-26, 2025; of which 64 countries signed right at the signing session in the main hall. The response to the Hanoi Convention has a global and even coverage across geographical areas, including 19 countries in the Asia- Pacific region (APG), 21 African countries (AFG), 19 countries and the European Union (EU) and 12 countries in the Latin American region (GRULAC). According to United Nations statistics, this is one of the largest international treaty events in the past 10 years.

At the Plenary Session, the Conference also received 71 speeches from countries, international organizations and technology corporations with many important and meaningful comments for the upcoming implementation of the Hanoi Convention. Aspects of the Hanoi Convention were also shared, evaluated and sent by Leaders and experts in more than 08 Workshops and Specialized Discussions organized by Vietnam and UNODC; as well as 37 side events organized by international, regional organizations and corporations; with a positive, goodwill and constructive discussion atmosphere.

In addition, the Heads of Delegations attending the Opening Ceremony and the Summit also had important activities with the highest leaders of the Party and State, including a meeting with General Secretary To Lam, a solemn reception by the President and a press conference by the Prime Minister. The international delegations highly appreciated Vietnam's opinions, viewpoints and determination on the Convention in particular and the orientation to promote innovation for sustainable development goals in general, including network technology.

The organization and reception before and during the event were evaluated by the United Nations and international friends as methodical, professional, respectful, thoughtful, demonstrating Vietnam's hospitality. Security and order were guaranteed, absolutely safe.

At the press conference, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu emphasized that the most important result of the signing ceremony and the High-Level Conference of the United Nations Convention against Cybercrime is that Vietnam, together with member countries, has ensured conditions for the Convention to be implemented soon.

Deputy Minister Nguyen Minh Vu said that according to regulations, the Convention takes effect when at least 40 countries ratify it, so the signing by 72 countries at the opening ceremony is an important premise for the Convention to soon come into effect and be implemented in practice, contributing to the formation of a closer global cooperation mechanism in preventing and combating cybercrime.

Deputy Minister Nguyen Minh Vu also said that the organization of the Summit and the sideline seminars also brought about many practical results, with many opinions highly appreciating the role of international cooperation and the need to quickly implement the Convention in the context of increasingly complex and widespread cybercrime on a global scale.

Deputy Minister Nguyen Minh Vu also affirmed that the successful hosting of the event contributes to affirming Vietnam's international position, when Hanoi is not only a city for peace, but also becomes a symbol of global responsibility and commitment. The event demonstrates Vietnam's policy of not only participating in, but also proactively leading and shaping multilateral forums, especially in the field of digital governance and technology cooperation.
