
Three consensus results
Minister Luong Tam Quang said that in the past two days, the signing ceremony of the United Nations Convention against Cybercrime was held solemnly and successfully, with representatives of 72 countries signing the Convention. Along with the signing ceremony, the High-level Conference including discussion sessions and side events took place enthusiastically with many profound opinions, clearly reflecting the picture of the cybercrime situation in the world , the efforts of each country, each organization, individual and the urgent need to strengthen international cooperation in preventing and combating cybercrime. At the same time, the Conference put forward many proposals, initiatives and commitments to effectively implement the Hanoi Convention to create strong changes in preventing and combating cybercrime in the coming time.
On behalf of the Party and State of Vietnam, Minister Luong Tam Quang respectfully thanked the leaders and delegates attending the signing ceremony for their attention, sense of responsibility and important contributions. Minister Luong Tam Quang also expressed his deep gratitude to the United Nations, the Organizing Committee, the competent authorities of Vietnam, international organizations, experts, scientists and volunteers, businesses, journalists, who have contributed their enthusiasm, intelligence and efforts to make this important event a success.

Through the signing ceremony and the Summit, in addition to the important achievements in signing and joining the Hanoi Convention by countries, Minister Luong Tam Quang emphasized three consensus results.
First of all, the Hanoi Convention is a historic strategic step, demonstrating the vision, responsibility, common efforts and spirit of cooperation of the international community for a safe, reliable cyberspace, for people, for peace and sustainable development. The Hanoi Convention has created a legal foundation for international cooperation; at the same time, it affirms the value of multilateral cooperation, equal dialogue and respect for national sovereignty, to ensure that cyberspace truly becomes an environment serving peace, fairness and sustainable development.
Next, the presence of a large number of countries, international organizations, institutions and individuals attending the signing ceremony demonstrates the spirit of solidarity, responsibility, political will and high determination of the international community in the fight against cybercrime, opening up new opportunities to enhance cooperation, consolidate trust and promote common progress of humanity.
Finally, the Convention's adoption by consensus and the successful signing ceremony in Hanoi reaffirm the central role of the United Nations, strengthening international cooperation to deal with global challenges; at the same time, demonstrating the trust and confidence of the United Nations and the international community in the role, prestige, capacity and responsibility of Vietnam and the Vietnamese Ministry of Public Security in addressing global issues, first of all, protecting cyber security for a safe, humane and sustainable cyberspace.
For a safe, fair and humane digital future, Minister Luong Tam Quang proposed and called on countries, organizations and businesses to strengthen cooperation in effectively implementing the Hanoi Convention with solidarity and strategic trust, with a sense of responsibility, sharing experiences, technology and resources, especially supporting developing countries.

"Consistently implementing an independent and autonomous foreign policy, being a friend, a reliable partner, and a responsible member of the international community; with special attention, identifying cybersecurity and preventing and combating cybercrime as a prerequisite to protect digital sovereignty, privacy, human rights, and trust in the digital society, with the existing legal system and national strategy, Vietnam pledges to fully, seriously, and responsibly implement its obligations under the Convention, strengthen bilateral and multilateral cooperation, and coordinate actions with member countries in preventing and combating cybercrime," Minister Luong Tam Quang emphasized.
Vietnam strongly believes that the signing ceremony of the United Nations Convention against Cybercrime will be a historic milestone, opening a new era of cooperation in the effort to protect peace, stability and sustainable development of mankind. The Hanoi Convention will truly become a beacon for global cooperation on cybersecurity, leading the world to the goal of "Technology for people, digitalization for peace".
Together towards the next milestone - the Convention enters into force

Speaking at the closing session, Mr. John Brandolino, Director of the Department of International Treaty Affairs at the United Nations Office on Drugs and Crime (UNODC), said that the two days of the signing ceremony and the high-level meeting marked the final leg of a journey that began in 2019, when the United Nations General Assembly established a Special Committee to negotiate this new convention.
The negotiation process was recognized as one of the most comprehensive and inclusive efforts to build a Convention in the history of the United Nations and this conference and signing ceremony continue that spirit.
According to Mr. John Brandolino, high-level panels, roundtable discussions, side events and exhibitions enriched the event’s discussions. The message from the discussions was: The Hanoi Convention opens up a safer and more equitable future for all – both in the physical world and in cyberspace.
However, Mr. John Brandolino noted: "The negotiation of the Convention is just the beginning. Now, the task of the countries is to work together towards the next milestone - the Convention coming into force."

In her closing remarks, Ambassador Faouzia Boumaiza Mebarki, Chair of the Negotiating Committee of the United Nations Convention against Cybercrime, expressed her gratitude to Member States, Observer States, United Nations organizations, intergovernmental organizations, non-governmental organizations, academia and the private sector, for coming together to achieve this remarkable result – thanks to the spirit of inclusiveness, broad representation and teamwork.
