The signing ceremony welcomed more than 2,500 delegates from 110 countries, 150 international, regional and private organizations and more than 50 research institutions.
In his closing speech, Senior General Luong Tam Quang, Minister of Public Security, said that over the two days, the convention signing ceremony was held solemnly and successfully, with representatives from 72 countries that signed the convention.
The summit included discussion sessions and side events that took place enthusiastically with many profound opinions, clearly reflecting the picture of the cybercrime situation in the world , the efforts of each country, organization, individual and the urgent need to strengthen international cooperation in preventing and combating cybercrime.

The conference put forward many proposals, initiatives and commitments to effectively implement the Hanoi Convention to create strong changes in preventing and combating cybercrime in the coming time.
Technology for people, digitalization for peace
Minister of Public Security Luong Tam Quang informed about the three consensus results. The Hanoi Convention is a strategic and historic step, demonstrating the vision, responsibility, common efforts and spirit of cooperation of the international community for a safe and trustworthy cyberspace, for people, for peace and sustainable development.
The Hanoi Convention has created a legal foundation for international cooperation; at the same time, it affirms the value of multilateral cooperation, equal dialogue and respect for national sovereignty, to ensure that cyberspace truly becomes an environment serving peace, fairness and sustainable development.
The presence of a large number of countries, international organizations, institutions and individuals attending the ceremony demonstrates the spirit of solidarity, responsibility, political will and high determination of the international community in the fight against cybercrime, opening up new opportunities to enhance cooperation, consolidate trust and promote common progress of humanity.

The convention's adoption by consensus and the successful signing ceremony in Hanoi reaffirm the central role of the United Nations and strengthen international cooperation to address global challenges.
For a safe, fair and humane digital future, Minister Luong Tam Quang proposed and called on countries, organizations and businesses to strengthen cooperation in effectively implementing the Hanoi Convention with solidarity and strategic trust, with a sense of responsibility, sharing experiences, technology and resources, especially supporting developing countries.
Vietnam believes that the signing ceremony of the convention will be a historic milestone, opening a new era of cooperation in the effort to protect peace, stability and sustainable development of mankind. The Hanoi Convention will truly become a beacon for global cooperation on cybersecurity, leading the world to the goal of "Technology for people, digitalization for peace".
Finding safe solutions in cyberspace
Mr. John Brandolino, Director of the Department of Treaty Affairs, United Nations Office on Drugs and Crime, said that 4 high-level sessions, 4 roundtables, 37 side events, and many exhibitions by delegations and countries have enriched and shaped the content of the conference.
Hanoi has brought a historic milestone, which is 72 signatures of member countries agreeing to the Hanoi Convention.

"This conference has sought to find solutions for cyber security around the world. The message from these discussions is that we need to ensure a fairer, safer future for everyone, for life today and tomorrow," Mr. John Brandolino emphasized.
However, Mr. John Brandolino noted that negotiating the convention is just the beginning, the task of the countries is to move towards the next milestone - the convention coming into force.

This afternoon, the Ministry of Public Security coordinated with the Ministry of Foreign Affairs to hold a press conference to announce the results of the signing ceremony of the Hanoi Convention.
Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu affirmed that the most important result of the convention signing ceremony is that Vietnam, together with member countries, has ensured conditions for the convention to be implemented soon.
According to regulations, the convention will only come into force when it reaches a minimum of 40 signatures for ratification, but 72 countries have signed it. The Deputy Minister of Foreign Affairs said that this is a remarkable step forward, creating an important premise for the convention to soon come into force and be implemented in practice, contributing to the formation of a closer global cooperation mechanism in preventing and combating cybercrime.
Hanoi is not only known as the "City for Peace" but is now also known as the center of international commitments and responsibilities in building a safe and reliable network environment.

Major General Nguyen Quoc Toan, Chief of Office and Spokesperson of the Ministry of Public Security, said that the signing ceremony of the convention is an event of special significance, not only for Vietnam but also internationally. With a large number of delegates, including many heads of state, high-ranking officials and international journalists, the work of ensuring security and order is identified as a key task, to be implemented synchronously from the beginning.
Security and safety work for the event was completed excellently, both tight and safe, and airy and convenient for delegations and reporters to work.
