The signing ceremony was attended by over 2,500 delegates from 110 countries, 150 international, regional and private organizations, and more than 50 research institutions.

In his closing remarks, General Luong Tam Quang, Minister of Public Security, stated that the signing ceremony of the convention was conducted solemnly and successfully over the two days, with representatives from 72 countries having signed and participated in the convention.

Minister of Public Security Luong Tam Quang stated that the Hanoi Convention is a historic strategic step, demonstrating the vision, responsibility, joint efforts, and cooperative spirit of the international community for a safe and reliable cyberspace, for the people, for peace, and for sustainable development.

The Hanoi Convention has created a legal foundation for international cooperation; at the same time, it affirms the value of multilateral cooperation, equal dialogue, and respect for national sovereignty, in order to ensure that cyberspace truly becomes an environment serving peace, justice, and sustainable development.

The presence of numerous countries, international organizations, and individuals attending the ceremony demonstrates the solidarity, responsibility, political will, and high determination of the international community in the fight against cybercrime, opening up new opportunities to strengthen cooperation, consolidate trust, and promote the common progress of humanity.

John Brandolino, Director of the Treaty Affairs Division of the United Nations Office on Drugs and Crime, said that four high-level sessions, four roundtables, 37 side events, and numerous exhibitions by delegations and countries enriched and shaped the content of the conference.

Hanoi has brought about a historic milestone: the 72 signatures of member states agreeing to the Hanoi Convention.

This afternoon, the Ministry of Public Security, in coordination with the Ministry of Foreign Affairs, held a press conference to announce the results of the opening ceremony for the signing of the Hanoi Convention.

Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu affirmed that the most important result of the convention's signing ceremony was that Vietnam, together with other member states, had ensured the conditions for the convention to be implemented soon.

According to regulations, the convention only comes into effect when it receives a minimum of 40 signatures for ratification, but it has already been signed by 72 countries. The Deputy Minister of Foreign Affairs stated that this is a remarkable step forward, creating an important foundation for the convention to soon come into effect and be implemented in practice, contributing to the formation of a closer global cooperation mechanism in combating cybercrime.

Hanoi is not only known as the "City for Peace" but is now also recognized as a center of international commitments and responsibilities in building a safe and reliable online environment.

Major General Nguyen Quoc Toan, Chief of the Office and Spokesperson of the Ministry of Public Security, stated that the signing ceremony of the convention is an event of special significance, not only for Vietnam but also internationally. With a large number of delegates, including many heads of state, high-ranking officials, and international journalists, ensuring security and order was identified as a top priority and implemented comprehensively from the outset.

The security arrangements for the event were excellent, being both tight and safe, while also providing a smooth and convenient environment for delegates and journalists to work in.
