On October 26, Argentina's Infobae and La Nacion reported that more than 70 countries signed the United Nations Convention against Cybercrime in Hanoi , also known as the "Hanoi Convention," marking the first time the international community has a binding legal framework to deal with crimes in cyberspace.
According to VNA correspondents in Buenos Aires, Argentine newspapers emphasized that the Hanoi Convention, adopted in late 2024 after nearly five years of negotiations, aims to establish international standards for investigating, prosecuting and preventing online crimes. The document covers a wide range of areas, from cyberattacks, financial fraud to the non-consensual sharing of sensitive images, a growing problem globally.
UN Secretary-General António Guterres stressed that it is “a powerful, legally binding instrument to strengthen our collective defense against cybercrime,” and affirmed that the Hanoi Convention demonstrates the vitality of multilateralism. He affirmed that no country can defend itself without international cooperation.
Infobae quoted Secretary-General Guterres as calling it “a victory for victims of online abuse” and “opening a clear path for investigators and prosecutors” to overcome barriers in sharing digital evidence across borders.
On the same day, La Nacion newspaper reported that the new Convention criminalizes a series of technology-related crimes, establishes a 24/7 cooperation mechanism between countries, and allows for the quick and effective sharing of electronic evidence.
Notably, this is the first international convention to criminalize the dissemination of non-consensual intimate images, and for the first time to address online sexual violence against children, a major step forward in protecting human rights in cyberspace.
The signing ceremony in Hanoi has special symbolic significance, demonstrating the trust of the United Nations and the international community in Vietnam. The event contributes to affirming Vietnam's active role in creating a safe, transparent and humane global digital order, while opening up opportunities to strengthen international cooperation in ensuring cyber security and sustainable development./.
