Plan No. 272/KH-UBND of the Provincial People's Committee was developed to concretize the Quang Ninh Provincial Planning for the period 2021-2030 with a vision to 2050; the Urban and Rural System Planning for the period 2021-2030 with a vision to 2040; and the Resolution of the 16th Congress of the Quang Ninh Provincial Party Committee; the Action Program to implement the Resolution and the province's directives related to building and improving the quality of urban areas and residential areas, and achieving the goal of Quang Ninh province becoming a centrally-governed city before 2030.
The plan clearly outlines each task, solution, and implementation roadmap, along with specific responsibilities for agencies, units, localities, and each community within the province.
Speaking at the conference, Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, emphasized: Improving the quality of existing urban areas is a crucial task, contributing to the goal of building Quang Ninh into a centrally-governed city before 2030. Departments, agencies, and localities should urgently implement, thoroughly understand, and organize the implementation decisively and effectively, while mobilizing the participation and consensus of the people, creating a vibrant and widespread emulation movement linked to improving the quality of urban areas and residential zones. At the same time, strengthen regular supervision and inspection, conducting monitoring in parallel with all stages and steps of implementation, ensuring that all activities are carried out openly, transparently, in accordance with regulations, and achieve practical results.
The comrade suggested that Party Secretaries and Chairmen of People's Committees of localities should focus on completing the construction of the medium-term public investment plan for the period 2025-2030 and the public investment plan for 2026, ensuring that it closely adheres to the major tasks, objectives, and orientations identified in the Resolution of the 16th Provincial Party Congress, term 2025-2030; Action Program No. 01-CTr/TU of the Provincial Party Committee implementing the Resolution of the 16th Provincial Party Congress, term 2025-2030; and Plan No. 272/KH-UBND of the Provincial People's Committee.
Commune-level authorities must proactively develop overall plans, determine policies, and create planning documents that are linked to the medium-term public investment plan for the 5-year period and Plan No. 272/KH-UBND of the Provincial People's Committee; at the same time, they must review and finalize non-budgetary projects and long-term public investment projects, ensuring consistency, feasibility, and effectiveness in implementation.
Local Party committees and authorities need to uphold a high sense of responsibility in performing their duties, seriously and decisively implementing assigned tasks, ensuring progress and quality. The comrade noted that cadres, civil servants, and public employees, especially the heads of Party committees and authorities at all levels, need to raise their political awareness, sense of responsibility, be closely involved with the grassroots, and be proactive and creative in organizing implementation.
