The Provincial People's Committee thoroughly grasps and implements the plan to improve the quality of urban areas and residential areas.

On the morning of October 27, the Provincial People's Committee held a conference to disseminate and implement Plan No. 272/KH-UBND dated October 21, 2025 on building and improving the quality of urban areas and residential areas, realizing the goal of striving for Quang Ninh province to become a centrally-run city before 2030. The conference was held online to 54 communes, wards and special zones across the province. Comrade Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, attended and directed the conference.

Plan No. 272/KH-UBND of the Provincial People's Committee was developed to concretize the Planning of Quang Ninh province for the period 2021-2030 with a vision to 2050; Planning of urban and rural systems for the period 2021-2030, with a vision to 2040 and the Resolution of the 16th Congress of the Quang Ninh Provincial Party Committee; Action Program to implement the Resolution and the province's directions related to construction and improvement of the quality of urban areas and residential areas, achieving the goal of striving for Quang Ninh province to become a centrally-run city before 2030.

The plan clearly states each task, solution, and implementation roadmap, associated with specific responsibilities of agencies, units, localities, and each community in the province.

Speaking at the conference, Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, emphasized: Improving the quality of existing urban areas is an important task, contributing to the goal of building Quang Ninh into a centrally-run city before 2030. Departments, branches and localities urgently deploy, thoroughly grasp and organize the implementation resolutely and effectively, associated with mobilizing the participation and consensus of the people, creating a vibrant and widespread emulation movement associated with improving the quality of urban areas and residential areas. At the same time, strengthen the work of regular supervision and inspection, carry out supervision in parallel with the stages and steps of implementation, ensuring that all activities are carried out publicly, transparently, in accordance with regulations and achieving practical results.

He proposed: Party secretaries and chairmen of local People's Committees to direct the focus on completing the development of the medium-term public investment plan for the 2025-2030 period and the 2026 public investment plan, ensuring close adherence to the tasks, goals and major orientations identified in the Resolution of the 16th Provincial Party Congress, term 2025-2030; Action Program No. 01-CTr/TU of the Provincial Party Executive Committee to implement the Resolution of the 16th Provincial Party Congress, term 2025-2030; Plan No. 272/KH-UBND of the Provincial People's Committee.

Commune level must proactively develop a master plan, determine policies, and establish plans in conjunction with the 5-year medium-term public investment plan and Plan No. 272/KH-UBND of the Provincial People's Committee; at the same time, review and complete off-budget projects and long-term public investment projects, ensuring consistency, feasibility, and effectiveness in implementation.

Local Party committees and authorities need to uphold the sense of responsibility in performing public duties, seriously and resolutely implementing assigned tasks, ensuring progress and quality. He noted that cadres, civil servants and public employees, especially heads of Party committees and authorities at all levels, need to uphold political awareness, sense of responsibility, be close to the grassroots, proactive and creative in organizing implementation.
