
This policy is further affirmed in Resolution No. 71-NQ/TW (dated August 22, 2025) of the Politburo on breakthroughs in education and training development, which stipulates the completion of the construction of a network of boarding schools in ethnic minority areas, disadvantaged areas, and border regions before 2030.
Looking back at the implementation of this policy, it is clear that the province has carried out the process very thoroughly and systematically. Following the Central Government's directives, the Provincial Party Committee issued Action Program No. 03-Ctr/TU (dated October 13, 2025), which identifies the task of assessing needs and actual conditions, and building boarding schools in ethnic minority areas, disadvantaged areas, and border regions, ensuring practicality and effectiveness.
The Provincial People's Committee has also assigned the Department of Education and Training to take the lead and coordinate with relevant departments, agencies, and localities to review the actual conditions, assess the current state of the school network, student numbers, boarding student needs, land availability, facilities, school merger plans, and staffing arrangements in the land border communes.
Based on proposals from border communes and input from inter-agency inspection teams, the Department of Education and Training finalized its report on October 22nd and submitted it to the Provincial People's Committee, proposing investment in 5 multi-level boarding schools in 5 out of 6 land border communes (Luc Hon, Duong Hoa, Quang Duc, Binh Lieu, Hoanh Mo) during the 2025-2026 period. Regarding Hai Son commune, the survey results showed low demand for boarding students due to relatively convenient transportation. However, the school's facilities are not yet fully developed, with many items in disrepair. Therefore, a plan is proposed to invest in the construction of new facilities according to established procedures, ensuring that students in the commune have adequate conditions for studying and living in the boarding program.
Investment plans are developed in a way that inherits existing infrastructure, combined with new construction, renovation, and expansion in terms of functionality, facilities, and technical infrastructure, ensuring that the requirements for learning, accommodation, and boarding school life are met. The arrangement and merger of primary and secondary schools in border communes are consistent with the policy of reorganizing public education institutions according to the two-tiered local government model.

With close guidance, meticulous preparation, and accurate assessment of actual needs, in early November, Quang Ninh province held a simultaneous groundbreaking ceremony for the construction of 6 schools (1 primary and secondary school and 5 boarding primary and secondary schools) in border communes.
Visiting Dong Tam Primary and Secondary School (Luc Hon commune) today (one of five schools recently started construction to become boarding schools), it's easy to see the radiant eyes and eager smiles of parents, teachers, students, and local people, reflecting pride and emotion. Becoming Dong Tam Primary and Secondary School after the renovation and construction projects are completed in 2026 will open a new chapter for education in this border region.
Hoang Ha Anh (6A class, Dong Tam Primary and Secondary School) excitedly said: "With a boarding school, all of us students will be able to eat and sleep right at school, and we won't have to wake up early to go to school anymore. I am very grateful to the province for caring for us."
Ms. Pham Thi Hang, Principal of Dong Tam Primary and Secondary School, shared: "The investment in building a spacious boarding school will meet the requirements for innovation and improve the quality of teaching and learning at the school. This is the aspiration of all the school's staff and teachers. We are confident that the construction will be completed quickly and with guaranteed quality."
It is clear that investing in the construction of multi-level boarding schools in the land border areas is a major policy with strategic significance for Quang Ninh province, aiming to create the best conditions in terms of facilities, learning environment, and living environment for children of ethnic minorities. This contributes to raising the intellectual level of the population, training high-quality human resources for the locality, and simultaneously strengthening the national defense and people's security posture in border communes.
