Industrial promotion and support activities

Recognizing that industrial promotion is a crucial "seed capital" for boosting industrial production, the industry and trade sector in the Central and Central Highlands regions in general, and Da Nang in particular, is focusing on implementing this program.

In line with the trend towards cleaner production, Viet-Czech Joint Stock Company (Hoa Cam Industrial Park, Cam Le Ward) is one of the businesses in the city that is transforming itself by investing in modern machinery systems.

To encourage businesses to invest boldly, Da Nang city's national and local industrial promotion funds have supported businesses with nearly 600 million VND out of a total machinery value of over 2 billion VND. Specifically: 300 million VND was provided for investment in a new technology planing machine in 2023; and 299 million VND for investment in an additional 5-axis CNC lathe in 2025.

“Thanks to two rounds of support, the company's revenue increased from VND 251 billion in 2023 to VND 260 billion in 2024, and is expected to continue increasing in 2025. We have also gained the trust of our partners, including investors and contractors, who have entrusted us with projects, allowing us to further expand our production scale,” said Mr. Phan Thanh Minh, Deputy Director of Viet-Czech Joint Stock Company.

Similarly, after receiving consulting support for assessment and solutions for cleaner production, Ba Loc Sandpaper Adhesive Manufacturing Co., Ltd. (Hoa Khanh Industrial Park, Lien Chieu Ward) was supported with an investment in a 3.5m3 two-component adhesive storage tank system worth over 1.7 billion VND.

The implementation of this solution has helped the unit reduce the amount of waste in previous production, as the investment in new equipment, a two-component glue storage tank, eliminates glue evaporation and leakage into the environment. As a result, the average monthly glue production has increased to 16 tons, doubling production compared to before the equipment investment.

The above are two of the 263 businesses that received support from industrial promotion funds to modernize machinery and equipment and apply cleaner production methods in Da Nang city during the 2021-2025 period. The total amount allocated to industrial promotion activities in Da Nang during this period was nearly 57 billion VND, with thousands of rural industrial establishments receiving support to participate in trade fairs and product promotion programs. Da Nang also leads the Central-Western Highlands region in allocating funds for industrial promotion, according to a report by the Department of Innovation, Green Transformation and Industrial Promotion ( Ministry of Industry and Trade ).

Specifically, the total approved budget for industrial promotion support in 2025 for the provinces and cities in the region is VND 60.84 billion, an increase of nearly 17% compared to the 2024 plan, of which VND 49.46 billion is for local industrial promotion funds and VND 11.38 billion is for national industrial promotion funds. From January 1st to November 30th, 2025, the total implemented funds in the region reached VND 47 billion, achieving 77.27% of the 2025 plan and 133.6% compared to the same period in 2024. Of this, Da Nang is estimated to have implemented VND 12.2 billion, accounting for 26% of the total implemented funds in the region, reaching 81% of the annual plan (VND 15 billion), while other localities allocated and implemented resources for industrial promotion ranging from VND 1 to VND 9 billion.

Strengthening resources

Currently, regional industrial promotion resources focus on the following main areas: building technical demonstration models; transferring technology and applying advanced machinery and scientific and technical advancements to industrial and handicraft production; building pilot models for cleaner production and developing environmental pollution treatment systems for rural industrial establishments; supporting the development of rural industrial products; supporting joint ventures, linkages, economic cooperation, participation in industry clusters and value chains, and investment cooperation in the development of industrial clusters; supporting the development of human resources for managing rural industrial establishments; and supporting communication and capacity building for industrial promotion implementation teams.

According to Ms. Do Thi Quynh Tram, Deputy Director of the Department of Industry and Trade of Da Nang City, monitoring has shown that most rural industrial enterprises and establishments benefiting from industrial promotion programs have achieved positive results. Modern machinery has improved product quality and competitiveness, leading to increased sales and orders, expanded production scale, and helping to overcome difficulties and create momentum for the development of rural industrial establishments.

However, after the administrative boundary reorganization, the number of rural industrial establishments decreased significantly, thus limiting the number of beneficiaries of industrial promotion policies. Recently, the department proposed to the Department of Innovation, Green Transformation and Industrial Promotion to consider expanding the scope and integrating other industry programs for localities with specific characteristics like Da Nang.

Ms. Do Thi Minh Tram, Deputy Director of the Department of Innovation, Green Transformation and Industrial Promotion, stated that industrial promotion activities in the Central and Central Highlands regions have actively contributed to increasing the industrial production value of provinces and cities in the region. Simultaneously, they support businesses and production facilities in expanding their scale, investing in technological innovation, improving quality, increasing product competitiveness, creating jobs, increasing income for workers, and contributing to the socio-economic development of the localities.

In the first quarter of 2026, the Department of Innovation, Green Transformation, and Industrial Promotion will submit new documents to the Ministry of Industry and Trade leadership to guide the implementation of industrial promotion activities in the coming period. Therefore, localities need to urgently develop and issue local industrial promotion programs for the 2026-2030 period. The Department will work closely with the industry and trade sector in the Central and Central Highlands regions to effectively implement industrial promotion activities, enhance the effectiveness of "seed capital," and ensure they are focused, targeted, and aligned with the economic development orientation of the provinces and cities.
