
The Ministry of Construction announced on May 20th that, in order to simplify and minimize the time required for administrative procedures, it has promptly incorporated these provisions into the Construction Law, passed by the National Assembly in 2025 and effective July 1st, 2026. Specifically, the provisions regarding construction projects that do not require a building permit, as stipulated in Article 43 of the Law, will take effect immediately from January 1st, 2026.
Specifically, the procedure for issuing new professional practice certificates has been reduced from 55 days to 8 working days; the appraisal of feasibility study reports has been reduced from 35 days to 25 working days; the issuance, repair, and renovation of construction permits for special, level I, and level II projects has been reduced from 20 days to 10 working days; and the issuance of operating licenses for foreign contractors has been reduced from 10 days to 8 working days.
Furthermore, the transition to a fully online process allows citizens and businesses to submit only one electronic set of documents instead of two paper sets as before, significantly reducing printing, photocopying, postage costs, and travel time. This includes proposals to abolish the requirement for professional certification for individuals in charge of determining, verifying, and managing construction investment costs; to abolish the competency and experience requirements for individuals in charge of construction inspection; and to simplify the standards for the position of site manager… Citizens only need to submit one electronic set of documents instead of two paper sets.
