
Following the merger of the province and the two-tiered local government structure, many offices of agencies and organizations have become redundant and abandoned. According to the Quang Ngai Department of Finance, there are currently 109 redundant offices of provincial-level agencies and units. Of these, 57 are located in the former Quang Ngai province and 52 in the former Kon Tum province. At the commune level, the process of reviewing redundant public assets is slower than required.
The Department of Finance has issued numerous guidelines to localities on developing plans for handling surplus office buildings, but implementation has faced many difficulties. Therefore, the inventory, listing, and proposed solutions for handling surplus assets have not been fully reported or completed on schedule. The Department is working with each locality to guide the review process. Based on this, communes and wards should urgently compile data to advise the Provincial People's Committee on issuing a plan for handling surplus office buildings and public assets, ensuring their proper use, preventing loss, and avoiding deterioration.
The province will prioritize transferring surplus office buildings to educational and health institutions for use as schools, health centers, or cultural and sports facilities for newly established commune-level administrative units. In addition, plans will be considered to transfer some surplus office buildings to central government agencies operating in the area that lack workspace. For office buildings deemed completely surplus and no longer needed, they will be handed over to organizations with real estate management or land development functions for management and exploitation.
