At the same time, build propaganda and proactively coordinate and exchange with the Provincial Party Committee's Propaganda and Mass Mobilization Department to orient the content of political and ideological propaganda on the meaning and objectives of the policy of eliminating lump-sum tax method and switching to management according to the method of self-declaration and self-payment of taxes. Coordinate with press agencies, radio and television stations to develop columns, reports, talks and interviews to strengthen social trust and people's consensus on the reform policy of eliminating lump-sum tax method.

The Department of Finance coordinates with tax authorities and statistical agencies in the area to deploy the exchange and standardization of databases on business registration, business locations, statistical survey results and actual operating status of business households and individuals in the area, promptly updating to ensure consistency with the database of tax authorities. Coordinate with Gia Lai Provincial Tax and relevant agencies and units to advise and propose to the Provincial People's Committee on funding support for newly established business households and business households converting from contract households to declaration households to purchase information technology equipment to serve the effective implementation of electronic invoices generated from cash registers in accordance with regulations.
The provincial police continue to share population data, residence registration, temporary residence, monitoring of transportation routes, accommodation activities and house rentals; coordinate with tax authorities in implementing the integration of electronic identification with the tax management database for business households and individuals. At the same time, direct functional departments and commune-level police agencies to exchange information on receiving, processing, resolving reports, denunciations of crimes and recommending prosecution, and receiving files transferred by tax authorities that detect violations with signs of crimes in the tax field.
The Department of Industry and Trade coordinates with business associations and professional associations to expand the network, connect HKD with the large, medium and small business community in the province; gradually forming a foundation of transparent, responsible business culture, and compliance with tax obligations.
The Department of Science and Technology requires IT enterprises and service providers to research and develop electronic applications related to invoices, sales management, and business administration that are simple, intuitive, with few operations and easy to use to suit the IT skills of most business households. Provide solution packages with reasonable costs, easy to access, promote promotional programs, and support business households after providing services. At the same time, call on organizations and technology enterprises in the area to provide free or discounted sales software products, electronic invoice software, digital signatures, etc. to create maximum conditions for business households to successfully convert, creating a premise for the implementation of tax abolition from 2026.
The People's Committees of communes and wards shall establish steering committees to implement the conversion of tax management models and methods for business households when eliminating lump-sum tax; closely coordinate with tax authorities at the same level to organize propaganda activities and disseminate tax laws during the transition period, to ensure that all business households and individuals have access to complete, accurate, easy-to-understand and easy-to-implement information. At the same time, research financial support options for business households and individuals who still have difficulty applying the electronic invoice solution generated from cash registers due to not meeting the requirements on information technology infrastructure and electronic invoice issuance solutions generated from cash registers.
