The Prime Minister requested to focus on simplifying administrative procedures.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 220/CD-TTg dated November 18, 2025 requesting ministries, branches and localities to focus on completing the implementation of plans to reduce and simplify administrative procedures and business conditions in 2025.

Implementing Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026, ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities have focused on implementing assigned tasks. Seven ministries: Construction, Agriculture and Environment, National Defense, Science and Technology, Education and Training, Finance, and the State Bank have proactively issued Decisions approving plans according to their authority (on October 23, 2025, the State Bank of Vietnam continued to issue Decision No. 3539/QD-NHNN supplementing plans to reduce and simplify administrative procedures under its management).

The Government issued Resolution No. 667/2025/NQ-CP dated November 15, 2025, regulating the reduction and simplification of administrative procedures based on data (786 administrative procedures have dossier components replaced by data; 8 administrative procedures have dossier components reduced).

The Prime Minister has approved the Plan to reduce administrative procedures and business conditions under the management of 14 ministries and agencies; specifically as follows: The total number of administrative procedures to be reduced and simplified is 3,071 administrative procedures/4,888 administrative procedures related to production and business activities (reaching 62.8%); reducing 2,269/6,974 business conditions in conditional investment and business sectors and professions (reaching 32.5%).

Accordingly, 8 ministries and agencies have revised and supplemented according to their authority or submitted to competent authorities for promulgation 13 legal documents to implement the plan to simplify 87 administrative procedures, abolish 6 administrative procedures and reduce 12 business conditions; focused on providing online public services for administrative procedures related to enterprises; 34/34 localities have published a list of administrative procedures regardless of administrative boundaries in the area.

However, to complete the reduction and simplification of administrative procedures and business conditions, the number of legal documents that ministries and branches must amend and supplement to issue under their authority or submit to competent authorities for issuance is very large. If they do not focus on implementation, it will be impossible to complete the target in 2025 in accordance with the requirements of Resolution No. 66/NQ-CP.

In addition, 3,507/6,708 (accounting for 52.3%) of the documents resulting from the settlement of administrative procedures of ministries and branches need to be standardized; 2,244 administrative procedures need to be standardized in terms of the association of settlement result codes for data reuse. The rate of administrative procedures related to enterprises performed online by some ministries, agencies and localities is low. The restructuring and amendment of internal procedures and electronic procedures to perform administrative procedures regardless of administrative boundaries is still slow.

To ensure substantial and effective reduction of administrative procedures and business conditions to achieve the target in accordance with the direction of the Politburo, the Secretariat, General Secretary To Lam, the Government, and the Prime Minister, the Ministers, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and centrally-run cities must immediately focus on completing a number of specific tasks as follows:

Urgently review and amend regulations

Regarding institutional improvement, Ministers and Heads of ministerial-level agencies focused on directing the resolute completion of amendments and supplements to 485 legal documents to implement plans to reduce and simplify 2,164 administrative procedures and reduce 2,047 business conditions approved by the Prime Minister, in which special priority was given to immediately completing 319 legal documents that need to be amended and supplemented in 2025 under the management of 14 ministries and ministerial-level agencies.

Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and cities urgently review and amend regulations that are not suitable for the implementation of administrative procedures regardless of administrative boundaries and deploy full-process online public services such as: requiring submission of original documents; requiring submission of administrative procedure documents at the place of residence or headquarters or the place where the results of the first administrative procedure are issued; requiring presence at the place of settlement to sign and receive results, etc. to be completed in 2025.

The Minister of Industry and Trade completed the review and supplement of the plan to reduce business conditions to ensure the target of reducing at least 30%, and submitted it to the Prime Minister for approval in November 2025.

On providing online public services and performing administrative procedures regardless of administrative boundaries

Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and cities focus on implementing tasks and solutions to restructure processes and provide online public services on the National Public Service Portal in accordance with the goals and requirements of Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on science and technology development, innovation and digital transformation, ensuring quality, substance and efficiency.

Complete 100% of administrative procedures related to businesses online, smoothly, seamlessly, effectively, and minimize paperwork by 2025.

Complete the upgrading of the Administrative Procedure Information System to meet the requirements of digitalization, performing administrative procedures regardless of administrative boundaries within the province and implementing the 2-level local government organization model; Convert data from the systems of provinces and cities before the merger, ensuring completeness, accuracy, and originality of data, serving the management, operation, settlement of administrative procedures, and provision of online public services, to be completed in November 2025.

Urgently overcome the shortcomings of the information system and database.

Ministers and heads of ministerial-level agencies urgently review and standardize the results of handling administrative procedures that have not been standardized; attach standardized result codes to the file components of administrative procedures as a basis for connecting, sharing, and reusing data, serving to reduce files and documents, ensuring that information is only provided once to state agencies. The Ministries of Finance, Health, Justice, and Home Affairs urgently overcome the shortcomings of the Information System and database under their management, to be completed by November 2025.

Specifically: The Ministry of Finance resolves 3 outstanding issues: Integrating and providing online payment services for land financial obligations between the Tax System and the Administrative Procedures Information System and the Provincial Land Database; Connecting the Business Registration Database, the Budget-related Unit Code Issuance System with the Provincial Administrative Procedures Information System; Handling frequent errors on the National Single Window Portal.

The Ministry of Health completed upgrading and connecting the Medical Examination and Treatment Registration and Licensing Management System. The Ministry of Justice promptly fixed the slowness and errors of the Electronic Civil Status Registration and Management System. The Ministry of Home Affairs completed connecting the Database of beneficiaries of preferential policies for meritorious people with the Information Systems for handling administrative procedures at the ministerial and provincial levels.

Chairmen of People's Committees of provinces and centrally run cities focus on directing the review and adjustment of internal processes and electronic processes of administrative procedures to meet the implementation of administrative procedures regardless of administrative boundaries, completing the goal of 100% of administrative procedures being implemented regardless of administrative boundaries within the province level in 2025.

Monthly administrative procedure reform report

Regarding implementation, the Prime Minister assigned Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally-run cities to be responsible to the Government and the Prime Minister for the results of cutting and simplifying administrative procedures, business conditions and tasks in this dispatch, and report to the Government and the Prime Minister on the implementation results in the monthly administrative procedure reform report.

The Government Office, according to its assigned functions and tasks, monitors and urges the implementation of the above-mentioned tasks; promptly synthesizes and reports to the Prime Minister on issues beyond its authority. Report to the Prime Minister on the results of the implementation of tasks of ministries and branches before the 20th of each month.

This is a very important and urgent task that needs to be urgently focused on and completed. The Prime Minister requests that the Ministers, Heads of ministerial-level agencies, Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of provinces and cities spend time paying attention to, leading and directing their affiliated agencies and units to complete the above tasks, ensuring the reduction and simplification of administrative procedures in a practical and effective manner, so that people and businesses can enjoy real results and benefits of the reform, achieving the goals and requirements of the Politburo, the Secretariat, General Secretary To Lam, the Government and the Prime Minister.
