
Some households that bought land at MBQH 11 have built stable houses for a long time.
Mr. Nguyen Ba Toan, village 3, one of the households who bought land in MBQH 11, said: “When buying land at auction, the planning drawings clearly showed that the land lots had an inter-commune road in front and a 5m wide southern planning road behind the land lots. This information was also recorded in the land use right certificates issued to households who bought the land. However, in early 2025, when I requested to measure to complete the land transfer procedures, the measuring officer informed that it could not be done because the current status of the land was no longer in accordance with the planning, and the road behind the land lots had “disappeared”. The reason was that in 2021, another MBQH (MBQH 08 - PV) overlapped the southern road.
A similar situation happened to the family of Mr. Le Trung Que, village 3, who wanted to complete the procedure to give his son land lot number 17 in MBQH 11 but was "stuck" due to planning issues. Mr. Que worried: "I bought a 100m2 land lot, now I can't transfer the name to my son, I don't know when this problem will be resolved."
People believe that there is an overlap between the plans, when the later plan “covers” the previous plan without any synchronous adjustment. As a result, legal land buyers in MBQH 11 cannot exercise their land rights, and the property value is also affected when the road behind, which was clearly shown in the plan and the certificate, no longer exists.
Faced with problems related to land users' rights, a number of households have submitted petitions to the People's Committee of Hoang Loc Commune for consideration and resolution. The People's Committee of Hoang Loc Commune has received and is processing petitions from households with residential land areas in MBQH 11.
According to information from the People's Committee of Hoang Loc commune, MBQH 11 has a planning area of 3,587.5m2, of which the residential land area is 2,129m2, equivalent to 21 residential plots along DH-HH.26 road (the planning boundary is not determined). MBQH 08 has an area of 2,709.08m2, of which the residential land area is 1,258.8m2, equivalent to 10 residential plots (the boundary is determined by landmarks M1-M9).
Through reviewing the current infrastructure connection of the two residential areas mentioned above as well as the documents approved by competent authorities, the People's Committee of Hoang Loc commune identified a number of problems, such as: For the subdivided land area (21 plots) of MBQH 11, households have been granted land use right certificates. However, the actual inspection of the physical shape of the residential plots from lot 17 to lot 21 did not match the issued land use right certificates and the approved detailed planning (the current area is reduced compared to the area on the issued land use right certificates). MBQH 08 was implemented in 2021 when there was a topographic survey, accordingly, the southern route of MBQH 11 was adjusted to take advantage of and effectively exploit the land fund interspersed in the residential area. Therefore, the plots of land from lot 11 to lot 21 of MBQH 11, the southern traffic road adjacent to the land plot is no longer available because it has been planned as subdivided residential land.

The shape of some plots of land at MBQH 11 has changed because the southern route has been rerouted to take advantage of the interspersed land fund.
In September 2025, the People's Committee of Hoang Loc commune organized a meeting with households who had petitions related to the shortcomings at MBQH 11. At the meeting, the local government informed about the solution, in which the households agreed to the boundaries of the current land plots in use at MBQH 11, including accepting the actual area.
Mr. Chu Huu Khuyen, Chairman of the People's Committee of Hoang Loc Commune, said: To ensure the legitimate rights of the people and maintain the stability of the political and social situation in the area, the People's Committee of the commune has proposed a plan to locally adjust MBQH 11. However, there is currently no specific guidance document, so the People's Committee of the commune has sent an official dispatch to report and ask for the opinion of the Provincial People's Committee on handling petitions of households in implementing administrative procedures on land at MBQH that has been auctioned. It is known that the Provincial People's Committee has assigned relevant departments and branches to study, review and will issue a document to guide the People's Committee of Hoang Loc Commune in the coming time.
The incident at MBQH 11 in Hoang Loc commune shows clear consequences when residential land planning has not been implemented consistently between periods, "later planning overlaps previous planning" without a synchronous adjustment mechanism, causing land buyers to suffer. What people expect now is that competent authorities will soon review and issue specific instructions to completely resolve the problems at the above MBQH, ensuring the legitimate rights of land users, and strengthening people's trust in the transparency of land management and planning in the locality.
