At the online conference to deploy the strategy for developing Vietnam's logistics services for the period 2025-2035, with a vision to 2050 according to Decision No. 2229/QD-TTg, dated October 9, 2025 of the Prime Minister, the Ministry of Industry and Trade said: The strategy identifies the viewpoint of developing logistics services into an important economic sector to maximize local capacity, promote linkages between economic zones, regions and internationally; consider logistics services as a driving factor, an essential service to promote socio-economic development... The general goal of the strategy is to develop Vietnam's logistics services sustainably, effectively, with quality and high added value, enhance global competitiveness, and serve Vietnam's advantages in the global supply chain and value chain.
Decision No. 2229/QD-TTg also sets out major groups of solutions for implementation. Among them, the top important group of solutions is to perfect the legal system, strengthen state management and improve the effectiveness and efficiency of law enforcement. This is a group of regular and continuous solutions of state management agencies of the logistics service industry and other related industries to review, amend, supplement and perfect legal documents on logistics. Improve the business environment, promote administrative reform, review international commitments on logistics. The second group of solutions is to promote investment in construction, formation and development of synchronous and modern logistics infrastructure. This is considered an important material factor for operating the supply chain. Therefore, it is necessary to review, amend and supplement the logistics center planning. Promote investment in construction and development of free trade zones, complete infrastructure, build logistics zones, distribution centers, smart warehouses, as well as research, build, and deploy modern logistics models, develop dry port systems, international wharves, invest in construction of yards and warehouses for oversized and overloaded goods... It is necessary to focus on connecting transport infrastructure (road, rail, waterway, aviation) with logistics centers to reduce costs and improve operational efficiency...
According to Mr. Dao Trong Khoa, Chairman of the Vietnam Logistics Services Association (VLA), the strategy for developing Vietnam's logistics services clearly defines the orientation for developing green, smart, efficient, and sustainable logistics, considering logistics as an important economic sector with high added value and a driving force for trade, investment, production, and export, thereby improving national competitiveness. The strategy also creates great confidence for the business community, creating a mentality of readiness to invest and cooperate in the logistics system (warehouses, logistics centers, connecting infrastructure, technology, high-quality human resources). On the VLA side, it will focus on developing internal logistics and green logistics to improve the efficiency of production, trade, import-export activities, and domestic and international distribution centers. At the same time, it will develop model models and issue application guidelines to support businesses in accessing and effectively implementing internal logistics and green logistics in accordance with the spirit of the strategy. In addition, VLA will coordinate with ministries and branches to implement plans to develop domestic and international e-commerce service infrastructure. At the same time, it will develop a set of criteria to assess the competitiveness of logistics services and a project to form pioneering logistics enterprises. The close coordination between the State, enterprises and VLA will contribute to the effective and sustainable development of the national logistics strategy and soon become a pillar economic sector of Vietnam.
According to Ms. Le Hoang Oanh, Director of the Department of E-commerce and Digital Economy, in the strategy for developing Vietnam's logistics services, the Department of E-commerce and Digital Economy is assigned important tasks, especially the group of tasks related to digital transformation and development of e-commerce logistics. The Department is building and implementing the E-commerce Logistics Development Project to optimize processes, reduce time and costs of goods delivery. Focus on building a synchronous e-commerce service infrastructure, including order processing centers, smart delivery points and modern warehouse systems. The Department also continues to coordinate with localities, especially large cities, to develop appropriate urban logistics, solve traffic congestion and last-mile delivery problems. At the same time, promote the construction and application of shared digital platforms and digital ecosystems for the logistics industry, helping to connect stages in the supply chain from manufacturers, e-commerce platforms, to shipping units and consumers. Encourage the application of high technology (AI, IoT, Big Data) in warehouse management, optimization of transportation routes, and product traceability. Cooperate with relevant units to standardize logistics data, facilitating information exchange between relevant parties.
Mr. Tran Thanh Hai, Deputy Director of the Import-Export Department, Ministry of Industry and Trade, emphasized: The implementation of the strategy for developing Vietnam's logistics services does not only lie in one agency or unit, but requires the synchronous participation of ministries, branches, localities, as well as associations and the business community. After the conference to deploy the strategy, it is recommended that units advise and report to the leaders of the ministry, the People's Committees of provinces and cities, and develop plans for their ministries, branches and localities to implement the strategy for developing logistics services in conjunction with reviewing and adjusting the socio-economic development plans of the new localities after the merger. It is necessary to pay attention to integrating with existing industry development projects. The quality of the plans of ministries, branches and localities must be consistent with the national strategy and take into account the changing factors in the past and the future.
