According to the document, based on Decree No. 93/2021/ND-CP dated October 27, 2021 of the Government on mobilizing, receiving, distributing and using voluntary contributions to support overcoming difficulties caused by natural disasters, epidemics, incidents; supporting patients with serious illnesses (Decree No. 93/2021/ND-CP) and guiding documents of the Central Government and the city; responding to the call of the Central Committee of the Vietnam Fatherland Front at the Launching Ceremony to support compatriots affected by floods on the afternoon of November 21, 2025, the Vietnam Fatherland Front Committees at all levels of the city simultaneously organized a launch to support compatriots affected by floods at 7:30 a.m. on November 22, 2025.

To ensure the effective, public and transparent reception, management and use of support funds, the Standing Committee of the Vietnam Fatherland Front Committee of Hanoi City requests its affiliated member organizations and the Vietnam Fatherland Front Committees of communes and wards to focus on implementing the following contents:

Strengthening propaganda and mobilizing cadres, members, union members... to actively participate in supporting people to overcome damages caused by floods; mobilizing organizations, businesses and people in the area to promote the spirit of "Mutual love and support", "Hanoi for the whole country, Hanoi with the whole country" to participate in support; ensuring that 100% of villages and residential groups propagate to the general public about the purpose and meaning of the campaign.

The Vietnam Fatherland Front Committees of communes and wards guide the grassroots and organizations to receive support from units, organizations and individuals to ensure publicity and transparency of the commune-level fund according to the instructions in Decree No. 93/2021/ND-CP and the Regulations on organization and operation of the City Relief Mobilization Committee; transfer the received funds to the Relief Fund account of the Vietnam Fatherland Front Committee of the city (account number: 1500201113838 at the Bank for Agriculture and Rural Development of Vietnam ( Agribank ) - Hanoi Branch).

Request the Vietnam Fatherland Front Committees of communes and wards to coordinate with the Party Committees and authorities at the same level to mobilize cadres, civil servants, public employees, and workers at their units and affiliated agencies and units to respond to the Call of the Central Committee of the Vietnam Fatherland Front to support people affected by floods with at least 1 day's salary; regularly update the results of receiving support (before 5:00 p.m. every day) and periodically send a summary report on the implementation of the mobilization and receipt of support funds to the Standing Committee of the Vietnam Fatherland Front Committee of the city (through the Propaganda and Social Work Department) for synthesis.

The Standing Committee of the Vietnam Fatherland Front Committee of Hanoi City requested member organizations and Vietnam Fatherland Front Committees of affiliated communes and wards to uphold their sense of responsibility, organize urgent, serious, synchronous and effective implementation, contributing to timely support for people in the Central and Central Highlands regions to overcome difficulties and soon stabilize their lives.

* In addition, the Standing Committee of the Vietnam Fatherland Front also issued Document No. 25/MTTQ-BTT, on mobilizing support for people affected by floods and storms, to the Hanoi People's Committee.

Accordingly, in order to promote the strength and pioneering spirit of Party members, cadres, civil servants and public employees of the Capital in propagating and mobilizing people of all walks of life to participate in supporting people affected by floods and storms, demonstrating the strength of national solidarity, the Standing Committee of the Vietnam Fatherland Front Committee of Hanoi respectfully requests the City People's Committee to direct the city's departments, branches and sectors to mobilize cadres, civil servants, public employees and workers at their units and affiliated agencies, units and enterprises to respond to the Call of the Central Committee of the Vietnam Fatherland Front to support people affected by floods and storms with at least 1 day's salary.
