Houses filled with Party spirit and people's love
During the long rainy days in the mountainous commune of Ky Lac, we had the opportunity to visit the family of Mr. and Mrs. Tran Van Diem and Nguyen Thi Uyen in Kim Ha village, one of the particularly difficult households of Ky Lac commune.
Receiving us in their newly built, spacious house with solid walls and a sturdy roof, which had just been completed not long ago, Mr. and Mrs. Tran Van Diem and Nguyen Thi Uyen in Kim Ha village were still filled with joy and emotion. Because the house is a priceless gift for the family, a long-time dream that has now become a reality.

It is known that the family situation of Mr. Diem and Mrs. Uyen is quite difficult, he had a stroke, she is in poor health, the economic situation is very difficult; the temporary house before was degraded, could collapse at any time. The turning point came to the family's life when they received support of 70 million VND from the sustainable poverty reduction program; plus the cooperation and help of charitable organizations, benefactors, villagers contributing working days, the family was able to build a house worth nearly 200 million VND.
In the new house that still smells of lime and mortar, Mrs. Uyen emotionally shared: "In my whole life, I never thought that one day my family would live in a house as solid as this. During this year's storm season, we can live in a new, decent house, without having to worry about the rain and wind like before."

In Lac Thang village, the family of Mr. Phan Xuan Que and Mrs. Nguyen Thi Van are constructing a house that has just been supported by the sustainable poverty reduction program. Mr. Phan Xuan Que is a veteran who was exposed to Agent Orange, Mrs. Nguyen Thi Van is in poor health and unable to work. Their house was dilapidated, damaged and collapsed during the recent storm, but there was no money to repair it.
With a support of 70 million VND along with mobilizing brothers and helping with labor from the villagers, the house is expected to be completed before the Lunar New Year of Binh Ngo 2026 with a cost of over 150 million VND.
Mr. Phan Xuan Que excitedly said: “I am really excited and touched to receive support from the State to build a house right in time to prepare for the New Year. For many years living in a dilapidated house, every time it rains or winds, I am worried, my wife and I's health is getting worse day by day... Now that the State cares and supports me, and the neighbors help me with labor, I feel warm and extremely grateful. My wife and I feel more motivated, more secure to stabilize our lives and try to move forward.”

Ky Lac commune is now a merger of two communes: Ky Lac and Lam Hop. In 2020, the poverty rate of both localities was high: Ky Lac 4.6%, Lam Hop 3.6% - significantly higher than the general level of the province. Of which, housing is the most urgent need.
Faced with this situation, the Party Committee, the government, and the Fatherland Front of Ky Lac commune determined that housing support for poor households and households in especially difficult circumstances must be implemented correctly and promptly. In addition to resources from the national target program, the locality proactively mobilized businesses, philanthropists, children living far from home, and mobilized working days of people in each village...
Mr. Nguyen Van Duan - Chairman of the Fatherland Front Committee of Ky Lac Commune said: "We agree on the view that building houses must ensure quality, helping people feel secure in living long-term. The Fatherland Front Committee and other organizations directly survey each case, create public and transparent records so that all support goes to the right recipients. Villagers also contributed thousands of working days to dismantle, transport materials, level the ground... so construction costs were significantly reduced."

Thanks to a systematic and synchronous approach, from 2020 to now, Ky Lac commune has repaired and rebuilt 208 houses for poor households, near-poor households, meritorious households and families with special difficulties. The total mobilized budget reached tens of billions of VND, along with tens of thousands of working days of the people. Those new houses filled with love have changed the face of the homeland and helped many households stabilize their lives, avoiding the risk of falling back into poverty.
Sustainable livelihood models
Not stopping at providing housing support, when people have "settled down", Ky Lac commune continues to identify the goal of "finding a job" as the key to sustainable poverty reduction. Accordingly, the commune implements livelihood support models through capital, materials, and breeds; technical training; and links support with supervision to ensure effectiveness.
Up to now, the whole commune has built 118 economic development models, and supported 30 livelihood models for poor, near-poor households or lonely elderly people, including raising cows, pigs, chickens, beekeeping for honey...

Ms. Ngo Thi Huong (72 years old, in Kim Ha village) is one of the poor households receiving livelihood support. She confided: “Because of my old age and poor health, my life is very difficult. The local authorities supported me with 100 breeding chickens, and I try to take care of each one. Up to now, I have sold several batches of chickens, and I have earned a living, making my life much less difficult. This Tet, I have more than 100 meat chickens to sell.”

According to Mr. Le Quang Trung, Vice Chairman of the People's Committee of Ky Lac commune, the results achieved in sustainable poverty reduction come from the persistent and synchronous implementation of programs and projects. In particular, the locality integrates many resources: housing support, materials - means of production, transfer of science and technology, vocational training, job creation, encouragement of labor export... Organizations sponsor poor households, closely monitor the implementation process to limit the situation of re-poverty... In particular, the commune focuses on propaganda work so that each household clearly understands its responsibility to rise up, avoiding the mentality of waiting and relying on others.

Thanks to drastic and scientific measures, by 2025, the poverty rate of the whole commune will be reduced to 2.19%. This figure shows the strong transformation of the whole region, the result of the synchronous participation of the political system and the solidarity of the people.
The journey of sustainable poverty reduction in Ky Lac is still ongoing, but today's changes have affirmed: the people's journey out of poverty is not alone, because the entire political system has been making efforts every day, with the motto: "No one is left behind".
