Due to family circumstances, Mr. Bui Van Thiet's household in Com hamlet, which is classified as a poor household in 2024, has difficulty with housing. With the community's cooperation, his own efforts, and financial support from the program to eliminate temporary and dilapidated houses, Mr. Thiet has completed the construction of a new house that meets the 3 hard standards (hard foundation, hard frame - walls, hard roof). Mr. Bui Van Hoa, head of Com hamlet, said: Thanks to the resources to support the housing shortage, Mr. Thiet's family has been recognized as escaping poverty in 2025.
Com Hamlet is one of the disadvantaged areas of Yen Thuy Commune. People's lives mainly depend on agricultural production. A part of young workers go to work in industrial parks and clusters outside the province. During the year, the number of poor households in the hamlet decreased from 6 to 5 households compared to 2024. Through review, most of the poor households are due to a lack of labor and employment index; 1 case needs financial support for house repair.
The working group of the Provincial Department of Rural Development coordinated with the locality to review and assess the level and causes of shortages of poor households in order to have specific support solutions.
Comrade Bui Van Tuan, Vice Chairman of the Commune People's Committee, said: After 4 years of implementation, the targets for solving the shortage of basic social services have all met and exceeded the targets of the National Target Program on Sustainable Poverty Reduction. Workers from poor households, near-poor households, and households that have just escaped poverty in need are supported in connection, counseling, career orientation, labor market information, and job search support. 100% of people from poor and near-poor households are supported to participate in health insurance. The total number of households using hygienic water in the commune is over 98%. Most poor and near-poor households in need have access to telecommunications and internet services.
In the period of 2024 - 2025, implementing projects to diversify livelihoods and support production development, the locality has deployed a Sind crossbred cattle breeding model with 86 households participating and benefiting; opened 2 vocational training classes on breeding techniques for 36 students.
Also according to the sharing of Vice Chairman of the Commune People's Committee Bui Van Tuan, during the period, most of the poor and near-poor households were the elderly, the disabled, and social protection beneficiaries, so escaping poverty was extremely difficult. To achieve the poverty reduction target in the following years, the commune focused on extensive propaganda to raise awareness and determination of poor and near-poor households to escape poverty; directed all levels to develop plans to review, classify and find the causes of shortages of each poor and near-poor household, thereby having specific solutions to support each household; promptly set examples of good people, good deeds and reward collectives and individuals with outstanding achievements in poverty reduction and sustainable self-rescue.
The National Target Program on Sustainable Poverty Reduction is integrated with other programs and projects to invest in essential infrastructure to serve production and life of people in Yen Thuy commune.
The commune also takes advantage of investment capital from the National Target Program on Sustainable Poverty Reduction and other integrated projects to invest in building essential infrastructure to serve production and life, creating favorable conditions for many poor households to access and benefit from the programs.
On the other hand, encourage investment and promote economic development to attract and solve employment needs for workers, especially workers in poor and near-poor households; focus on directing and implementing support policies to provide basic social services for poor and near-poor households in a multi-dimensional manner across levels of deprivation.
The Social Policy Bank disburses loans to poor and near-poor households to build houses, develop production and business, while sectors and organizations guide poor and near-poor households to use loans for the right purposes. Synchronously and effectively implement social policies on health, education, credit, housing, and production land for poor and near-poor households and ethnic minority households, creating conditions for poor and near-poor households to escape poverty sustainably.
