The production support program, especially support for breeding cows for poor households in Binh Dien commune, has been effectively implemented.

Mobilizing multiple resources

After accessing preferential loans and receiving livelihood support from the commune's poverty reduction program, Mr. Nguyen Van Xe in Binh Dien commune is one of the extremely poor households in this mountainous commune that has the opportunity to escape poverty. He now has a solid house and a pair of breeding cows for a living, helping him to be more confident in working hard to escape poverty. "I have just received 2 cows to develop the family economy , and the commune's departments and branches have repaired my house with a budget of more than 20 million VND, I am extremely excited. Before receiving breeding cows, I was also trained in the process of raising, caring for, and composting straw for food to help the cows grow well. Up to now, my family has overcome the difficult period" - Mr. Nguyen Van Xe said.

Clearly identifying the advantages and difficulties in implementing poverty reduction work, in recent years, localities such as Binh Thanh, Binh Tien, and old Huong Binh (now Binh Dien commune) have applied the poverty reduction model based on addresses. Each department, branch, and organization is assigned to be in charge of a number of specific poor households, on that basis, there is a plan to mobilize resources to support the remaining shortcomings to ensure the criteria for people to escape poverty. Accordingly, the production support program for poor households in Binh Dien commune is implemented in many forms, but the most is still to support breeding cows.

Ms. Le Thi Hiet, a Pa Hy ethnic in Binh Dien commune, said: The commune provided me with two cows to create a livelihood that is very suitable for my family's working conditions. Currently, my family continues to be included in the list of support for crop development, creating additional income sources to escape poverty sustainably...

Communes and wards in the city have developed plans to help poor households escape poverty; identified the causes of poverty and support needs for each poor household, mainly support in building and repairing houses, livelihood models, loans, and support for production land, etc.

Some localities have shown creative and outstanding ways in poverty reduction, typically Huong Tra ward has developed a plan to support chicks, food, and build barns for poor households to raise livestock to increase income; mobilized funds to support 30% of health insurance for households that have just escaped poverty. Kim Tra ward has a model of supporting the raising of crossbred fighting chickens for dozens of poor and near-poor households with a total amount of hundreds of millions of VND; implemented art programs, sold lottery tickets to raise funds to support poor households...

According to Vice Chairman of Kim Tra Ward People's Committee Mai Van Xuan, the Party Committee has directed the local government, departments, branches and organizations to actively disseminate support policies to the people to select beneficiaries according to poverty reduction addresses. At the same time, mobilize the entire political system to regularly monitor, urge and implement poverty reduction work, propagate and encourage people to unite and help each other in developing production and livestock, effectively promote supported livelihood models to strive to reduce the rate of poor households to meet and exceed the set targets.

Reduce the annual poverty rate by nearly 1%

Sustainable poverty reduction is one of the overarching goals that the Party Committees, the Government and the People of the whole city are determined to achieve. Localities and relevant sectors have mobilized the participation of the entire political system, taking advantage of all resources to sustainably reduce poverty.

In reality, in implementing poverty reduction work, each locality has integrated poverty reduction support policies and projects under the National Target Program for Sustainable Poverty Reduction with projects under the new rural construction program, socio-economic development in ethnic minority areas, etc. At the same time, creating policy mechanisms for the People and the State to invest together, aiming to improve access to basic social services. Focusing on prioritizing investment in disadvantaged communes; localities prioritize investment and support for poor households, near-poor households, and ethnic minority households in a concentrated, not scattered, direction.

Deputy Director of the Department of Agriculture and Environment Le Van Anh said that localities should organize and implement projects, sub-projects, poverty reduction policies, and social policy credit to support poverty reduction regularly and synchronously. At the same time, they should strengthen inspection, supervision, and urging the implementation of sustainable poverty reduction in the locality. With high determination and active participation of the entire political system, in the period of 2022 - 2025, the city will reduce the annual poverty rate by 0.95%/year on average, exceeding the target of reducing the poverty rate assigned by the Government and the City Party Committee by 0.7 - 0.75%/year. At the same time, it will contribute to narrowing the gap in poverty between urban and rural areas, between rural areas and ethnic minority areas.

“According to the plan of the City People's Committee, the unit continues to develop and propose economic development and social security policies suitable to the current situation to strive to reduce the poverty rate to below 1.2% by the end of 2025...”, said Mr. Le Van Anh.
