Up to now, the Hoa Binh - Moc Chau expressway has handed over 32.8/34km of the total length of the route, equivalent to 97%. The construction unit has synchronously deployed 4 bidding packages on the entire route with more than 20 main construction points. The total implementation value reached about 716.5/8,332 billion VND (excluding contingency), reaching 8.6% of the contract value.
The current difficulty is that some locations have not been completely handed over, affecting the construction progress. In addition, the relocation of the power system is also stuck and needs to be further resolved. In addition, due to the adjustment of the site clearance boundary according to the adjusted technical design, there has been an increase in the area of land that needs to be cleared. Currently, the increased area is being measured and supplemented, but has not been counted and a site clearance plan has not been made, affecting the project construction progress, especially for Tan Mai commune. The work of determining specific land prices of communes still faces many difficulties because the valuation certificate is valid for 6 months, thus affecting the work of making compensation plans to support site clearance.
During the inspection, the investor recommended: The Provincial People's Committee allows to increase the contract advance payment to over 70% of the contract value for construction and installation packages to ensure the completion of the disbursement plan in 2025. The Department of Industry and Trade inspected and considered submitting to the Provincial People's Committee the agreement on the route of the project to move the power line through Tan Mai commune to create favorable conditions for project construction. The People's Committees of Da Bac, Cao Son, and Tan Mai communes pay attention to and remove difficulties and obstacles, and promptly hand over the remaining site to the investor...

In his speech, Vice Chairman of the Provincial People's Committee Quach Tat Liem requested localities to continue focusing on removing difficulties and speeding up the progress of site clearance and handover to the construction unit. In particular, focusing on arranging resettlement for households subject to land acquisition to carry out site clearance. Regarding the relocation of technical infrastructure, functional agencies are required to closely coordinate with localities to speed up procedures, quickly carry out relocation when conditions are met, and hand over clean land to the construction unit.
He requested the Land Fund Development Center and the Agriculture - Environment sector to prioritize the arrangement and assignment of personnel to organize the inventory and make plans for site clearance for the area serving the relocation of power lines in the communes of Da Bac, Cao Son, Tien Phong and the area arising outside the old boundary of the project in Tan Mai commune. Departments, branches and localities focus on resolving difficulties and problems to speed up the project's progress.
