Policy credit for sustainable poverty reduction has a strong impact on all regions

Notably, this result has a significant contribution from policy credit programs - as an important pillar of poverty reduction of authorities at all levels.

More than 10.6 million households have access to policy capital.

Despite facing unprecedented natural disasters and pandemics, the 2021-2026 term has shown the efforts of the entire Party, people and army in helping the country overcome challenges and difficulties. In particular, over the past 5 years, the multidimensional poverty rate nationwide has decreased sharply from 4.4% at the beginning of the term to 1.3% at the end of the term. The socio -economic development program for ethnic minority and mountainous areas has been completed, surpassing 6/9 target groups, significantly improving people's lives.

Contributing greatly to the above results, over the past 5 years, the Vietnam Bank for Social Policies (VBSP) has lent over 10.6 million poor households, near-poor households, and policy beneficiaries VND517 trillion, of which VND22.1 trillion was for people borrowing to buy social housing. Policy credit capital has contributed to attracting and creating jobs for over 3.1 million workers; of which, over 29,000 workers went to work abroad for a limited period; over 9,000 workers who had completed their prison sentences borrowed capital to create jobs for themselves; helped nearly 300,000 students in difficult circumstances to borrow capital to study; built nearly 6.3 million clean water and sanitation facilities in rural areas; nearly 40,000 social housing units and over 5.5 thousand housing units for poor households and policy beneficiaries.

Policy credit programs are designed into a synchronous policy system, providing multi-dimensional support, helping to solve fundamental and essential problems in the lives of the poor and other policy subjects, in accordance with the requirements, tasks and goals of socio-economic development in each period. The implementation of social policy credit has overcome the limitations of free support policies; helped the poor and other policy subjects access preferential credit capital from the State, focusing on investment in production and business development, creating livelihoods and jobs; familiarizing themselves with financial and banking services; gradually improving production and business skills, capital management skills; contributing to reducing the poverty rate.

In general, over the past 5 years, with multi-target credit policies, such as credit serving production and business needs to create livelihoods and jobs, including: loans for poor households, loans for near-poor households, loans for newly escaped poverty households, loans for households producing and doing business in difficult areas, loans to create jobs...; credit serving life and living such as loans for clean water and rural environmental sanitation, loans to support poor households with housing... has been and is contributing effectively to the process of sustainable poverty reduction and socio-economic development of the whole country in general.

The poverty rate has decreased sharply.

In the 2021 - 2025 period, Hanoi 's poverty rate will decrease to 1.93% in 2024, especially in ethnic minority areas, reducing by 3 - 4%/year. At the same time, Hanoi will become one of the first six localities to have no more poor households, reaching the target one year ahead of schedule.

In Lao Cai , after more than 4 years of implementing the sustainable poverty reduction program, the locality has made a strong change in rural and mountainous areas. The provincial report said that the poverty rate in the whole province in 2025 is estimated to decrease to 2.68%. Including the period 2021 - 2025, Lao Cai reduced the number of poor households by 15.74%, exceeding the target assigned by the Government by 0.44%. Particularly in ethnic minority areas, the poverty rate decreased by an average of 4.46%/year; the total reduction for the whole period reached 25.42%, a figure showing the great efforts of the locality in narrowing the development gap between regions.

Implementing the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, Son La has mobilized many resources to support poor households, near-poor households, and newly escaped-poverty households to have conditions for economic development and stabilize their lives. Just counting the implementation of policy credit programs, since the beginning of the year, the Vietnam Bank for Social Policies has lent 14,457 customers with a total amount of more than VND 808,759 billion to poor households, near-poor households, and ethnic minority households to borrow capital to develop the economy and increase income. At the same time, Son La has effectively implemented policies to support the poor in terms of livelihoods, housing, production land, domestic water, education, health care, etc., contributing to the rapid reduction of the poverty rate in the whole province, from 21.66% in 2021 to 7.89% in 2025, an average reduction of 3.59%/year. Son La is also one of the localities that completed the elimination of temporary and dilapidated houses 5 months earlier than the Government's direction, with more than 12,000 new houses built, with a total cost of over 612 billion VND - a number that is full of humanity and solidarity in the highlands.

In Gia Lai, with more than 1,689 billion VND allocated for the period 2021 - 2025, it has helped the locality reduce the rate of poor households beyond the plan and change the face of rural areas in ethnic minority areas. In particular, on August 3, 2025, the Provincial People's Committee issued Plan No. 22/KH-UBND on implementing the National Target Program on Sustainable Poverty Reduction in 2025, aiming to promote multidimensional, inclusive and sustainable poverty reduction; limit re-poverty; support people in accessing basic social services. The goal by the end of 2025 is that the poverty rate in the whole province will be 2.24%, striving to be below 2%; poor households in ethnic minorities will reduce by over 3%; 100% of poor households in need will have access to basic services such as health care, education, employment, housing and clean water.
