At noon on October 26, we arrived at the office of Ms. Hoang Thi Nhu Thanh, Chairman of the People's Committee of An Cuu Ward. After several days of torrential rain, the rain had somewhat stopped. Her voice rang out over the phone: "Today the weather has cleared up, please coordinate with the 0 Dong Car Team to take Mr. Nguyen Van Ha home. Remember to arrange for medical staff to accompany him, check his health, and ensure absolute safety." Hanging up, she turned to me: "It may rain heavily again in two days, if the water rises, Mr. Ha must be brought back to the medical station. But now the weather has cleared up, the water has receded, let him go home or else he will be impatient. Who doesn't want to go home after several days of avoiding the flood?"
Mr. Nguyen Van Ha, residing at 34/46 Nguyen Huu Canh, is the main worker but has been bedridden for 5 years, the burden of earning a living falls on his wife who is a freelancer, while his two children are still young and his mother is elderly. During the rainy and flood days, his small house is always a constant concern of the ward authorities. Therefore, the officials mobilized to take him to the medical station to ensure his safety. Mrs. Nguyen Thi Thu Hong - Mr. Ha's mother - tearfully said: "We are very grateful to the ward officials. In the midst of such a difficult time, having the ward leaders come to ask about and help... is truly touching."
Over the past few days, Ms. Hoang Thi Nhu Thanh and the staff of the An Cuu Ward People's Committee have been going to the grassroots almost every day, going to every alley and every household in low-lying areas. Despite the rain and wind, she rolled up her pants and waded through flooded areas, directly checking each house. Where there was still potential danger, she mobilized and guided people to evacuate to a safe place.

According to Ms. Thanh, we have to go to the grassroots to know what the people need, and what the people need, the government must support. Whenever people complain about low-lying areas, she goes directly to check. If something can be resolved, it is handled immediately, if not, it is reported to higher authorities, ensuring that no urgent needs are missed.
Amidst the days of rising floods, the Women's Union officials of Duong No Ward were equally busy. Ms. Ha Thi Thanh Thuy, President of the Women's Union of Duong No Ward, recounted that as soon as they noticed the water level starting to rise rapidly, the locality made a list, counted each household, and assigned officials to mobilize 8 pregnant women and 18 people with underlying diseases to move to medical facilities to wait for safe delivery and treatment. One of the cases that was mobilized in time was Ms. Tran Ngoc Thi Ai Loan, who was more than 38 weeks pregnant. When she heard that Ms. Loan was still at home, Ms. Thuy went to the place to persuade her, advising her to bring her birth preparations to the medical facility. By the afternoon of October 25, Ms. Loan had given birth to a healthy baby. Amid the rainy days, the safety of the people was the greatest reward for the efforts of grassroots officials day and night.

Rowing and wading to reach the people
On the afternoon of October 24, when the water was still deep in Quan Hoa Residential Group and Team 12B Minh Thanh Residential Group, the working group led by Mr. Tran Ngoc Duong, Party Secretary and Chairman of the People's Council of Hoa Chau Ward, boarded a boat and waded through flooded streets to provide relief to the people. In the midst of the vast floodwaters, the image of ward officials rowing boats and wading through the water to reach people's houses became a beautiful testament to the spirit of dedicated service to the people.
Hoa Chau Ward is one of the low-lying areas of Hue City. During the rainy and flood days, the local officials ate and slept together in the flooded office; many people lived more than 15km away and could not return for several days. The hurried meals in the middle of the night, the instant noodles shared among each other… became unforgettable memories of responsibility and solidarity.
Mr. Tran Ngoc Duong shared that the most unforgettable memory of the Hoa Chau ward cadres during the recent flood was the days when the Party Committee headquarters was surrounded by floodwaters but the working spirit was still enthusiastic. We went into the kitchen together to cook, handle work, discuss response plans, and even celebrate Vietnamese Women's Day October 20th together in a special atmosphere but filled with optimism, solidarity and camaraderie.
From each flood that passes, grassroots cadres accumulate valuable lessons for disaster prevention and control. That experience lies not only in the process and response plan, but also in the spirit of sharing and accompanying people in all circumstances. Above all, the spirit of "four together" (eating together, living together, working together, speaking the language of the people) during the flood season has turned the guiding principle into concrete and vivid actions in everyday life.
