The National Steering Committee for Civil Defense has just issued Official Dispatch No. 21/CĐ-BCĐ-BNNMT dated October 27, requesting relevant ministries, sectors, and the People's Committees of Hue and Da Nang cities to proactively respond to exceptionally large floods on the rivers.

According to the official dispatch, the water levels on the Perfume River (Hue City) and the Vu Gia-Thu Bon River (Da Nang City) are currently above alarm level 3.

Forecasts for the afternoon of October 27th indicate that water levels on rivers in Hue City will continue to rise rapidly. At the Phu Oc station, water levels are likely to exceed the historical record by 0.05-0.1m (5.24m in 2020); at the Kim Long station, water levels will exceed alarm level 3 by 1.10m; and on the Vu Gia River at the Ai Nghia station, water levels will continue to rise and remain above alarm level 3. There is a high risk of deep flooding in low-lying areas along the rivers and flash floods and landslides in mountainous areas.

To proactively respond to exceptionally large and emergency floods, the National Steering Committee for Civil Defense requests that the Ministries (National Defense, Public Security, Agriculture and Environment, Construction, and Industry and Trade) and the People's Committees of Hue and Da Nang cities closely monitor the developments of exceptionally large and emergency floods; and promptly inform all levels of government and the people to proactively prevent and mitigate damage.

In addition, localities are urgently organizing the relocation and emergency evacuation of people in low-lying areas, riverside areas at high risk of flooding, and areas at high risk of landslides to safe locations. In particular, Hue City needs to immediately implement a plan to respond to a historical flood of 2020 or larger.

Local authorities, based on the specific situation, should proactively decide whether to allow students to stay home from school during periods of heavy rain and flooding to ensure safety; they should also deploy forces to control, support, and guide traffic in deeply flooded areas, and resolutely prevent people from crossing if safety cannot be guaranteed.

The National Steering Committee for Civil Defense also requested ministries, departments, and the People's Committees of Hue and Da Nang cities to direct the operation and regulation of hydroelectric and irrigation reservoirs to ensure the safety of the structures and downstream areas; organize patrols and surveillance, implement flood prevention plans, and ensure safety according to the alert level; and prepare forces, materials, and equipment to handle dike incidents immediately.

In addition, localities are immediately deploying forces, equipment, supplies, food, and essential goods to key areas, especially those at risk of being cut off or isolated, to promptly respond to and handle any incidents that arise according to the "four on-the-spot principles."

The People's Committees of Hue and Da Nang cities directed local radio and television stations to intensify the dissemination of information on the developments of exceptionally heavy rainfall and flooding, emergency floods, and reservoir flood releases to the public and relevant authorities to enable proactive prevention; and to guide people in proactively responding to minimize damage.

Based on that, localities organize serious duty shifts and regularly report to the National Steering Committee for Civil Defense (through the Department of Dyke Management and Disaster Prevention and Control - Ministry of Agriculture and Environment).
