The National Steering Committee for Civil Defense has just issued Official Dispatch No. 21/CD-BCĐ-BNNMT dated October 27, requesting relevant ministries, branches and the People's Committees of Hue and Da Nang cities to proactively respond to exceptionally large floods on rivers.

According to the telegram, currently, floods on the Huong River (Hue City) and Vu Gia-Thu Bon River (Da Nang City) are rising above alert level 3.

It is forecasted that on the afternoon of October 27, floods on rivers in Hue city will continue to rise rapidly, at Phu Oc station it is likely to rise above the historical level by 0.05-0.1m (5.24m in 2020); at Kim Long station it will rise above alert level 3 by 1.10m; on Vu Gia river at Ai Nghia station it will continue to rise and be above alert level 3; there is a high risk of deep flooding in low-lying areas along the river and flash floods and landslides in mountainous areas.

To proactively respond to exceptionally large floods and emergency floods, the National Steering Committee for Civil Defense requests the Ministries (Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade) and the People's Committees of Hue and Da Nang cities to closely monitor developments of exceptionally large floods and emergency floods; promptly inform authorities at all levels and people to proactively prevent and avoid them.

At the same time, localities urgently organize the relocation and evacuation of people in low-lying areas, riverside areas with high risk of flooding, and areas with high risk of landslides to safe places. In particular, for Hue city, it is necessary to immediately deploy a response plan to deal with historic floods in 2020 or larger.

Localities, based on specific situations, proactively decide to let students stay home from school during periods of heavy rain and floods to ensure safety; arrange forces to control, support, and guide traffic in deeply flooded areas, and resolutely not let people pass through if safety is not ensured.

The National Steering Committee for Civil Defense also requested ministries, branches and People's Committees of Hue and Da Nang cities to direct the operation and regulation of hydroelectric and irrigation reservoirs to ensure safety of works and downstream areas; organize patrols, guard, deploy flood prevention plans, ensure safety according to the alarm level; prepare forces, materials and means to handle dike incidents at the first hour.

In addition, localities immediately deployed forces, vehicles, supplies, food, and necessities in key areas, especially those at risk of separation and isolation, to promptly respond to and handle incidents according to the "four on-the-spot motto."

The People's Committees of Hue and Da Nang cities directed local radio and television stations to increase information on developments of heavy rain, floods, emergency floods, and reservoir discharges to people and authorities at all levels to proactively prevent and control; and guide people to proactively respond to minimize damage.

On that basis, localities organize serious on-duty shifts and regularly report to the National Civil Defense Steering Committee (through the Department of Dyke Management and Disaster Prevention and Control - Ministry of Agriculture and Environment)./.
