Sustainable poverty reduction, driving force for local socio-economic development

QTO - Implementing the national target program (NTGP) for sustainable poverty reduction, in recent times, the communes of Phong Nha and Bo Trach have made efforts to deploy many practical solutions, helping people access and apply new science and technology in production, business, and restructuring crops and livestock... Thanks to that, people's lives have gradually improved, promoting socio-economic development and sustainable poverty reduction.

Rao Con village is nearly 27km from Phong Nha commune center. Currently, the village has 62 households, with 256 people, 100% of whom are Bru-Van Kieu ethnic group. People's lives mainly depend on afforestation, rice cultivation, livestock raising... so there are still many difficulties, the village has up to 57 poor households. In addition, the infrastructure has not been properly invested, is not synchronous, so people's access to information and knowledge about socio -economic development is limited; without skills and qualifications, there is no sustainable job.

To support the people of Rao Con village in reducing poverty through information, in recent times, Phong Nha commune has actively propagated and disseminated the Party's guidelines and policies, the State's policies and laws. At the same time, it has supported vocational training and guided the conversion of crop and livestock structures for the people. Thanks to that, up to now, the people in the village have developed effective models of growing acacia trees and raising buffalo and cows; 7 people have gone to work abroad in Japan, Germany, and Taiwan.

Rao Con village chief Ho Thau shared: “In the past, the villagers’ lives were extremely difficult. Recently, with the attention and support of the locality and related departments, branches and organizations, we have had access to new knowledge and techniques to apply to livestock and crop farming. Thanks to that, the lives of the villagers have changed a lot.”

After merging the communes and towns of Phong Nha, Lam Trach, Xuan Trach, Phuc Trach, Phong Nha commune was established, with a total area of ​​358.1km2; population of 39,254 people; of which there are 348 poor households, accounting for 3.34%. Through various forms of communication, the locality has disseminated poverty reduction policies and projects to beneficiaries; at the same time, all levels, sectors and organizations have also creatively accepted and widely implemented the programs and projects to put them into practice.

The commune coordinates with relevant units to organize many vocational training classes, training on the application of science and technology in production for poor and near-poor households... Implementing the content of poverty reduction projects, the commune also supports a number of effective livelihood models, such as: Raising crossbred fighting chickens; rice, corn, peanut production models... The People's Committee and the Poverty Reduction Committee of the commune direct organizations to consider and approve preferential loans from the State for poor and near-poor households, promoting the State's capital in sustainable poverty reduction work...

Vice Chairman of Phong Nha Commune People's Committee Tran Huong Lam said: "Currently, the biggest difficulty in poverty reduction in Phong Nha commune is the poor households in Rao Con village. To improve the lives of local people, the commune has been effectively implementing projects related to the National Target Program (housing, livelihood models, etc.); stabilizing the political situation; developing the economy of the hilly area, promoting the potential and advantages of the village; at the same time, strengthening propaganda work and raising people's awareness.

The commune will also increase its investment in infrastructure and equipment to help people easily communicate and access production development. In addition, the commune will take advantage of non-governmental projects and socialized resources to support poor and near-poor households in the area to escape poverty...

Bo Trach commune was established on the basis of merging the communes: Cu Nam, Van Trach, Phu Dinh, Hung Trach. The commune currently has a total natural area of ​​299.42 km2, with a population of 33,230 people. In recent times, to reduce poverty and promote socio-economic development, the commune has focused on synchronously implementing the National Target Program on Poverty Reduction, bringing about practical results. Programs, projects, and resources mobilized for poverty reduction and socio-economic development have been used promptly, effectively, publicly, transparently, and on target. Thanks to that, the rate of poor households has decreased every year; up to now, the commune has 274 poor households, accounting for 3% of the total number of households.

The Resolution of the 1st Congress of the Party Committee of Phong Nha and Bo Trach communes, term 2025-2030, set the goal: By 2030, there will be no more poor households according to the multidimensional poverty standards for the period 2021-2025. This is the driving force for the communes to make efforts and be determined to implement sustainable poverty reduction solutions, promoting socio-economic development in the locality.

In 2025, the commune received VND 2.2 billion in support from the superiors to implement the national target program on sustainable poverty reduction. Currently, the commune is implementing the project to have practical models and tasks, support the right subjects, and make good use of allocated resources. In addition, the program to eliminate temporary houses, dilapidated houses, and support housing was directed, implemented vigorously, and completed 100% of the 2025 plan, including: 91 households of people with meritorious services to the revolution, relatives of martyrs, and 65 poor and near-poor households. The program has contributed to helping households have solid housing, feel secure in working, producing, and improving their lives.

According to Vice Chairman of Bo Trach Commune People's Committee Nguyen Hai Luong: "In order to effectively reduce poverty, in the coming time, the commune will continue to diversify resources to implement the poverty reduction target in the direction of promoting internal resources, effectively integrating the National Target Program on Sustainable Poverty Reduction and programs and projects to support people's livelihoods.

In addition, the commune also actively provides knowledge and experience to help poor and near-poor households escape poverty on their own; has measures to prevent re-poverty. At the same time, the commune focuses on propaganda work to raise people's awareness and responsibility in self-reliance, avoiding waiting and dependence; promoting the role of the "For the Poor" Fund. The commune is reviewing the poor and near-poor households to soon have orientations and practical solutions to support people in sustainable poverty reduction...".
