In the morning session, the National Assembly held a plenary session in the Hall, listening to the Presentation and Verification Report on 3 projects: Law on Temporary Detention, Temporary Imprisonment and Prohibition from Leaving Place of Residence; Law on Criminal Judgment Execution (amended); Law on Amending and Supplementing a Number of Articles of the Law on Judicial Records.
Next, the National Assembly listened to the Report on explanation, acceptance and revision of 4 drafts: Law on Extradition; Law on Transfer of Persons Serving Prison Sentences; Law on Mutual Legal Assistance in Criminal Matters; Law on Mutual Legal Assistance in Civil Matters; and discussed 4 drafts: Law on Extradition; Law on Transfer of Persons Serving Prison Sentences; Law on Mutual Legal Assistance in Criminal Matters; and Law on Mutual Legal Assistance in Civil Matters.
In the afternoon session, the National Assembly continued its plenary session in the hall to listen to the Presentation and Report on the review of the draft Law on amending and supplementing a number of articles of the Law on Intellectual Property; and the Report on explanation, acceptance and revision of the draft Law on State of Emergency. After that, the National Assembly discussed the draft Law on State of Emergency.
Previously, on the working day of Saturday (October 25, 2025), the National Assembly held a separate meeting on personnel work under the chairmanship of National Assembly Chairman Tran Thanh Man. The National Assembly listened to the Permanent Deputy Chairman of the Delegation Affairs Committee Nguyen Huu Dong present a report summarizing the opinions of National Assembly deputies discussed at the Delegation on the following contents: Election of members of the National Assembly Standing Committee, Chairman of the Delegation Affairs Committee of the 15th National Assembly; Election of Chairman of the Science , Technology and Environment Committee of the 15th National Assembly; Election of Secretary General of the 15th National Assembly - Chairman of the National Assembly Office; Approval of the appointment of Deputy Prime Ministers for the 2021-2026 term; Approval of the appointment of a number of Ministers for the 2021-2026 term.
After that, the National Assembly conducted an electronic vote to approve the list of candidates for the Standing Committee of the 15th National Assembly for Mr. Nguyen Huu Dong, with the result: 445 delegates participated in the vote (equal to 93.88% of the total number of National Assembly delegates); of which, 444 delegates approved (equal to 93.67% of the total number of National Assembly delegates), and 1 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates).

The National Assembly established a Ballot Counting Committee; conducted a secret ballot on personnel matters; and listened to the Ballot Counting Committee announce the results of the ballot counting on personnel matters.
The National Assembly listened to Member of the National Assembly Standing Committee, Permanent Deputy Head of the National Assembly Office Le Quang Manh (assigned to perform the duties of Secretary General of the National Assembly) present the draft Resolutions of the National Assembly on personnel work. The National Assembly then voted electronically to approve the following Resolutions:
Resolution of the National Assembly to elect Mr. Nguyen Huu Dong as a member of the Standing Committee of the 15th National Assembly, result: 442 delegates participated in the vote (equal to 93.25% of the total number of National Assembly delegates); of which, 442 delegates approved (equal to 93.25% of the total number of National Assembly delegates, equal to 100% of the total number of National Assembly delegates present).
Resolution to elect Chairwoman of the Science, Technology and Environment Committee of the 15th National Assembly for Ms. Nguyen Thanh Hai; to elect Chairman of the Delegation Affairs Committee for Mr. Nguyen Huu Dong; to elect Secretary General of the National Assembly - Head of the National Assembly Office for Mr. Le Quang Manh, result: 434 delegates participated in the vote (equal to 91.56% of the total number of National Assembly deputies); of which, 434 delegates approved (equal to 91.56% of the total number of National Assembly deputies, equal to 100% of the total number of National Assembly deputies present).
Resolution on approving the Prime Minister's proposal to appoint Deputy Prime Ministers for the 2021-2026 term for Ms. Pham Thi Thanh Tra and Mr. Ho Quoc Dung, result: 430 delegates participated in the vote (equal to 90.72% of the total number of National Assembly deputies); of which, 429 delegates approved (equal to 90.51% of the total number of National Assembly deputies), 1 delegate did not vote (equal to 0.21% of the total number of National Assembly deputies).
Resolution approving the Prime Minister's proposal on the appointment of a number of Ministers for the 2021-2026 term for Mr. Le Hoai Trung as Minister of Foreign Affairs, Mr. Tran Duc Thang as Minister of Agriculture and Environment, Mr. Do Thanh Binh as Minister of Home Affairs, result: 427 delegates participated in the vote (equal to 90.08% of the total number of National Assembly deputies); of which, 427 delegates approved (equal to 90.08% of the total number of National Assembly deputies, equal to 100% of the total number of National Assembly deputies present).
The National Assembly votes by secret ballot on the approval of the proposal of the Chairman of the National Election Council on members of the National Election Council; listens to the Election Committee announce the vote counting results.
The National Assembly listened to the Secretary General of the National Assembly - Head of the National Assembly Office Le Quang Manh present the draft Resolution approving the proposal of the Chairman of the National Election Council on members of the National Election Council for Mr. Do Thanh Binh, Nguyen Huu Dong, and Le Quang Manh. After that, the National Assembly voted to pass the Resolution approving the proposal of the Chairman of the National Election Council on members of the National Election Council by electronic means, with the result: 429 delegates participated in the vote (equal to 90.51% of the total number of National Assembly deputies); of which, 429 delegates approved (equal to 90.51% of the total number of National Assembly deputies, equal to 100% of the total number of National Assembly deputies present).
