Hue City faces historic floods

Due to prolonged heavy rain, it is forecasted that by the evening of October 27, floods on rivers in Hue city will rise to historic levels, exceeding the flood peaks of the years 2020-2023.

According to the Hue City Hydrometeorological Station, the flood level of rivers in the area on the morning of October 27 was at a historic high, with the risk of widespread flooding. Specifically, at 7:00 a.m. on October 27, the water level of the Huong River at Kim Long was 3.58m, 0.08m above alert level 3 (BĐ3); the water level of the Bo River at Phu Oc was 4.52m, 0.02m above BĐ3; the water level of the O Lau River at Phong Binh was 2.38m; the water level of the Truoi River at Truoi station was 3.79m; the water level of the Ta Trach River at Thuong Nhat was 60.27m, 0.73m below BĐ2.

It is forecasted that in the next 12 hours, floods on rivers will continue to rise, the flood peak of Bo River and Truoi River will exceed the historical flood, and Huong River will be at a very high level. Bo River will rise above alarm level 3 (alarm level 3 is 4.5m), about 0.1m higher than the historical flood peak of 2020. Huong River will rise above alarm level 3 (alarm level 3 is 3.5m), about 0.4m higher than the 2023 flood peak. Truoi River will rise to 4.0-4.3m, about 1m higher than the 2023 flood peak. O Lau River will rise to 2.8-3m; Ta Trach River at Thuong Nhat station will fluctuate at approximately alarm level 2 (alarm level 2 is 61m). In the next 12-24 hours, floods on rivers will gradually subside and be below alarm level 3.

Also on the morning of October 27, many roads in Hue city were seriously flooded and eroded. Typically, National Highway 49B through Phong Dinh ward had 10 sections flooded from 0.1 to 0.5 meters deep. Authorities have barricaded and prohibited vehicles from passing through these sections. National Highway 49 also has more than 10 sections with landslides and flooding. Notably, Kim Quy Pass through Binh Dien commune, Ta Luong Pass had slope erosion... Authorities have barricaded and prohibited vehicles at some points where traffic cannot be passed. Some other points allow one lane of traffic.

National Highway 1 is blocked at Km867 in Phu Loc commune. Ho Chi Minh Highway has only a small landslide, which has been repaired and traffic is normal. La Son - Tuy Loan Expressway has a landslide and is blocked at Km12+000-Km14+000. Authorities are diverting traffic in the direction of National Highway 1 (from La Son intersection).

The provincial road system has many deeply flooded spots. Notably, from Km14+100 to Km14+500, Provincial Road 4, through Thu Le spillway, is flooded from 0.7-0.9m deep. Provincial Road 8A from km6+350 to km6+850 is flooded from 0.8-0.9m deep and has been barricaded to prohibit vehicles. In the inner city, the deepest flooded spot is To Huu Street from Phu Lai Bridge to Ba Trieu Street, flooded from 0.6-0.8m deep. Nguyen Cong Tru Street is flooded from 0.7-1.2m.

On the morning of October 27, the Chairman of the Hue City People's Committee issued an urgent dispatch, stating that from the night of October 25 to the morning of October 27, Hue City had heavy rain, some places had very heavy rain. The total rainfall from 1 p.m. on October 25 to 4 a.m. on October 27 was generally 250-450mm. Some higher places such as Bach Ma peak 1,426mm, Khe Tre 700mm, Huong Son 589mm, Thuong Quang 585mm, Huong Phu 574mm. The highest rainfall was 104.6mm/h at Nam Dong station during the period from 24:00 to 1:00 on October 27.

According to the forecast of the Hue City Hydrometeorological Station, from the morning of October 27 to October 29, 2025, Hue City will continue to have heavy rain, very heavy rain, and some mountainous areas will have especially heavy rain. The total rainfall is generally 250-500mm, with some places over 700mm. The water level of rivers in the city is forecast to rise, with the Huong River and the Bo River rising above level BĐ3, and the flood situation will continue to be complicated.

The Chairman of the People's Committee of Hue City requested the heads of localities, departments and branches to proactively and urgently deploy response work according to the "four on-site" motto according to assigned tasks and authority, not to be passive or surprised in any situation; continue to urgently deploy support for evacuation and relocation of people to safe places according to approved plans, prioritizing the safety of vulnerable groups (pregnant women, the elderly, children, people with disabilities, etc.). Relevant units and localities organize serious 24/24h on-duty.
