Strengthening the Party's leadership over children's education in the new period

At the Youth Conference on contributing ideas to the draft documents of the 14th National Party Congress recently organized by the Central Youth Union, Dr. Nguyen Thu Muoi, Deputy Head of the Youth Affairs Department (Vietnam Youth Academy) gave comments on the draft documents submitted to the 14th National Party Congress on continuing to strengthen the Party's leadership over the work of the Ho Chi Minh Young Pioneers and children's education in the new period.

The 12th and 13th Party Congresses have recorded important steps forward in the work of caring for, educating and comprehensively developing the young generation. Policies and guidelines on children have been increasingly institutionalized in a synchronous manner, affirming more clearly the role of the Ho Chi Minh Communist Youth Union (HCYU) and the Ho Chi Minh Young Pioneers (YV) in the political system, especially in the work of representing the voices, aspirations and protecting the legitimate rights and interests of children.

The Law on Children 2016, Clause 1, Article 77 stipulates: “The Central Committee of the Ho Chi Minh Communist Youth Union is an organization representing the voice and aspirations of children; supervising the implementation of children's rights”. This provision is an important legal basis, affirming the position, role and responsibility of the Youth Union - Pioneer organization in advising, criticizing and organizing the implementation of policies on children.

Implementing the Law on Children, the Central Youth Union has had many creative and practical activities, such as the contests: "Learning about the Law on Children", "Young Propaganda Festival", forums of the Children's Council in dialogue with government leaders, expanding the model of the Vietnam Children's Council from 5 (2017-2020) to 23 provinces and cities (2025). These activities demonstrate innovation in educational methods, promoting children's participation rights, helping them express their opinions and participate in the policy-making process.

At the strategic level, Resolution No. 71-NQ/TU of the Politburo on breakthroughs in education and training development and Resolution No. 72-NQ/TU of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health have created a comprehensive policy corridor for the comprehensive development of Vietnamese people in terms of intelligence, morality, physical strength and spirit. In which, the work of caring for and educating children holds a fundamental position.

According to the report on the implementation results of the Resolution for the 2017-2022 term presented at the 12th National Youth Union Congress, the entire Youth Union has built nearly 12,600 new activity and entertainment spots for children, exceeding the target of 10,599 spots, contributing to expanding the institutions and operating space of the Ho Chi Minh Young Pioneers Team while creating a learning environment, training and developing healthy personalities for Vietnamese children, an important foundation of the national human resource and human resource development strategy.

Ho Chi Minh's thought and our Party's viewpoint are always consistent: "Cultivating the next generation of revolutionaries is a very important and necessary task"; "Building the Youth Union is building the Party one step ahead"; "Building the Team is building the Youth Union one step ahead". From that, it can be affirmed that building the Ho Chi Minh Young Pioneers Team is implementing the strategy of building the Party early, from the grassroots, starting with the young generation.

Ho Chi Minh Young Pioneers Team is the first and most important educational environment to help shape the personality, ethics, lifestyle, collective spirit and civic capacity of children from 6 to 15 years old. During this period, children are trained through educational movements such as: "Tran Quoc Toan", "Small Plan", "Thousand Good Deeds", "Vietnamese Children Compete to Follow Uncle Ho's Five Teachings", thereby forming the spirit of discipline, solidarity, sharing and social responsibility.

When reaching the age of 16-18, young people continue to be educated and trained in the Ho Chi Minh Communist Youth Union, fostering political qualities, revolutionary ideals and action capacity. When they reach the age of 18, if qualified, outstanding members are introduced to the Party, becoming young Party members, a direct source of successors to the Party organization.

Thus, we can clearly see the organic, successive and developing relationship between the Team - Youth Union - Party. In particular, the time spent in the Team organization is 3 times longer than in the Youth Union organization before a young person can become a Party member, showing that the Team organization is the starting point, playing an important role in the quality of future Party members.

In Part VI: Continuing to fundamentally and comprehensively innovate education and training, improving the quality of human resources, Section 1, Clause 3 (Building a model of a learning society, lifelong learning), it is proposed to add the phrase: “… including the Ho Chi Minh Young Pioneers Team, aiming to form and develop personality, ethics, life skills, and a spirit of lifelong learning right from adolescence…” to become: “Innovate and improve the effectiveness of basic educational institutions, including the Ho Chi Minh Young Pioneers Team, aiming to form and develop personality, ethics, life skills, and a spirit of lifelong learning right from adolescence; support community learning centers, especially in border areas, islands, remote areas, ethnic minority and mountainous areas; strengthen distance learning, digital-based training; ensure lifelong learning opportunities for all people”.

In Part XII: Strongly promoting the role of the people as the subject, socialist democracy and the strength of great national unity, Section 3 - Promoting the tradition and strength of great national unity, paragraph 6, starting with "Strengthening the education of the young generation of Vietnam...", it is suggested to add the phrase: "... and the Ho Chi Minh Young Pioneers Team in educating, training, and organizing youth and children's movements..." to become: "Strengthening the education of the young generation of Vietnam on revolutionary ideals, ethics, lifestyle, patriotism, national pride, ambition, will, aspiration to contribute, responsibility to the country and society. Promoting the role of the Ho Chi Minh Communist Youth Union and the Ho Chi Minh Young Pioneers Team in educating, training, and organizing youth and children's movements in a practical and effective manner in studying, working, starting a business, establishing a career, and being a pioneer in the cause of building, developing the country and defending the Fatherland".

The work of the Pioneers and the children's movement is the opening step in the process of forming, nurturing and developing comprehensive Vietnamese people, and at the same time is the political and ideological foundation for the Party building work in the future.

Adding content about Ho Chi Minh Young Pioneers Team in the Draft Documents of the 14th National Congress not only deepens Ho Chi Minh's thought and the Party's viewpoint on "cultivating revolutionary generations for the next generation", but also demonstrates the strategic vision in building young human resources with political mettle, ethics, intelligence and aspiration to contribute to the cause of building Vietnam into a developed, high-income country; "peaceful, independent, democratic, rich, prosperous, civilized, happy, firmly advancing towards socialism" in the new era.
