The role of the Ho Chi Minh Young Pioneers Organization in Party building.

The 12th and 13th National Congresses of the Party have witnessed significant progress in the care, education, and comprehensive development of the younger generation. Policies and guidelines concerning children have been increasingly institutionalized and implemented in a coordinated manner, further affirming the role of the Ho Chi Minh Communist Youth Union and the Ho Chi Minh Young Pioneers Organization within the political system, particularly in representing the voices and aspirations of children and protecting their legitimate rights and interests.
The 2016 Law on Children, in Clause 1, Article 77, stipulates: “The Central Committee of the Ho Chi Minh Communist Youth Union is the organization representing the voice and aspirations of children; and supervising the implementation of children's rights.” This regulation is an important legal basis, affirming the position, role, and responsibility of the Youth Union and Children's Union in advising, providing feedback, and organizing the implementation of policies on children.
In implementing the Law on Children, the Central Committee of the Youth Union has carried out many creative and practical activities, such as competitions like "Understanding the Law on Children," "Young Pioneers Propaganda Festival," forums for Children's Councils to dialogue with government leaders, and expanding the model of the Vietnam Children's Council from 5 (2017-2020) to 23 provinces and cities (by 2025). These activities demonstrate innovation in educational methods, promoting children's right to participation, helping them express their opinions and participate in the policy-making process.
Strategically, the Politburo's Resolution No. 71-NQ/TƯ on breakthroughs in education and training development and the Politburo's Resolution No. 72-NQ/TƯ on some breakthrough solutions to strengthen the protection, care, and improvement of people's health have created a comprehensive policy framework for the holistic development of Vietnamese people in terms of intellect, morality, physical health, and spirit. In this framework, the care and education of children holds a fundamental position.
According to the report on the implementation of the Resolution for the 2017-2022 term presented at the 12th National Congress of the Ho Chi Minh Young Pioneers, the entire Youth Union has built nearly 12,600 new activity and play areas for children, exceeding the target by 10,599 points. This contributes to expanding the institutions and activity spaces of the Ho Chi Minh Young Pioneers Organization, while creating a healthy learning, training, and personality development environment for Vietnamese children, an important foundation of the national human resource development strategy.
Ho Chi Minh's ideology and the Party's viewpoint have always been consistent: "Cultivating a revolutionary generation for future generations is a very important and necessary task"; "Building the Youth Union is building the Party one step ahead"; "Building the Young Pioneers is building the Youth Union one step ahead." From this, it can be affirmed that building the Ho Chi Minh Young Pioneers is implementing the strategy of building the Party early, from the grassroots, starting with the younger generation.
The Ho Chi Minh Young Pioneers Organization is the first and most important educational environment that helps shape the character, morality, lifestyle, team spirit, and civic competence of children aged 6 to 15. During this period, children are trained through educational movements such as: "Tran Quoc Toan," "Small Plan," "A Thousand Good Deeds," and "Vietnamese Children Competing to Follow the Five Teachings of Uncle Ho," thereby fostering discipline, solidarity, sharing, and social responsibility.
When entering the age range of 16-18, young people continue to receive education and training within the Ho Chi Minh Communist Youth Union, fostering political acumen, revolutionary ideals, and action capabilities. Upon reaching 18 years of age, if eligible, outstanding members are recommended for Party membership, becoming young Party members and a direct source of successors for the Party organization.
Thus, the organic, sequential, and developmental relationship between the Young Pioneers Organization, the Youth Union, and the Party is clearly evident. The fact that a young person spends three times longer in the Young Pioneers Organization than in the Youth Union before becoming a Party member demonstrates that the Young Pioneers Organization is the starting point and plays a crucial role in shaping the quality of future Party members.
Additional proposals in the Draft Document of the 14th National Congress

In Part VI: Continuing fundamental and comprehensive reform of education and training, improving the quality of human resources, Section 1, Clause 3 (Building a model of a learning society, lifelong learning), it is proposed to add the phrase: “…including the Ho Chi Minh Young Pioneers Organization, aiming to form and develop personality, ethics, life skills, and a spirit of lifelong learning from a young age…” to become: “Innovating and improving the effectiveness of the operation of grassroots educational institutions, including the Ho Chi Minh Young Pioneers Organization, aiming to form and develop personality, ethics, life skills, and a spirit of lifelong learning from a young age; supporting community learning centers, especially in border areas, islands, remote areas, ethnic minority areas and mountainous regions; strengthening distance learning and digital-based training; ensuring lifelong learning opportunities for all citizens.”
In Part XII: Strongly promoting the role of the people as the main actors, socialist democracy, and the strength of national unity, Section 3 - Promoting traditions and the strength of national unity, paragraph 6, beginning with "Strengthening the education of the young generation of Vietnam…", it is proposed to add the phrase: "…and the Ho Chi Minh Young Pioneers Organization in the education, training, and organization of youth movements…" to become: "Strengthening the education of the young generation of Vietnam on revolutionary ideals, ethics, lifestyle, patriotism, national pride, aspirations, will, desire to contribute, responsibility to the country and society. Promoting the role of the Ho Chi Minh Communist Youth Union and the Ho Chi Minh Young Pioneers Organization in the education, training, and organization of youth movements in a substantive and effective manner in learning, working, starting businesses, establishing careers, and spearheading the cause of building and developing the country and protecting the Fatherland."
Youth Union activities and children's movements are the initial step in the process of forming, nurturing, and developing well-rounded Vietnamese people, and also serve as the political and ideological foundation for future Party building.
The inclusion of content about the Ho Chi Minh Young Pioneers Organization in the Draft Document of the 14th National Congress not only deepens Ho Chi Minh's thought and the Party's viewpoint on "nurturing a revolutionary generation for future generations," but also demonstrates a strategic vision in building a young workforce with political acumen, morality, intellect, and a desire to contribute to the cause of building Vietnam into a developed, high-income country; "peaceful, independent, democratic, prosperous, civilized, happy, and steadily advancing towards socialism" in the new era.
