
On the evening of October 26th, the water level at the Dam Da, located between the Perfume River and Nhu Y River, rose by 0.7 meters, flooding houses on both sides of the river. Authorities closed the road from noon that day.

The roads Ba Trieu and Truong Chinh in Thuan Hoa ward are flooded with water levels of 0.3-0.5 meters, making traffic difficult.
From October 25th until now, Central Vietnam has experienced heavy rainfall due to the influence of a cold front, a tropical convergence zone, and easterly winds. The heaviest rainfall is concentrated in Hue City, with widespread rainfall of 150-200 mm from 7 PM yesterday to 7 AM today, and over 500 mm in some areas such as Bach Ma Peak (899 mm), Khe Tre (678 mm), Huong Son (592 mm), and Thuong Nhat (421 mm).

Due to heavy rains, hydroelectric reservoirs upstream of the Huong and Bo rivers had to release water to ensure reservoir safety, but this increased the severity and extent of flooding downstream.
In Thuan Hoa ward, along the Nhu Y river, the water rose rapidly, forcing 35-year-old Phan Van Hoa to urgently move tables and chairs, elevate his belongings, and stay up all night watching the floodwaters.

Floodwaters inundated people's homes during the night, forcing residents of Thuan Hoa ward to quickly move their belongings to higher ground.

At 11 PM on October 26th, floodwaters surrounded residential areas in Thanh Thuy ward, downstream of the Loi Nong River. Residential areas in the An Van Duong new urban area, which are low-lying, were completely submerged and impassable.

On the morning of October 27th, the water level of the Perfume River rose to approximately alert level 3, causing the Nghênh Lương Đình historical site, located in front of the Hue Citadel, to be submerged by 0.5 meters.
Floodwaters are inundating the Hue citadel, submerging several streets including Mai Thuc Loan, Le Thanh Ton, and the road along the Ngu Ha River. These streets are located more than 100 meters from the Hue Imperial Citadel.

Sections of Bach Dang and Huynh Thuc Khang streets along the Dong Ba River were flooded up to chest level, with people trying to wade through the water.

Fearing rising floodwaters and prolonged flooding, residents in Thuan Hoa ward are buying essential supplies in advance.

The section of Nguyen Chi Thanh Street passing through Thuan Hoa ward is flooded to a depth of over 1 meter. Residents who want to travel have to use boats or wade through the water.

The meteorological agency forecasts that from today until October 28th, Hue City will continue to experience heavy rain. The total rainfall is expected to be between 250-500 mm, with some areas exceeding 700 mm. The heavy rain, coupled with continued water release from reservoirs, will increase the scope and severity of flooding.
