The mark of digital transformation in vehicle management.

(Baohatinh.vn) - From March 1, 2026, vehicle inspection certificates will be converted to electronic form. This is a step forward, laying the foundation for comprehensive digital transformation in the vehicle inspection sector.

Previously, every time a vehicle was taken for inspection, owners had to bring many different documents and were always worried about losing or damaging the inspection certificate. Now, all the information has been integrated into a digital environment.

During her recent vehicle inspection, Ms. Thai Thi Nga (from Thien Cam commune) no longer had to carefully keep her inspection certificate as before. After completing the procedure, all information about the inspection results was updated electronically and integrated into the digital environment. Ms. Nga can look up the information directly on her phone. Ms. Thai Thi Nga shared: "I find it very convenient because I no longer have to carry various documents like before. When I need to look up inspection information or present related information, I just open my phone and can use it immediately, which is both quick and avoids the risk of losing documents."

Not only have vehicle inspection certificates been digitized, but many other vehicle-related documents have also been integrated into the VNeID application. As a result, vehicle owners no longer need to carry the original or notarized copies of their vehicle registration for verification when undergoing vehicle inspection.

Mr. Ho Phuc Tien (Can Loc commune) said: "Using electronic documents helps people reduce many steps. All you need is a phone with an internet connection to present vehicle information; there's no need to photocopy or prepare many documents like before."

March 1, 2026 marks a significant milestone in the digitalization of vehicle inspection. From this date, according to regulations from the Ministry of Construction , all vehicle inspection centers nationwide will issue electronic certificates of technical safety and environmental protection inspection for vehicles undergoing periodic inspections that meet the requirements. When issuing electronic inspection certificates, registration data is directly entered into the system of the Vietnam Registering Authority. Thanks to the data being updated and accessed directly on the system, the time required for initial administrative procedures is reduced by approximately 30% compared to before.

This change has brought many benefits to the professional operations of vehicle inspection centers in Ha Tinh province. Previously, after each inspection, inspection officers had to perform many steps such as printing certificates, stamping, and storing paper records; now, the data is updated and managed on an electronic system.

Ms. Nguyen Thi Thanh Nhan from the Administration Department of Ha Tinh Vehicle Inspection Joint Stock Company stated: “On average, the Vehicle Inspection Center receives more than 100 vehicles daily for registration procedures. The transition from paper certificates to electronic data has eliminated all manual tasks such as printing, photocopying, signing, and organizing documents for vehicle owners. Simultaneously, it reduces printing costs, and with data managed electronically, searching and verifying vehicle information becomes faster and more accurate.”

Instead of issuing paper copies, inspection certificates are now issued electronically, integrated into the digital environment.

On May 18, 2026, the Ministry of Construction issued Decision No. 744 on the publication of data and guidance on connecting, exploiting, and using vehicle registration data to replace paper documents in administrative procedures. This is considered a new step in the digital transformation roadmap of the vehicle registration sector, gradually shifting from paper-based management to digital data-based management. According to this Decision, the data in the vehicle registration database is eligible for exploitation and use in place of many types of documents for resolving administrative procedures.

This means vehicle owners no longer need to submit copies or present the original inspection certificate as before. Once the data is updated in the system, competent authorities can quickly and accurately search, compare, and verify information online. Importantly, from January 1, 2027, vehicles will no longer need to have inspection stickers affixed to the windshield; vehicle management will be conducted through electronic data combined with AI cameras.

Mr. Pham Tuan Anh, Deputy Director of Ha Tinh Vehicle Inspection Joint Stock Company, said: "Using electronic data to replace paper documents is an important step in the digital transformation roadmap of the vehicle inspection industry. In the near future, even vehicle inspection stickers will be digitized, further reducing printing costs for inspection centers and limiting the peeling, damage, or counterfeiting of stickers. In addition, inspection and supervision will be more convenient when functional forces directly access digital data, not relying on stickers affixed to the vehicle's windshield."

The implementation of "paperless" vehicle inspection not only brings convenience to citizens but also contributes to improving the efficiency of state management in the field of vehicle inspection. This is also an important foundation for further expanding digital services, aiming to build a more modern, transparent, and convenient transportation ecosystem in the future.
