In late October, despite the unpredictable weather with alternating sunshine and rain, the Phước Tân ward task force did not hesitate to "go door to door" to reach households in the 49.32-hectare resettlement area infrastructure project. Besides understanding the concerns and aspirations of the people, the local authorities also combined this with propaganda, mobilization, and detailed explanations of regulations to ensure that residents understood the province's policies correctly and completely.

Thanks to close engagement with the people and a flexible approach, most households in the project area are now cooperative. Many are even willing to relocate beforehand to facilitate the project's smooth implementation.
Ms. Quang Ngoc Anh, a resident of Phuoc Tan ward who owns land within the project area, said: "We comply with the government's policy. However, the authorities need to have a fair compensation policy. When we hand over our land, we should also be provided with resettlement or appropriate support policies."
Ms. Huynh Thi Tuyet Mai, residing in Phuoc Tan ward, shared the same opinion: "Although it's rice paddy land, it has been here for generations. My family wants to leave it to our children and grandchildren. Previously, many people inquired about buying it, but I resolutely refused to sell. Now that the government is taking it to implement the project, we will comply, but we hope they will consider providing reasonable support to the people to avoid any losses."
According to the People's Committee of Phuoc Tan Ward, the locality has basically completed the verification of land origin for 392 out of 448 plots. There are still 55 plots whose origin has not been verified, including: 25 plots that have not been surveyed; 4 plots whose land origin is being re-verified; and 21 plots with overlapping old and new cadastral maps, lacking certified copies. The Provincial Land Fund Development Center has requested certified copies and information for these cases. The Dong Nai Provincial Land Registration Office, Bien Hoa branch, has responded, noting that there is no information on issuing land certificates based on the old cadastral map system and suggesting that the information be taken from the land register.
However, the information in the land register is incomplete; some plots are recorded as not having been issued certificates, although certificates were collected during the process. Therefore, to ensure accuracy in compensation and land clearance, the Provincial Land Fund Development Center has sent a document requesting the Dong Nai Provincial Land Registration Office, Bien Hoa branch, to review and provide further feedback.
Currently, the commune has basically completed the land valuation for 392 plots. Regarding the listing process, in phase 1, 163 households/290 plots of land with an area of over 34 hectares were listed, reaching a rate of 70.2%. In phase 2, 78 households/98 plots of land with an area of over 9 hectares were listed, reaching a rate of 18.28% of the total area of the project. Currently, Phuoc Tan ward is finalizing the dossiers of 23 households/44 plots of land with an area of nearly 7 hectares. These households have agreed to the approval without having to wait for the 30-day listing period to complete their dossiers.
In early October, the People's Committee of Dong Nai province issued Decision No. 42/QD-UBND regulating compensation, support, and resettlement when the State recovers land in Dong Nai province (effective from October 13, 2025). Therefore, 392 dossiers that had already been priced using software need to be adjusted according to the new regulations. Efforts are being made to expedite approval without waiting for the 30-day posting period to ensure timely disbursement as directed by the Provincial People's Committee.
While distributing the draft plan to households, the local authorities will combine efforts to persuade them to approve it early. For households that have not yet agreed due to the lack of support funds, vocational retraining will be provided to help them stabilize their lives. Regarding the remaining 55 plots of land whose origin has not yet been verified, Phuoc Tan ward also requested the Dong Nai Provincial Land Fund Development Center to provide guidance on resolving each specific case as soon as possible.
Mr. Nguyen Quoc Vuong, Vice Chairman of the People's Committee of Phuoc Tan Ward, said: "In the coming time, we will continue to promote propaganda and mobilization to encourage people to support the early relocation from the project area. It is expected that in November, we will coordinate with the Provincial Land Fund Development Center to appraise land prices and disburse over 400 billion VND, with this figure expected to reach approximately 600 billion VND by December."
The Phước Tân Ward Resettlement Area Infrastructure Project, covering 49.32 hectares, involves the acquisition of over 49.5 hectares of land. Of this, 49.32 hectares are within the project area, and 0.2665 hectares are part of the drainage system extending from the planning boundary to the receiving water source. The project will affect 410 households and is expected to provide 1,066 resettlement plots with a total investment exceeding 1,700 billion VND.
