
Traffic safety issues
Located in Phuoc Tra commune, the DT615B road, over 9km long, facilitates traffic for residents through several residential areas, agricultural and forestry production areas, and medicinal plant cultivation areas. Mr. Hoang Van Hung, Chairman of the Phuoc Tra Commune People's Committee, said that this already narrow road is now severely degraded due to low technical standards, especially the impact of floods which has worsened the situation with cracked roadbeds and surfaces.
"Whenever it rains heavily, this road becomes impassable due to many low-lying areas and bridges where floodwaters can easily pass through. Recently, the Song Tranh 2 hydroelectric plant released floodwaters, isolating residents of Ha Son village for several days," said Mr. Hoang Van Hung.

According to Mr. Trinh Quang Vinh, Director of Tan Tien Investment and Construction Consulting Joint Stock Company (the unit responsible for managing and regularly maintaining the DT615B route), this road has a total length of 37.737 km, passing through the communes of Lanh Ngoc, Phuoc Tra, and Hiep Duc.
The road has numerous severely damaged sections due to the effects of rain and floods. In many places, prolonged rain causes flooding and road closures, such as the Song Tum ford (km 15+800, Lanh Ngoc commune). The recent major flood caused high, fast-flowing water to erode both sides of the ford, washing away the concrete surface of the Song Tum ford in many locations.
Deep flooding causing erosion and damage also occurred in the area of Khe Gió bridge (at kilometer 24+730, Phước Trà commune); and Bà Củi ford (at kilometer 34+400, Hiệp Đức commune).
According to Mr. Hoang Van Hung, residents of Ha Son and Gia Cao villages in the former Phuoc Gia commune (formerly Hiep Duc district) who want to travel to the current Phuoc Tra commune center must pass through Hiep Duc commune. However, the section of road through Hiep Duc commune is also severely degraded and unsafe for traffic.
Comprehensive renovation is needed.
According to the Da Nang City Department of Construction, the DT615B route is a mix of former rural roads, commune roads (DX), and district roads (DH) of the old Tien Phuoc and Hiep Duc districts.
The road plays a crucial role in the circulation of goods, commuting to school, work, and production. Due to the impact of floods and heavy rains, the roadbed and surface, culverts, and bridges along the route have suffered serious landslides and erosion, affecting traffic safety and making travel difficult for the people.

In light of the above situation, on December 10th, the Director of the Department of Construction, Nguyen Ha Nam, signed Submission No. 10513 to the Chairman of the Da Nang City People's Committee for consideration and issuance of an emergency construction order for the repair and restoration project of the DT615B road, which was damaged by Typhoon No. 12 and subsequent heavy rains.
The purpose of this construction is to promptly repair and restore the damaged DT615B road to quickly resolve traffic disruptions and mitigate the consequences of storms and floods; and to quickly reconnect traffic in the communes of Lãnh Ngọc, Phước Trà, and Hiệp Đức.
An official from the Department of Construction shared that during inspections with the functional agencies' working group, leaders of the communes through which the road passes expressed their desire for the Da Nang City People's Committee to pay attention to allocating resources for the comprehensive renovation of Provincial Road 615B.
Depending on their conditions and roles, local authorities will provide maximum support during the implementation process because the road is a "lifeline" that promotes socio-economic development, ensures national security and defense, and serves rescue and relief operations.

Mr. Luu Hoang An, Chairman of the People's Committee of Hiep Duc commune, confirmed that the locality is committed to supporting the land clearance work for the affected land area when implementing the repair and restoration of the Ba Cui underground tunnel, within the scope of occupation as defined in the project design documents approved by the competent authority.
In the socio-economic development strategy for the period 2025-2030, localities aim for double-digit growth, and one of the core elements for success is relying on vital transportation arteries. However, the DT615B road has many sections, mostly narrow, with degraded roadbeds and frequently cut off by floods, which will hinder investment attraction and stifle economic growth. Therefore, the aspirations of the people and officials in the communes through which the road passes urgently need to be considered and adequately invested in by the city.
