At its 30th session held on October 26th, the 16th City People's Council officially approved a Resolution on Regulations on policies and regimes for personnel working outside the allocated staff quota at associations assigned by the Party and State at the provincial and district levels before July 1st, 2025, who are affected by the reorganization of the administrative apparatus and units at all levels.

According to the Resolution, those working outside the staffing quota at associations assigned by the Party and State at the provincial and district levels who cease employment before July 1, 2025, due to the implementation of the two-tiered local government model (cases that have already received termination notices or will receive termination notices no later than November 1, 2025) in Hai Phong city will be eligible for this policy.

Specifically, this includes: the chairman and full-time vice-chairman who are of working age; the chairman and full-time vice-chairman who are retired; and those of working age who are employed under labor contracts.

In the case of chairpersons and vice-chairpersons of working age; or individuals of working age working under labor contracts, they are entitled to a one-time allowance including 3 months' current salary, and 1.5 months' current salary for each year of service with mandatory social insurance contributions, but who have not yet received severance pay, unemployment benefits, a one-time social insurance benefit, or demobilization/discharge benefits.

In the case of a retired chairman or vice-chairman, they are entitled to a one-time allowance consisting of: an allowance equivalent to 3 months of their current remuneration and 1.5 months of their current remuneration for each year of service in associations assigned tasks by the Party and the State (calculated from the time of retirement).

Each individual is only eligible for the highest benefit under one policy. The total maximum benefit amount shall not exceed 24 months of their current remuneration.
