Support remuneration for non-payroll workers at post-reorganization associations

At the 30th session held on October 26, the 16th City People's Council officially passed a Resolution on Regulations on policies and regimes for people working outside the payroll quota at associations assigned by the Party and State at the provincial and district levels before July 1, 2025, affected by the implementation of organizational restructuring of administrative apparatus and units at all levels.

According to the Resolution, those who work outside the staff quota at the Associations assigned by the Party and the State at the provincial and district levels before July 1, 2025 and immediately quit their jobs due to the implementation of the 2-level local government organization model (in cases where they have decided to quit their jobs or will decide to quit their jobs no later than November 1, 2025) in Hai Phong city will be entitled to this policy.

Specifically including: full-time president and vice president of working age; full-time president and vice president who are retired; people of working age working under labor contracts.

In the case of a full-time president or vice president of working age; a person of working age working under a labor contract is entitled to a one-time allowance including a 3-month allowance of current salary, a 1.5-month allowance of current salary for each year of work with compulsory social insurance contributions, but has not yet received severance pay, job loss pay, or has not yet received a one-time social insurance benefit, or has not yet received a demobilization or discharge benefit.

In case the president or vice president is a retired person, he/she is entitled to a one-time allowance including: 3 months of current salary and 1.5 months of current salary for each year of working at the Associations assigned by the Party and State (calculated from the time of retirement).

Each case is entitled to only one highest policy. The total maximum subsidy does not exceed 24 months of current remuneration.
