Speaking at the Conference, emphasizing the unique role and responsibility of the Vietnam Trade Union in building the Party and the country, Mr. Ngo Duy Hieu, Permanent Deputy Secretary of the Party Committee and Vice President of the Vietnam General Confederation of Labor, stressed that this is an important event, a political forum to promote the intellect of cadres and union members, and to demonstrate the responsibility of cadres, union members, and workers towards Party building.

Vice Chairman Ngo Duy Hieu expressed his hope that the contributions would stem from practical production experiences, including issues directly related to workers; the role of workers, especially issues directly affecting workers and their living and working conditions in the new context… thereby clearly demonstrating the representative role of the Vietnam Trade Union organization for its members and workers.
Strengthening the working-class nature of the Party
Regarding the content of maintaining and strengthening the working-class nature of the Party, and contributing to the draft document, Colonel, Associate Professor, Dr. Bui Dinh Bon - former Secretary of the Central Theoretical Council - stated: “In the draft documents submitted to the 14th National Congress of the Party (documents used at Party congresses at the commune, provincial and equivalent levels), the issue of “Maintaining and strengthening the working-class nature of the Party” is not mentioned. Therefore, I respectfully propose that the Central Committee of the Party should include the issue of “Maintaining and strengthening the working-class nature of the Party” in the draft document to be submitted to the 14th National Congress of the Party.”
According to Associate Professor Bui Dinh Bon, the working-class nature of the Communist Party is a fundamental, overarching, and pervasive issue that governs all activities of genuine Marxist parties, from building the Party itself in terms of politics, ideology, organization, ethics, leadership methods, and work style to leading the revolution.

For our Party, from its inception to the present day, we have always been concerned with maintaining and strengthening the working-class nature of the Party. The Party has formulated policies and solutions to uphold and strengthen this nature, considering it a vital requirement for the Party's survival. Thanks to this, the Party has continuously grown stronger and more mature, fulfilling its mission of leading the Vietnamese revolution, guiding it from one victory to another. Affirming the working-class nature of the Party and continuously enhancing it is the greatest and most fundamental lesson learned from our Party's experience in Party building, a lesson that the Party has summarized and affirmed.
Associate Professor Dr. Nguyen An Ninh from the Ho Chi Minh National Political Academy argues that the development of the Vietnamese working class over the past 40 years is the "product" of three influencing factors: the acceleration of industrialization and modernization; the socialist-oriented market economy ; and the socialist regime in our country. Previously, it was commonly believed that where there is industry, there are workers, while the market economy and political regime were merely background elements… All three of these factors, as major Party summaries and in-depth studies have clearly shown, share a common point: they are still being perfected, not yet fully completed.
“The socialist-oriented market economy is the direct economic environment for our country's workers. Within this, the labor market and labor relations still have many shortcomings compared to the standards of a modern market and compared to a socialist-oriented market. The institutional framework is not yet perfect and still has many inadequacies, even when compared to the domestic reality and compared to the need for “internalization” with some international commitments. The share that workers receive after distribution according to labor and through social welfare is “not commensurate with their labor and contributions”… To date, most of our country's workforce of working age grew up and worked during the period of reform. The imprint of the political regime, it can be said, is quite uniform across all regions. However, many surveys on political awareness and political culture… reveal disparities in the understanding of workers. Furthermore, among a segment of the workforce, a “pragmatic” mentality has emerged, a certain mindset.” "Political apathy." The strength of institutions protecting citizens and workers—the owners of the country—is not always and everywhere fully revealed… These are reflections of shortcomings in the mission of "pioneering in the cause of building socialism," said Associate Professor Dr. Nguyen An Ninh.

Participating in the discussion on the draft documents at the Conference, Vice Chairman of the Hanoi City Federation of Labor Unions Nguyen Huy Khanh said: In the conferences discussing and contributing opinions on the draft documents to be submitted to the 14th National Congress of the Party, most opinions from cadres, union members, and workers in Hanoi agreed and unanimously believed that the content of the draft documents to the 14th Party Congress addressed important issues of the Party and the country; at the same time, they highly appreciated the Central Committee's preparation process for the draft documents, which was extremely serious, meticulous, systematic, practical, and contained many new points, demonstrating intellectual investment in the document preparation process.
The quality of the documents has improved, becoming more accurate, relevant, focused, and innovative; the content and structure of the documents have demonstrated Party principles, scientific rigor, clarity, and conciseness, highlighting the country's achievements over the past five years, the great and historically significant achievements of 40 years of reform, and the results of implementing the Party's 13th National Congress Resolution in each field and region. They are highly comprehensive, concise, easy to understand, easy to remember, and easy to implement. The draft documents have also directly addressed the truth, pointing out the limitations and shortcomings in many aspects of social life, and in the organization and operation of the Party and the State…
Regarding the Congress's theme: "Under the glorious banner of the Party, united in determination to successfully achieve the national development goals by 2030; self-reliance, self-confidence, and strong progress in the new era of national development, for peace, independence, democracy, prosperity, civilization, happiness, and steadily advancing towards socialism," according to Mr. Nguyen Huy Khanh, this has affirmed the leading role of the ruling Communist Party of Vietnam; the guiding ideology and major orientations of the Party and General Secretary To Lam on the new era - the era of national development and the goal of steadily advancing towards socialism.
