Vietnam General Confederation of Labor solicits comments on draft documents to be submitted to the 14th National Party Congress

On October 28, the Vietnam General Confederation of Labor (VGCL) held a conference to collect comments from officials, union members, and workers on the draft documents to be submitted to the 14th National Congress of the Party.

Speaking at the Conference, emphasizing the role and specific responsibility of the Vietnam Trade Union in building the Party and the country, Mr. Ngo Duy Hieu, Standing Deputy Secretary of the Party Committee, Vice President of the Vietnam General Confederation of Labor, emphasized that this is an important event, a political forum to promote the intelligence of cadres and union members, demonstrating the responsibility of cadres, union members and workers for Party building work.

Strengthening the working class nature of the Party

Referring to the content of maintaining and strengthening the working class nature of the Party, contributing comments to the draft Document, Colonel, Associate Professor, Dr. Bui Dinh Bon - former Secretary of the Central Theoretical Council said: "In the Draft Documents submitted to the 14th National Congress of the Party (documents used at the Party Congresses at the commune, provincial and equivalent levels), the issue of "Maintaining and strengthening the working class nature of the Party" is not mentioned. Therefore, I respectfully request that the Party Central Committee should include the issue of "Maintaining and strengthening the working class nature of the Party" in the draft Document to be submitted to the 14th National Congress of the Party".

According to Associate Professor Dr. Bui Dinh Bon, the working class nature of the Communist Party is a fundamental, all-encompassing and pervasive issue that governs all activities of all genuine Marxist parties, from building the Party itself in terms of politics, ideology, organization, ethics, leadership methods and working style to revolutionary leadership activities.

The Party has proposed policies and solutions to maintain and strengthen that nature, considering it a vital requirement for the Party. Previously, it was often thought that if there is industry, there will be workers, and the market economy and political regime are just the context... All three of these factors, as the Party's major summaries and in-depth research clearly recognize, have one thing in common: they are being perfected, not yet completed.

“The socialist-oriented market economy is the direct economic environment of our country’s workers. In particular, the labor market and labor relations still have many shortcomings compared to the standards of the modern market and the socialist-oriented market. The institution has not been completed and still has many shortcomings even when compared to domestic reality and the need to “internalize” with a number of international commitments. The portion enjoyed by workers after distribution according to labor and through social welfare is “not commensurate with their labor and contribution”… Up to now, most of our country’s working-age human resources have grown up and worked in the period of renovation. The imprint of the political regime can be said to be quite uniform for workers in all regions. However, many surveys on political awareness, political culture… show that there are still differences in the awareness of workers. In addition, among a group of workers, there has appeared a “pragmatic” mentality, a mood “political indifference”. The power of institutions to protect citizens and workers – the owners of the country – is not always and everywhere fully revealed… These are reflections of inadequacies in the mission of “pioneering in the cause of building socialism”, Associate Professor, Dr. Nguyen An Ninh said.
