Economic solutions are needed to reduce environmentally harmful behavior.

On October 28, the National Assembly discussed in the hall the report of the National Assembly's Supervisory Delegation on the implementation of policies and laws on environmental protection since the Law on Environmental Protection came into effect. Following the discussion, Dong Nai voters sent many heartfelt opinions.

Mr. Nguyen Ngoc Tuan, Vice President of Dong Nai Import-Export Association, Vice Chairman of Dong Nai Business Legal Lawyers Club, Member of the Executive Committee of the Provincial Business Association, Director of Viet A Law Firm, highly appreciated the discussion session with a lively and open atmosphere on the monitoring report on the implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect. He said that the monitoring report comprehensively assessed the promulgation and implementation of policies and laws on environmental protection, clearly pointing out the limitations, inadequacies, causes and responsibilities of agencies, organizations and individuals.

At the discussion session, many delegates said that it is necessary to apply economic tools in environmental protection. Mr. Nguyen Ngoc Tuan said that "legislating" the use of economic measures is very appropriate to clarify the responsibilities of organizations and individuals that cause harm to the environment and those who directly benefit from environmental resources.

“Any organization or individual that causes harm to the environment must be responsible for paying for the repair and protection of the environment, and anyone who suffers damage must be compensated,” Mr. Tuan shared. He believes that these economic tools are based on market principles to regulate the behavior of organizations and individuals, by affecting costs and benefits. Tools such as taxes, fees, deposits, etc. will help encourage environmentally friendly activities and minimize harmful behaviors to the environment.

Mr. Nguyen Ngoc Tuan also agreed with the opinions of delegate Nguyen Minh Tam, National Assembly Delegation of Quang Tri and some delegates who raised the issue of waste, especially plastic waste for the marine environment. To solve this problem, according to Mr. Tuan, it is necessary to have measures to limit the import of single-use plastic products; raise people's awareness of plastic waste, especially educating students and the younger generation about the harmful effects of single-use plastic waste on the environment, including the marine environment.

Mr. Dang Tran Hoang Thuy, Director of Thien Trieu An Trading and Production Company Limited (Tran Bien Ward, Dong Nai Province) said that the National Assembly 's discussion session on the morning of October 28 comprehensively discussed the current situation and solutions for environmental protection. He stated that it is necessary to further promote the green, circular economic model; have mechanisms and policies to encourage research and development of environmentally friendly technologies. Along with that, relevant parties should soon operate a carbon credit trading floor; diversify investment sources for the environment on the principle that whoever benefits from the environment must pay a fee to reinvest in environmental protection...
