34/34 localities have completed payment of Decree 178 regime.

(Chinhphu.vn) - According to the Ministry of Home Affairs, as of October 28, 146,836 out of 146,847 people (99.99%) had received policy and regime money according to Decree No. 178/2025/ND-CP. Of which, 34 out of 34 localities had completed the payment.

On the afternoon of October 29, the Government held a meeting on the implementation of the Central and National Assembly resolutions on the arrangement of administrative units at district and commune levels and the organization of two-level local governments.

Reporting at the meeting, Minister of Home Affairs Do Thanh Binh said that after nearly 4 months of implementation, the two-level local government model has operated stably, entered into order and initially demonstrated clear effectiveness, creating positive changes in management, operation and service to people and businesses, receiving consensus and support from the people.

The unified and decisive leadership and direction of the Government, the Prime Minister and central ministries and branches, together with the proactive and flexible actions of localities in resolving difficulties and problems in the initial period of operation related to organizational structure, personnel, opening treasury accounts, handling public assets, introducing seals and signatures, etc. have now been resolved and put into effective operation.

Regarding organizational structure, personnel, and policy and regime resolution, up to now, 100% of localities have completed the consolidation of organizational structure and arrangement of leadership positions of People's Committees at all levels.

34/34 provinces and cities have been implementing plans to arrange public service units, state-owned enterprises and internal organizational focal points under the management scope by sector and field, and 3,321 communes, wards and special zones have implemented the establishment of public service units to provide multi-sector and multi-field service at the commune level, ensuring compliance with the Central orientation and the practical situation of each locality.

The review, arrangement and assignment of cadres and civil servants at the commune level to meet the requirements of performing tasks has been of interest to many localities, significantly overcoming the difficult situation due to incompatibility with job positions in the first 3 months of operation.

Some localities urgently reviewed and arranged cadres and civil servants at the commune level to meet the requirements of performing tasks and achieved positive results such as: Lam Dong, Phu Tho, Da Nang, Hai Phong, Quang Ninh, Khanh Hoa, Bac Ninh, Dien Bien, Lai Chau...

As of October 28, 146,847 people nationwide had quit their jobs; 146,836 people (99.99%) had received policy payments; only 11 people (0.01%) had not yet received them. Of these, 34/34 localities had completed payments.

Regarding decentralization, the work of decentralization and delegation of power continues to be strongly and substantially implemented by central and local ministries and branches. The percentage of tasks under the authority of the central government is 44%, 56% of tasks have been decentralized and authorized to localities for implementation.

Minister Do Thanh Binh said that currently, the Ministry of Home Affairs is presiding over and coordinating with the Ministry of Justice to synthesize and report to the Government, the Prime Minister, the Politburo, and the Secretariat to assess the feasibility of implementing the tasks of decentralization, delegation of power, and assignment of authority in management.

Regarding finance, budget, headquarters, public assets, and arrangement of public housing, 34/34 localities have issued resolutions on decentralization of budget revenue and expenditure; 100% of commune-level units have completed opening accounts and paying salaries at the state treasury (completely handling the existing problems of 3 months of operation).

By October 27, 2025, the settlement of surplus real estate that needs to be further processed and the number of communes equipped with cars will have a clear change compared to September 30, 2025.

Specifically: 17,595 houses and land have been processed; 10,908 houses and land are surplus and need to be further processed; 3,177 commune-level administrative units have been equipped with cars; 144 commune-level administrative units have not been equipped with cars; on the basis of targeted supplements from the central budget, currently, 06/06 localities have been allocating funds to purchase new cars in 2025.

The arrangement and allocation of public housing for cadres, civil servants, public employees and workers continues to be carried out by localities in accordance with practical conditions at each local agency and unit, typically Bac Ninh province, Da Nang city, Hai Phong city, Vinh Long province....

More than 83% of applications are processed online

Regarding administrative procedures, by October 22, 2025, the number of administrative procedures has changed towards increasing the rate of full-process public services. Ministries and branches have 5,751 administrative procedures, of which 980 provide full-process public services, 739 provide partial online public services (12.8%); 4,032 administrative procedures have not provided online public services, accounting for 70.2%.

Localities have publicly announced 2,030 - 2,293 administrative procedures under their jurisdiction, of which an average of 792 administrative procedures provide full public services, accounting for 37%; 1,205 administrative procedures provide partial online public services, accounting for 56.2%, and 146 administrative procedures have not yet announced online public services, accounting for 6.8%.

From July 1 to October 26, 2025, 34 provinces and cities received 14.5 million administrative procedure records, of which more than 83% were processed online.

According to Minister Do Thanh Binh, in the coming time, the Ministry of Home Affairs will continue to urge and inspect localities in the implementation, increase provincial-level cadres and civil servants to commune level; urgently complete and submit to the Government for promulgation a Decree replacing Decree No. 120/2020/ND-CP regulating the establishment, reorganization and dissolution of public service units.

Based on the Conclusion of the Politburo, the Ministry of Home Affairs will urgently complete and submit to the Government the Resolution of the National Assembly Standing Committee on standards of administrative units; complete the toolkit for evaluating work efficiency, as a measure of the quality of civil servants and public employees; complete reports, develop and complete the Decree regulating civil servant job positions.

Localities urgently complete the agricultural extension apparatus and land registration offices according to the two-level government model; arrange civil servants at the commune level, establish public service units to provide comprehensive services (agricultural extension, land, environment, culture, science - technology, etc.), urgently study and arrange project management boards, site clearance, and land recovery in accordance with reality.

At the same time, promote training and fostering of commune-level civil servants, improve management and operational capacity, especially in the fields of finance, land, planning, and information technology. Ensure physical facilities and digital infrastructure, complete data connections, accelerate administrative procedure reform, and digital transformation.
