
According to the plan, the departments and branches under the Provincial People's Committee will send about 5% of the civil servants and public employees on the payroll assigned by the competent authority to work at the grassroots level for a period of 3 years (36 months). Special cases will be considered and decided by the competent authority.
The People's Committee of Hung Yen province said that civil servants and public employees who are strengthened at the grassroots level will enjoy the regimes and policies prescribed in Clause 1, Article 12 of Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the reorganization of the political system, along with other policies as prescribed.
Specifically, civil servants and public employees of departments and branches who are assigned by competent authorities to work at the People's Committees at the commune level for a period of 3 years will receive salaries and allowances according to their job positions before being transferred. In addition, each case will receive a one-time subsidy equal to 10 months of basic salary at the time of receiving the assignment.
After completing their duties well at the base, civil servants and public employees will be accepted back to the sending agency or unit or assigned to a suitable job position, not lower than the job position before the reinforcement. Civil servants and public employees will be considered for a salary increase of one level (the time to hold the new salary level is calculated continuously according to the time to hold the old salary level) if they have not yet received the final salary level of the current rank or position.
According to Vice Chairman of Hung Yen Provincial People's Committee Pham Van Nghiem, in order for the Plan to be effectively implemented, the Provincial People's Committee directs the Department of Home Affairs to guide and urge departments and branches under the Provincial People's Committee to select and send civil servants and public employees to work at the grassroots level to perform professional tasks to ensure that they are suitable for the needs of the job positions that need support in each commune. The Department presides over and coordinates with departments and branches under the Provincial People's Committee, communes and wards to deploy the plan to ensure the requirements set out; assess the standards, conditions, and list of civil servants and public employees to be sent; decide to transfer civil servants and public employees of departments and branches under the Provincial People's Committee to the People's Committees of communes and wards to receive tasks; to be completed no later than October 30, 2025.
Regarding the above content, the Department of Home Affairs of Hung Yen province has a document requesting departments and branches to select and send civil servants and public employees to work at the grassroots level to perform professional tasks. The dossier must be sent to the Department of Home Affairs no later than 11:00 a.m. on October 28, 2025 for the Department to review, decide and report according to regulations.
Previously, Hung Yen Provincial Party Secretary Nguyen Huu Nghia informed that the Provincial Party Standing Committee had a plan to direct and request all Party agencies, the Fatherland Front and mass organizations, departments and branches of the province to send a number of cadres from their units to support the commune level. The spirit is to focus on the grassroots, support, accompany and create the best conditions in terms of means, especially resources for the stable operation of commune-level administrative units. The goal is to ensure the number and structure of cadres; rearrange the surplus and shortage areas to balance cadres for the commune level. After the arrangement, if the commune level still lacks human resources, the province will transfer department-level cadres to the grassroots level.
“We cannot allow the economic sector to have no professional staff, or the land and construction sectors to lack engineers and specialized staff,” Mr. Nguyen Huu Nghia emphasized, adding that in the last months of 2025, the province will focus maximum resources to support and strengthen the operational efficiency of commune-level authorities.
