
The province has agreed to second officials to fill positions previously held by commune-level civil servants according to a specific list; and has authorized the heads of departments and agencies to decide on the secondment of civil servants to the People's Committees of communes and wards. The duration of the secondment will be in accordance with current regulations.
According to Nguyen Xuan Bach, Director of the Tay Ninh Department of Internal Affairs, this time 20 civil servants and officials from provincial-level units such as the Department of Agriculture and Rural Development, the Department of Natural Resources and Environment, the Department of Construction, the Department of Industry and Trade, and the Provincial Inspectorate... have been transferred to 15 communes and wards. These officials will be assigned to be in charge of many important professional fields such as finance and planning, construction, agriculture, environment, land administration and digital transformation.
The province has identified the policy of seconding personnel as an urgent solution to promptly supplement staff for local governments, especially in the context of many localities facing a shortage of specialized staff. In addition, rotation and secondment also provide an opportunity for provincial-level civil servants and officials to train, accumulate practical experience, and contribute to improving the long-term quality of the province's workforce.
Previously, the Tay Ninh Provincial Party Committee's Organization Department issued a notice regarding the reinforcement of provincial-level civil servants and officials to work at the commune and ward levels, totaling 31 cases. Of these, 11 cases were assigned to leadership positions, and 20 cases were seconded to specific areas, supporting local authorities in professional work and state management.
According to the Provincial People's Committee's assessment, after more than three months of implementing the two-tiered local government model, the administrative apparatus from the province to the commune level is basically operating stably and more streamlined.
