
The province unanimously seconded civil servants to take up positions of commune-level civil servants according to a specific list; authorized heads of departments, branches and sectors to decide on seconding civil servants to the People's Committees of communes and wards. The term of secondment shall be implemented according to current regulations.
Director of Tay Ninh Department of Home Affairs Nguyen Xuan Bach said that this time, 20 civil servants and public employees of provincial-level units such as the Department of Agriculture and Rural Development, Department of Natural Resources and Environment, Department of Construction, Department of Industry and Trade, Provincial Inspectorate... were transferred to 15 communes and wards. These officials will be assigned to many important professional fields such as finance - planning, construction, agriculture, environment, land administration and digital transformation.
The province has identified the policy of secondment as an urgent solution to promptly supplement personnel for the local government, especially in the context of many localities lacking professional staff. In addition, rotation and secondment are also opportunities for provincial-level civil servants and public employees to practice and accumulate practical experience, contributing to improving the quality of the province's long-term staff.
Previously, the Tay Ninh Provincial Party Committee's Organizing Committee issued a notice on increasing the number of provincial-level civil servants and public employees working at communes and wards with a total of 31 cases. Of these, 11 cases were assigned to leadership positions and 20 cases were seconded to take charge of specific fields, supporting local authorities in professional work and state management.
According to the assessment of the Provincial People's Committee, after more than 3 months of implementing the two-level local government model, the administrative apparatus from the province to the commune has basically operated more stably and streamlined.
