In his opening remarks at the Congress, Mr. Nguyen Dinh Khang, Member of the Central Committee of the Communist Party of Vietnam, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, and President of the Vietnam General Confederation of Labor, affirmed: The 11th National Emulation Congress for Workers, Public Employees, and Laborers is a major political event, a grand festival for the working class and the Vietnam Trade Union organization, a place to gather, commend, and honor outstanding collectives and individuals, the beautiful flowers in the garden of "Good People, Good Deeds," representing the intellect and aspirations of tens of millions of union members, workers, public employees, and laborers across the country.

According to Mr. Nguyen Dinh Khang, deeply understanding President Ho Chi Minh 's ideology on patriotic emulation, the Party and State's directives on reforming emulation and commendation, and clearly recognizing its position, role, and responsibility, the Vietnam Trade Union organization has always attached great importance to and consistently directed and effectively implemented patriotic emulation movements among workers, civil servants, and laborers over the years.
Trade union levels have organized the dissemination and thorough understanding of the Party's directives and guidelines, and the State's policies and laws on reforming emulation and reward work, and studying Ho Chi Minh's thought on patriotic emulation, contributing to raising awareness among union members and workers about the position and role of emulation and reward work in the new situation.
The emulation work of the trade union has undergone many innovations in content, form, and organizational methods; it has closely combined emulation and reward in the relationship between "sowing and harvesting". Patriotic emulation movements among workers, civil servants, and laborers continue to develop both in breadth and depth, making emulation a real lever and a great spiritual driving force, encouraging and motivating a large number of workers, civil servants, and laborers to promote their positive, proactive, creative spirit, daring to think and act, and resolutely overcome difficulties to excellently fulfill assigned tasks.
Mr. Nguyen Dinh Khang stated that over the past five years, alongside opportunities and advantages, our country has also faced many difficulties and challenges, especially the severe impact of natural disasters and epidemics. Upholding the tradition of patriotic emulation and the pioneering nature of the working class, with the spirit of "The more difficult the situation, the more we must compete," the Presidium of the Vietnam General Confederation of Labor has effectively organized patriotic emulation movements, mobilizing and attracting millions of workers, civil servants, and laborers in all sectors, localities, and economic fields to participate, actively contributing to the cause of industrialization and modernization for the goal of building a prosperous and happy country. Through these emulation movements, thousands of exemplary collectives and individuals have emerged, many of whom have received prestigious awards. These are all exemplary figures, vivid proof of the patriotic tradition and revolutionary spirit of the heroic Vietnamese working class, shining examples for everyone to learn from and emulate, the most beautiful flowers in the garden of "good people, good deeds".
Along with organizing and launching emulation movements, trade unions at all levels have continuously innovated the content and methods of their activities, focusing on the grassroots level, and better fulfilling their nhiệm vụ of representing, caring for, and protecting the legitimate rights and interests of workers and employees, contributing to building harmonious, stable, and progressive labor relations in enterprises. Trade unions have intensified propaganda and mobilization efforts to encourage union members and workers to improve their skills and qualifications, actively participate in social activities, acts of gratitude and repayment, and contribute to supporting and sharing with the poor and those affected by natural disasters and floods. Activities such as "Trade Union Shelter," "Tet Reunion," and member welfare programs have been implemented increasingly effectively, receiving positive feedback and having a deeper and wider impact.
“This emulation congress is an opportunity for us to summarize and evaluate the results achieved, the strengths and weaknesses in leadership, guidance, organization of the emulation movement and implementation of reward policies; to draw lessons learned, propose directions, tasks and solutions to continue innovating and promoting the emulation movement and doing a good job of rewarding; to acknowledge the contributions of the emulation movement among workers and employees to the socio-economic development of the country; to commend and honor exemplary collectives and individuals, new factors, thereby continuing to inspire and strongly encourage the workforce to constantly strive forward and affirm their pioneering role in the cause of national renewal,” Mr. Nguyen Dinh Khang emphasized.
Emulation in innovation and digital transformation.
Speaking at the Congress, Mr. Pham Dinh Duan, a 5/5 grade worker from Mining Workshop 14, Vang Danh Coal Joint Stock Company - Vinacomin (Vietnam Coal and Mineral Workers' Union), always believed: "Success begins with the smallest things." From this simple thought, he has gradually proven himself, becoming a prime example in the creative labor emulation movement of coal miners in the region.

Entering the profession with a basic certificate in underground mining, Pham Dinh Duan soon realized that to succeed in the profession, miners must constantly learn, train, and be disciplined in every action. "I always ask myself every day: what have I accomplished today and how can I be better than yesterday?" he recounts.
“Deep underground, sweat soaks our shirts, but laughter still rings out during the work shift. In hardship, the spirit of ‘Discipline and Unity’ of the miners shines brighter than ever,” said Duẩn.
Having worked in the industry for over 20 years, from a novice worker to a production team leader, Pham Dinh Duan and his colleagues have always prioritized teamwork as their guiding principle. "A strong team is one that knows how to harness the strength of each individual to progress together," Duan shared.
Meanwhile, with over 12,000 employees, Samsung Electronics Vietnam Co., Ltd. (SEV) is not only a leading electronics manufacturer but also a shining example in building a culture of creativity and innovation. The "Excellent Worker - Creative Worker" movement at SEV has become a source of inspiration, pride, and a "spiritual glue" that has united the team of workers, engineers, and staff for many years.
Speaking at the 11th National Congress of Emulation for Patriotic Achievements among Workers, Public Employees, and Laborers, Mr. Lai Hoang Dung, Chairman of the SEV Bac Ninh Trade Union, affirmed: "Creativity only truly flourishes when workers are inspired, given the trust to experiment, recognized transparently, and rewarded promptly."
According to him, for the patriotic emulation movement to truly spread widely, businesses need to focus on two core elements: fostering a spirit of creativity in each employee and building a comprehensive, sustainable emulation model that puts employees at the center.
At Samsung Electronics Vietnam, the spirit of innovation is nurtured through the SMART Movement – with the philosophy of “3 Up: Elevate - Breakthrough - Reach Further”. This is not just a slogan for competition but a human resource development strategy, aiming for a model of employees who “dare to think - dare to act - dare to innovate”.
As a result, tens of thousands of ideas, both small and large, have been encouraged, implemented, and yielded practical value: increasing productivity, improving the working environment, optimizing production processes, and contributing to strengthening SEV's position in Samsung Group's global value chain.
Sharing his thoughts on the sidelines of the congress, Mr. Lang Van Thuong (a Nung ethnic minority) - a worker at Cao Bang Sugar Corporation - shared: "Over the past five years, I have always strived to research and explore innovative ideas that bring high efficiency to production and business. Specifically, I have had three technical improvement initiatives that have benefited the company by over 60 billion VND, and have been recognized by the Cao Bang Provincial Science Council. During my work, I always monitor and closely follow the production line of the company, thereby identifying the limitations of machinery and equipment to propose more optimal solutions, bringing higher efficiency, increasing labor productivity, and creating higher income for workers."
"During the work process, each worker always strives to achieve high labor productivity and ensure stable income. From there, they research effective solutions to bring about even greater efficiency," Mr. Thuong shared.


At the Congress, the Vietnam General Confederation of Labor commended 37 collectives and 43 individuals as outstanding exemplary models in the nationwide emulation movement of workers, civil servants, and laborers during the 2020-2025 period. On this occasion, Mr. Do Van Chien, Member of the Political Bureau, Secretary of the Central Committee of the Party, and Chairman of the Central Committee of the Vietnam Fatherland Front, awarded the Third-Class Independence Order to Mr. Tran Thanh Hai, former Standing Vice Chairman of the Vietnam General Confederation of Labor.
Launching the patriotic emulation movement.
On behalf of the Party and State leaders and the Central Emulation and Commendation Council, Mr. Do Van Chien, Member of the Political Bureau, Secretary of the Central Committee of the Party, and Chairman of the Central Committee of the Vietnam Fatherland Front, warmly welcomed the delegates, especially the 400 outstanding individuals attending the 11th National Emulation Congress of Workers and Employees for the period 2025-2030, organized by the Vietnam General Confederation of Labor.

According to Mr. Do Van Chien, imbued with the teachings of beloved President Ho Chi Minh, "Competition is patriotism, patriotism requires competition, and those who compete are the most patriotic," over the past five years, the patriotic emulation movement among workers, civil servants, and laborers has made new strides, becoming more creative, practical, and effective.
Trade union levels have closely followed the political tasks of their agencies and units to link emulation with studying and following the ideology, ethics, and style of Ho Chi Minh. They have extensively implemented emulation movements launched by trade unions, such as "excellent and creative labor," "good at work, good at home," "green, clean, beautiful, and safe working environment," and innovative and effective trade union activities.
In particular, the program of 75,000 initiatives to overcome difficulties and develop, and 1 million initiatives to overcome difficulties and innovate in order to defeat the COVID-19 pandemic, were widely implemented, demonstrating the creative spirit and willpower of the working class and laborers, striving together with the whole country to prevent and overcome the COVID-19 pandemic.
From the practical experience of the emulation movement, many exemplary individuals have emerged with tens of thousands of valuable initiatives and solutions that bring great economic efficiency; many initiatives have had a profound and widespread impact and have been praised and rewarded by various levels and sectors.
On behalf of the Party, State, Vietnam Fatherland Front, and the Central Emulation and Commendation Council, Mr. Do Van Chien acknowledged, warmly praised, and sincerely thanked the great contributions of trade unions and the workforce of workers and employees nationwide to patriotic emulation movements in the recent past.
Mr. Do Van Chien stated that our country is entering a new era of building a strong, prosperous, thriving, civilized, and happy nation. The entire Party, the entire people, and the entire army are striving to achieve the goals of commemorating the 100th anniversary of the Party's founding: for our country to become a developed nation with modern industry and a high-middle income; and for the 100th anniversary of the nation's founding, for our country to become a developed nation with a high income.
“To achieve that goal, we must make breakthroughs in science and technology development, national innovation and digital transformation; synchronously implement strategic breakthroughs; promote the strength of national unity; and strongly awaken the will and aspirations of the Vietnamese people. I hope and propose that trade unions should further promote patriotic emulation movements among workers, civil servants, and laborers, innovating thinking, content, and methods of organizing emulation movements with the spirit of innovation as the driving force, digital transformation as the method, labor productivity as the measure; and improved living standards and sustainable employment as the goals of patriotic emulation movements among union members and workers,” said Mr. Do Van Chien.
On this occasion, the President of the Vietnam General Confederation of Labor, Nguyen Dinh Khang, launched the 11th National Patriotic Emulation Movement for Workers and Employees.
According to Mr. Nguyen Dinh Khang, in the coming period, our country will enter a new stage of development with many fundamental changes. The revolution in reorganizing the political system, consolidating the two-tiered local government organizational model, promoting administrative reform, comprehensive digital transformation, boosting labor productivity, green growth, developing a knowledge-based economy, and a circular economy… will create profound changes in the leadership, management, and operation methods of the political system, posing new demands, great pressure, and unprecedented challenges for trade union activities in general, and emulation and reward work in particular.
To ensure that emulation and reward truly become a driving force and catalyst for innovation, digital transformation, and sustainable development, contributing to building a strong modern working class and forming and developing a team of "Digital Workers"—a pioneering force leading the realization of national development goals in the new era—on behalf of the Presidium of the Vietnam General Confederation of Labor, Mr. Nguyen Dinh Khang launched the emulation movement among workers, civil servants, and laborers nationwide for the period 2025-2030 with the theme "Emulation in innovation, digital transformation, improving labor productivity, confidently entering the new era with the country."
The emulation movement focuses on the following aspects: Firstly, strengthening ideological guidance and communication to create motivation for emulation among union members and workers. Continuing to improve the quality of propaganda, mobilization, and guidance of the emulation movement, linking it with the effective implementation of major policies of the Party, the State, and the Vietnam General Confederation of Labor; building the emulation movement into a powerful channel for spreading patriotism, self-reliance, self-improvement, and the aspiration to contribute among all union members and workers.
Secondly, the emulation movement must be linked to the implementation of resolutions of the Party Congress and the Trade Union Congress at all levels. Emulation must be the driving force for successfully fulfilling political tasks, production and business activities, building a strong Trade Union organization, and contributing to the effective implementation of the Resolution of the 14th National Party Congress and the Resolution of the Vietnam Trade Union.
Thirdly, innovate the content, methods of organization, and improve the quality of emulation movements. Establish a new mindset regarding emulation and reward with the spirit: "Workers are the subjects; practical effectiveness is the center; changes at the grassroots level are the measure; the dissemination and replication of models are the evaluation criteria." The focus of emulation must be directed towards the grassroots, linked to production and business tasks, improving labor productivity, and building a strong political system. Specify the content and organizational forms of emulation movements to suit each type of trade union organization.
Fourth, implement synchronously and effectively the directives and resolutions of the Politburo and the resolutions of the Executive Committee of the Vietnam General Confederation of Labor on reforming emulation and reward work. Promote and enhance the role and responsibility of leaders and the Emulation and Reward Councils at all levels in advising, directing, and guiding emulation and reward activities. Innovate and improve the effectiveness and quality of activities of emulation clusters and blocs; strengthen coordination in organizing emulation activities within clusters and blocs, and emulation activities of the Vietnam Fatherland Front and political and social organizations from the central to local levels. Expand forms of linked emulation, thematic emulation, and emulation by industry clusters and geographical areas to increase positive competitiveness and promote comprehensive development.
Fifthly, effectively identifying, selecting, honoring, and replicating exemplary models through emulation movements is one of the key tasks to improve the quality and effectiveness of emulation movements among workers, civil servants, and laborers. Close coordination with press and media agencies is essential to create special pages and sections to publicize new models, effective methods, and exemplary individuals. The organization of commendation and honoring ceremonies should be solemn, meaningful, and timely, aiming to create a strong ripple effect and further motivate emulation throughout the entire system.
“On behalf of the Presidium and the Emulation and Commendation Council of the Vietnam General Confederation of Labor, I call on all trade union members, workers, and employees nationwide to uphold the glorious traditions of the working class and the Vietnam Trade Union organization, to promote the spirit of “Unity, Innovation, and Creativity,” and to strive to achieve many outstanding accomplishments, making practical contributions to the successful implementation of the Resolution of the 14th National Congress of the Party, the 14th Congress of the Vietnam Trade Union, and the completion of the socio-economic development plan targets for the 5-year period, 2025-2030,” said Mr. Nguyen Dinh Khang.
At the 11th National Emulation Congress, Mr. Bui Thanh Nhan - Member of the Standing Committee of the City Party Committee, Chairman of the Ho Chi Minh City Federation of Labor, on behalf of the Ho Chi Minh City Federation of Labor - the unit with the largest number of cadres, union members, and workers in the country - represented the workers nationwide and delivered a speech in response to the emulation movement recently launched by the Chairman of the Vietnam General Confederation of Labor, Nguyen Dinh Khang.

Mr. Bui Thanh Nhan stated: "We express our strong agreement and determination in response to the call for emulation from the Vietnam General Confederation of Labor. With the spirit of 'Emulating innovation, digital transformation, improving labor productivity, and confidently entering a new era with the country,' union members and workers in Ho Chi Minh City pledge to unite, strive tirelessly, and dedicate their hearts, minds, courage, and responsibility to transform the spirit of emulation into concrete, practical, and effective actions in each position, each agency, unit, and enterprise."
