In his opening remarks, Vice Chairman of the Tay Ninh Provincial People's Committee Pham Tan Hoa stated that Tay Ninh is facing the need to innovate its growth model and promote the application of technology in management, production, and services to create breakthroughs in the new phase.

The province identified three key issues that needed to be clarified at the forum: promoting the role of science and technology in socio-economic development; creating tangible value from digital transformation; and building a sustainable innovation ecosystem linked to high-tech agriculture, digital tourism, smart logistics, and data-driven service models.
According to Mr. Pham Tan Hoa, science, technology, and innovation are not only aimed at creating new products, but more importantly, at forming new capabilities and new approaches in management and production.
"Without the knowledge of scientists, the motivation from businesses, and the participation of the people, all the efforts of the government will hardly yield results. Tay Ninh is committed to the spirit of openness, cooperation, experimentation, and joint development," Mr. Hoa emphasized.

Following the opening remarks, the forum moved on to a series of short presentations revolving around key topics: models for startup and innovation centers; applications of artificial intelligence; cybersecurity; digital brand development; smart agriculture; and public financial management in the context of digital transformation. Each topic was presented in an interdisciplinary manner, linking theoretical frameworks, practical contexts, national strategies, and the specific needs of each locality.
The highlight of the program was the open discussion session, bringing together leaders from departments and agencies, experts, and businesses to exchange ideas in greater depth on proposals and solutions for implementing Resolution 57-NQ/TW in Tay Ninh. The diverse opinions demonstrated the province's determination to build an open and collaborative environment where science and businesses work together with the government to create new value.
Within the framework of the program, a Memorandum of Cooperation on Smart Governance, Innovation based on Artificial Intelligence, and Sustainable Development was signed between Vietnamese and Korean partners.
The signed agreement focuses on four strategic objectives: establishing a Korea-Vietnam AI Innovation and Intelligent Governance Network to enhance knowledge sharing; implementing AI governance models and smart province strategies to improve the efficiency of state management; promoting the training of high-quality human resources in the fields of semiconductors, AI, and innovative startups; fostering the formation of a startup ecosystem, expanding bilateral investment cooperation, and targeting high-tech products and services bearing the Tay Ninh brand.

At the conclusion of the signing ceremony, representatives of the Provincial People's Committee affirmed that they would provide decisive direction to ensure the cooperation contents are implemented promptly, creating favorable conditions in terms of mechanisms, policies, and resources in accordance with regulations, aiming for tangible results and contributing to making Tay Ninh a pioneering locality in science and technology, innovation, and digital transformation in the Southeast region.
