Today, domestic pepper prices increased slightly by 500-1,000 VND. As a result, the price of this agricultural product has surpassed the 150,000 VND/kg mark.

Despite facing virtually no barriers from the international market, Vietnam's pepper industry – which is heavily dependent on exports – is confronting significant challenges stemming from domestic regulations, particularly the obligation to temporarily pay a 5% value-added tax (VAT) before receiving a refund, effective from July 1st.

According to Ms. Hoang Thi Lien, Chairwoman of VPSA, with annual export volume reaching 235-250 thousand tons, accounting for over 90% of total production, the pepper industry demonstrates a high degree of dependence on foreign markets. Therefore, the need for businesses to advance a significant amount of capital – estimated based on the industry's total export value of approximately $1.6 billion – is putting considerable pressure on cash flow.

The pepper industry is characterized by a long capital turnover cycle spanning several months, from raw material procurement and processing to export and payment collection. The "tied-up" capital flow due to lengthy tax refund procedures directly impacts the ability to maintain raw material supplies and purchase products from farmers.

In light of this situation, VPSA has repeatedly submitted proposals and recommendations to apply a 0% VAT rate to input materials used for export, while also abolishing the tax refund mechanism for pepper and spices. The association also proposed applying a flat export tax rate of 0.5% to both ensure budget revenue and help businesses proactively manage capital and increase turnover speed.

Therefore, the price of pepper in Vietnam today, December 13, 2025, is trading around 149,000 - 150,500 VND/kg.
