Prime Minister Pham Minh Chinh meets international leaders at the 47th ASEAN Summit

According to the special correspondent of the Vietnam News Agency, on the morning of October 27, continuing activities within the framework of the working trip to attend the 47th ASEAN Summit and related Summits in Malaysia, Prime Minister Pham Minh Chinh had meetings with President of the Republic of Korea Lee Jae Myung, President of Indonesia Prabowo Subianto, Prime Minister of New Zealand Christopher Luxon and Managing Director of the International Monetary Fund (IMF) Kristalina Georgieva.

During his meeting with South Korean President Lee Jae Myung, Prime Minister Pham Minh Chinh respectfully conveyed the best wishes and greetings of General Secretary To Lam, President Luong Cuong, and other key leaders to President Lee Jae Myung; expressing his pleasure that after more than 30 years of building and development, especially after the two countries upgraded their relationship to a Comprehensive Strategic Partnership, Vietnam-South Korea relations have achieved many important accomplishments in various fields.

South Korean President Lee Jae Myung sincerely thanked and conveyed warm greetings to General Secretary To Lam , President Luong Cuong, and other key leaders of Vietnam; affirming that South Korea always considers Vietnam an important partner in implementing its foreign policy in the region and is ready to accompany Vietnam on its next stage of development.

Highly appreciating the results of General Secretary To Lam's historic visit to South Korea (August 2025) and President Luong Cuong's upcoming important trip to South Korea to attend the APEC High-Level Week, Prime Minister Pham Minh Chinh and President Lee Jae Myung agreed to continue strengthening political trust through promoting high-level delegation exchanges; expanding substantive cooperation in defense and security; enhancing economic, trade, and investment cooperation; realizing the vision of making cooperation in science and technology, innovation, and digital transformation a new pillar in bilateral relations; and continuing to strengthen cooperation in the fields of labor, culture, tourism, and local exchanges.

Both sides also agreed to continue to coordinate more closely on regional and international issues of mutual concern, including Vietnam's support for South Korea in successfully hosting the APEC 2025 Summit and South Korea's support and readiness to share experience with Vietnam in successfully hosting the APEC Year 2027.

Prime Minister Pham Minh Chinh conveyed the invitation from General Secretary To Lam and other key Vietnamese leaders to President Lee Jae Myung to visit Vietnam at a suitable time. President Lee Jae Myung expressed his gratitude and happily accepted the invitation, hoping to have the opportunity to witness Vietnam's development firsthand.

* During the meeting with Indonesian President Prabowo Subianto, the two leaders agreed that upgrading relations to a Comprehensive Strategic Partnership during General Secretary To Lam's visit to Indonesia in March 2025 was a significant milestone and a new development in the traditional friendship between Vietnam and Indonesia; they also agreed to limit the application of technical barriers to each other's goods.
The two sides also exchanged views on international and regional issues of mutual interest. President Prabowo Subianto acknowledged Vietnam's efforts and agreed to support the European Union (EU) in lifting the yellow card imposed on Vietnam for illegal, unreported, and unregulated (IUU) fishing. The two leaders agreed to strengthen cooperation in the fisheries sector and effectively implement the Memorandum of Understanding on Fisheries Cooperation signed in 2024, aiming for the sustainable development of the fisheries sector and marine economy.

* Meeting with New Zealand Prime Minister Christopher Luxon, Prime Minister Pham Minh Chinh congratulated New Zealand on successfully hosting the Special Summit commemorating the 50th anniversary of ASEAN-New Zealand relations; emphasizing that 2025 marks a particularly important milestone for both countries as Vietnam and New Zealand, and ASEAN and New Zealand, celebrate the 50th anniversary of the establishment of diplomatic relations and partnerships, and upgrade their relationship to a Comprehensive Strategic Partnership.

Recalling the positive impressions from his official visit to Vietnam and his talks with Prime Minister Pham Minh Chinh in February 2025, New Zealand Prime Minister Christopher Luxon highly appreciated Vietnam's positive contribution as the coordinating country for ASEAN-New Zealand relations from 2024 to 2027 to the overall success of the Special Summit commemorating the 50th anniversary of ASEAN-New Zealand relations. Prime Minister Christopher Luxon emphasized that Vietnam is a leading partner of New Zealand in the region and that New Zealand is ready to provide practical support in areas tailored to Vietnam's development needs.

The two leaders agreed to finalize and sign the Action Program for implementing the Vietnam-New Zealand Comprehensive Strategic Partnership for the period 2025-2030 as soon as possible, to create a basis for cooperation in specific areas, with clear timelines and resources. Both sides agreed on the need for more breakthrough measures to bring bilateral trade turnover to US$3 billion by 2026.

Prime Minister Pham Minh Chinh thanked and requested New Zealand to continue expanding official development assistance (ODA), and to support English language training and specialized training for central and local-level officials in Vietnam.

Sharing common views on many international and regional issues, the two Prime Ministers agreed to continue to coordinate closely in multilateral forums, and to work with ASEAN countries and partners to make positive contributions to dialogue, cooperation, and the resolution of common regional issues.

Prime Minister Pham Minh Chinh highly appreciated the support and active participation of New Zealand Prime Minister Christopher Luxon at the ASEAN Future Forum (AFF) in Hanoi last February and respectfully invited the New Zealand Prime Minister and representatives to attend the 3rd Forum in early 2026.

* In a meeting with IMF Managing Director Kristalina Georgieva, Prime Minister Pham Minh Chinh expressed gratitude for the IMF's active and effective cooperation and support for Vietnam over the past period, especially in policy assessment and advice, and assistance in accessing financial institutions to mobilize resources for development goals.

Sharing information on the country's recent socio-economic situation, the Prime Minister stated that Vietnam's economy is projected to grow by over 8% in 2025, with stable macroeconomic conditions; the current size of the economy is at $510 billion, ranking 32nd in the world; GDP per capita is estimated to reach approximately $5,000 in 2025, placing it in the upper-middle income group; implementing a flexible, proactive, and effective monetary policy; an expansionary fiscal policy; and actively streamlining the administrative apparatus, shifting from a management mindset to one that is proactive and serves the people.

Congratulating Vietnam on its recent socio-economic development achievements, the IMF Managing Director highly appreciated the determination and measures of the Vietnamese Government to respond to the challenges of the global economy and finance, including the issue of tariffs, promoting the role of the private sector as a key driving force for development and orienting towards comprehensive and deep international integration.

Ms. Kristalina proposed continued cooperation and support for Vietnam in two important areas: developing a high-quality data system to serve the policy-making process and developing a modern financial policy framework.

Prime Minister Pham Minh Chinh thanked and agreed with the very practical cooperation proposals of the IMF Managing Director, and also highly appreciated Ms. Kristanila's remarks at the ASEAN conferences.

On this occasion, the Prime Minister respectfully invited the Managing Director of the IMF to visit Vietnam to further discuss important cooperation directions in the coming period. Ms. Kristalina Georgieva happily accepted the invitation.
