Quang Tri continues to have heavy rain, many areas are deeply flooded, cutting off traffic.

On October 27, Quang Tri province continued to have moderate to heavy rain. The total rainfall in the northern part of the province was from 10 - 40 mm, in the southern part of the province was 50 - 150 mm, in some places over 270 mm. Some places had very heavy rain such as the communes: Ta Rut, LaLay, Dakrong, Cam Lo, Ai Tu, Khe Sanh, Nam Dong Ha, Hieu Giang, Nam Hai Lang...

According to the Quang Tri Provincial Civil Defense Command, as of 5 PM on October 27th, heavy rains had caused flooding and isolation in many areas across the province. The flooding was particularly concentrated in the southern part of Quang Tri province, such as in Vinh Dinh commune, where heavy rain caused flooding on National Highway 49C from Hoi Yen intersection to Kim Long intersection, and several village and residential roads within the commune were also flooded with water levels ranging from 10-40cm.

In Dien Sanh commune, provincial road 584 passing through Trung Truong, Dong Truong, Tan Xuan Tho hamlets, the inter-hamlet roads of Thien Dong, Thien Tay, Phuoc Dien hamlets, and some routes in the Dien Truong residential area and other hamlets are deeply flooded (from 0.3-0.8m).

Continuous heavy rain caused many points and areas, especially bridges, culverts, and spillways in Ba Long and Dakrong communes to be deeply flooded (from 3m to 5m), specifically Ba Long spillway, Ta Lang Ngoai bridge, Thon 5 bridge, Khe Vo bridge, Thu Lu bridge, Khe Vo (Ba Long commune); spillways and spillways such as Ly Ton/Ly Ton village, Da Do/Ra Lay village, Chan Ro/Chan Ro village (Dakrong commune)...

In Nam Hai Lang commune, Quang Tri province, heavy rains caused flooding in nearly 400 households in various villages (from 0.3m to 0.6m); 9 households were evacuated to safe areas; and many village roads were flooded (from 1m to 1.5m).

The inter-communal roads of Tan - Son - Hoa, Khe Muong, and Xuan Loc - Tan Luong are flooded (0.5 - 0.7m). In addition, rural roads in Nhu Son area, Dong Son village, have been damaged by landslides (15m in length); the culvert on the inter-village road in Tay Son is at risk of erosion due to heavy rain. Local authorities have instructed the village to put up signs prohibiting vehicle traffic to prevent further damage.

Faced with complicated weather conditions, heavy rains, and flooding, schools in Dien Sanh, Ba Long, Dakrong, and Nam Hai Lang communes have proactively allowed students to stay home from school to ensure safety.

According to the forecast of the authorities, from October 27-29, in Quang Tri province, there will continue to be moderate rain, heavy rain, and in some places very heavy rain, which may last for a long time. To proactively respond to heavy rain, floods and landslides, the Quang Tri Provincial Civil Defense Command requires localities and units to focus on implementing the contents, including continuing to closely monitor forecasts and warnings about heavy rain, risks of floods, landslides and providing timely and complete information to local authorities and people to proactively prevent and maintain communication to promptly handle bad situations that may occur.

Units and localities throughout the province need to deploy forces to inspect and review residential areas along rivers and streams, low-lying areas, and areas that have experienced or are at risk of further flooding, inundation, and landslides. They should organize forces to guard, control, support, and guide traffic to ensure safety for people and vehicles, especially at underpasses, overflows, and areas with deep flooding and strong currents; allocate personnel, materials, and equipment to address incidents and ensure smooth traffic flow; and proactively allow students to stay home from school in areas that are cut off, deeply flooded, or unsafe.

In particular, in mountainous communes that are frequently cut off due to landslides and localized flooding (such as the communes in the southern part of the province including Huong Lap, Huong Phung, Dakrong, La Lay, Khe Sanh, Ba Long, Lia, A Doi, Lao Bao, Ta Rut…), it is necessary to deploy security forces, erect warning signs, and set up checkpoints during heavy rain to ensure traffic safety for people and vehicles.

For low-lying areas that are often deeply flooded (such as Dien Sanh, Nam Hai Lang, Vinh Dinh, My Thuy, Hai Lang communes...) and areas at high risk of landslides (such as Huong Lap, Huong Phung, Khe Sanh, Tuyen Son, Tuyen Phu, Tuyen Lam, Bo Trach communes...), it is necessary to proactively plan and be ready to evacuate people, protect lives, property, and production; urban flooded areas (such as Dong Ha, Nam Dong Ha, Quang Tri wards...).

The Quang Tri Provincial Civil Defense Command also requested relevant localities and units to inspect, review, and implement measures to ensure the safety of critical infrastructure and construction projects; the safety of dike and embankment systems; and to deploy permanent forces to operate and regulate reservoirs according to procedures, ensuring absolute safety for downstream areas and being ready to handle any situations or incidents that may occur.

In addition, units and localities in the province need to proactively implement measures to drain water and prevent flooding, protect production, business, urban areas, and densely populated areas; guide people on measures to protect agricultural production areas, cultivation, livestock farming, and aquaculture; strengthen propaganda and strictly prohibit people from collecting firewood and logs floating on rivers and streams to avoid the risk of drowning accidents; regularly update and enhance information on the developments of heavy rain, floods, and inundation to all levels of government and people so that they can proactively prevent and respond...
