The army proactively responded to exceptionally large floods on rivers in Hue and Da Nang.

On October 27, the General Staff of the Vietnam People's Army issued Official Dispatch No. 6165/CD-TM requesting military agencies and units to proactively respond to exceptionally large floods on rivers in Hue city and emergency floods on rivers in Da Nang city.

Implementing the Official Dispatch No. 21/CD-BCĐ-BNNMT dated October 27, 2025 of the National Civil Defense Steering Committee on proactively responding to exceptionally large floods on rivers in Hue city, emergency floods on rivers in Da Nang city; to proactively respond to exceptionally large floods to ensure safety of life, limit damage to people and property, the General Staff requests agencies and units to continue to thoroughly grasp and strictly implement the Official Dispatches of the Prime Minister and the General Staff on focusing on responding to heavy rains, risks of flash floods, localized flooding, landslides, and not to be passive and surprised.

At the same time, agencies and units strictly maintain on-duty regimes at all levels, grasp weather, meteorological and hydrological situations; continue to review response plans and solutions, promptly and effectively handle incidents and natural disasters; mobilize forces and means to participate in rescue when required; ensure safety of people and means for forces on duty.

The Military Region 4 Command and the Military Region 5 Command direct their subordinate units and the Military Commands of provinces and cities, according to their functions and tasks, to advise local authorities to direct departments, branches, sectors, and forces stationed in the area to inspect key areas where floods, flash floods, landslides occur; urgently mobilize forces, means, food, and communications in areas at risk of being cut off and isolated due to landslides and floods; promptly respond and overcome the consequences of natural disasters; propagate, guide, and advise people to limit travel and activities during floods; control people and vehicles traveling on roads at risk of being unsafe during floods; arrange forces to support traffic through culverts and deeply flooded roads.

The Air Defense - Air Force Service, Corps 18 is ready with forces and aircraft to search and rescue, transport goods and necessities when requested. The Communications Service, Military Industry - Telecommunications Group ensures uninterrupted communication to serve the direction and operation of disaster response work, especially in isolated areas.

Army corps, service branches, and army groups direct their subordinate units to mobilize forces and means to help localities where they are stationed overcome the consequences of natural disasters when requested.

The units organize implementation and report to the General Staff through the Ministry's Command and the Department of Rescue and Relief for the Ministry to monitor and direct.

*According to the bulletin of the National Center for Hydro-Meteorological Forecasting, currently, floods on the Huong River (Hue City) and the Vu Gia - Thu Bon River (Da Nang City) are rising above alert level 3. It is forecasted that after the afternoon of October 27, floods on rivers in Hue City will continue to rise rapidly, at Phu Oc station it is likely to rise above the historical level by 0.05 - 0.1 m (5.24 m in 2020); at Kim Long station it will rise above alert level 3 by 1.1 m; on the Vu Gia River at Ai Nghia station it will continue to rise and be above alert level 3; there is a high risk of flooding in low-lying areas along the river and flash floods and landslides in mountainous areas.
