On October 27, in Hanoi, the Ministry of Justice held a regular press conference for the third quarter of 2025 chaired by Chief of Office and Spokesperson of the Ministry of Justice Do Xuan Quy.

The report said that in the third quarter of 2025, the Judicial work continued to be deployed vigorously and comprehensively, closely following the 2025 direction and management motto of the Government and the Prime Minister, focusing on concretizing laws, resolutions, conclusions and directions of the Party Central Committee, the Politburo , the Secretariat, the National Assembly, the Government and the Prime Minister, and achieving a number of outstanding results.

Administrative reform and administrative procedure control work continues to closely follow the direction of the Government and the Prime Minister . In particular, 100% of the implementation of administrative procedure plans and citizen papers related to population management and decentralization plans in handling administrative procedures have been completed to meet current legal regulations and implementation practices; 24/26 plans to reduce and simplify regulations and administrative procedures related to Judicial Records have been completed.

The Ministry has resolutely implemented the application of information technology and digital transformation, closely following the direction of the Central Steering Committee on science, technology development, innovation and digital transformation of the Government and the Prime Minister.

In the third quarter of 2025, the Ministry of Justice will focus on advising on the effective implementation of law-making work. The work of inspecting legal documents will be implemented in accordance with legal provisions; the work of reviewing legal documents will continue to be strengthened, closely following practical requirements and instructions from competent authorities. The work of disseminating and educating the law will continue to receive attention and be institutionally improved. The work of enforcing civil judgments and monitoring the enforcement of administrative judgments will be implemented resolutely and systematically.

In the context of a sharp increase in the number of cases and the amount of money to be executed, the emergence of many large and complicated cases, and the urgent need to reorganize the civil judgment enforcement apparatus, the results of the judgment enforcement work have remained stable and grown positively.

The specific results of civil judgment enforcement from October 1, 2024 to September 30, 2025: The total number of cases to be enforced is 1,064,419, of which 685,898 cases are eligible for enforcement. 577,876 cases have been completed (an increase of 0.4% compared to 2024), reaching a rate of 84.25%.

The total amount to be enforced is over 686 trillion VND, with conditions for enforcement of over 267 trillion VND. Over 150 trillion VND has been enforced (an increase of over 30 trillion VND, 4.67% compared to 2024), reaching a rate of 56.13%. At the end of the working year, civil enforcement agencies have exceeded their targets in terms of work and money.

Regarding the results of administrative judgment enforcement: State administrative agencies have completed the enforcement of 868 judgments and decisions (a decrease of 27 judgments compared to 2024). Civil judgment enforcement agencies have monitored 2,105 judgments and decisions, of which, they have issued notices of voluntary judgment enforcement for 1,520 judgments; organized work with judgment debtors in 1,081 judgments; publicly posted 532 decisions on compulsory enforcement of administrative judgments of the Court; issued documents recommending competent authorities to urge and handle responsibilities for 254 judgments.

The work of civil status, nationality, adoption management, registration of state security and compensation measures, judicial assistance, international law, international cooperation, etc. has achieved many results.

In the coming time, one of the key tasks of the Ministry of Justice is to effectively implement Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era, Plan No. 04-KH/BCĐTW dated June 10, 2025 of the Central Steering Committee on perfecting institutions and laws and conclusions of General Secretary To Lam, Head of the Central Steering Committee at the Steering Committee's meetings, Resolution No. 140/NQ-CP dated May 17, 2025 on the Government's Action Program to implement Resolution No. 66-NQ/TW; ensuring the progress and quality of consulting on the drafting of documents and projects to be submitted to the Politburo and the Central Executive Committee of the Party.

The Ministry of Justice continues to play a core role in the work of building and perfecting institutions and laws; completing and submitting to competent authorities the Summary Report on the legislative program for the XV term and proposing legislative tasks of the Government during the term of the XVI National Assembly, the Project "Improving the structure of the Vietnamese legal system to meet the requirements of national development in the new era".
