On October 27, in Hanoi, the Ministry of Justice held a regular press conference for the third quarter of 2025 chaired by Chief of Office and Spokesperson of the Ministry of Justice Do Xuan Quy.

The report states that in the third quarter of 2025, judicial work continued to be implemented decisively and comprehensively, closely adhering to the Government's and Prime Minister's guiding principles for 2025, focusing on concretizing laws, resolutions, conclusions, and directives of the Central Party Committee, the Politburo , the Secretariat, the National Assembly, the Government, and the Prime Minister, and achieving a number of outstanding results.

Administrative reform and control of administrative procedures continue to closely follow the directives of the Government and the Prime Minister . Specifically, 100% of the implementation of administrative procedures and citizen documents related to population management and the decentralization plan for resolving administrative procedures has been completed, meeting current legal regulations and practical implementation requirements; 24 out of 26 plans for reducing and simplifying regulations and administrative procedures related to criminal record certificates have been completed.

The Ministry has been actively implementing information technology application and digital transformation, closely following the directives of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation of the Government and the Prime Minister.

In the third quarter of 2025, the Ministry of Justice focused on advising and effectively implementing the work of lawmaking. The inspection of legal documents was carried out in accordance with legal regulations; the review of legal documents continued to be strengthened, closely following practical requirements and directives from competent authorities. The dissemination and education of law continued to receive attention and were improved in terms of institutional framework. The enforcement of civil judgments and the monitoring of administrative judgment enforcement were implemented decisively and systematically.

Despite a significant increase in the number of cases and the amount of money to be enforced, the emergence of many large and complex cases, and the urgent need to reorganize the civil enforcement apparatus, the results of enforcement work have remained stable and shown positive growth.

The results of civil enforcement from October 1, 2024 to September 30, 2025 are as follows: The total number of cases to be enforced is 1,064,419, of which 685,898 are enforceable. 577,876 cases have been completed (an increase of 0.4% compared to 2024), achieving a completion rate of 84.25%.

The total amount to be enforced is over 686 trillion VND, with over 267 trillion VND eligible for enforcement. Over 150 trillion VND has been successfully enforced (an increase of over 30,000 billion VND, or 4.67%, compared to 2024), achieving a rate of 56.13%. At the end of the year, civil enforcement agencies exceeded their targets in both cases and amount of money.

Regarding the results of administrative enforcement: state administrative agencies have completed the enforcement of 868 judgments and decisions (a decrease of 27 judgments compared to 2024). Civil enforcement agencies have monitored 2,105 judgments and decisions, of which, they have issued notices of voluntary enforcement for 1,520 judgments; held meetings with those obligated to enforce judgments in 1,081 judgments; publicly posted 532 administrative enforcement decisions of the Court; and submitted written recommendations to competent authorities to urge and handle responsibility for 254 judgments.

Significant achievements have been made in areas such as civil registration, nationality, adoption management, registration of security measures and state compensation, judicial assistance, international law, and international cooperation.

In the coming period, one of the key tasks of the Ministry of Justice is to effectively implement Resolution No. 66-NQ/TW dated April 30, 2025, of the Politburo on reforming the work of lawmaking and enforcement to meet the requirements of national development in the new era; Plan No. 04-KH/BCĐTW dated June 10, 2025, of the Central Steering Committee on perfecting institutions and laws; and the conclusions of General Secretary To Lam, Head of the Central Steering Committee, at the Steering Committee's meetings; and Resolution No. 140/NQ-CP dated May 17, 2025, on the Government's Action Program to implement Resolution No. 66-NQ/TW; ensuring the progress and quality of advising on the drafting of documents and projects to be submitted to the Politburo and the Central Committee of the Party.

The Ministry of Justice continues to play a core role in the development and improvement of institutions and laws; completing the submission to competent authorities of the Report summarizing the legislative program of the 15th term and proposing legislative tasks of the Government for the 16th term of the National Assembly, and the Project "Improving the structure of the Vietnamese legal system to meet the requirements of national development in the new era".
