On October 28, the National Assembly devoted all its working time to discussing the results of thematic supervision of the implementation of policies and laws on environmental protection.

In the morning, Member of the National Assembly Standing Committee, Deputy Head of the Supervisory Delegation Le Quang Manh presented the Report of the National Assembly Supervisory Delegation on the implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect.

The National Assembly then watched a video clip on the implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 came into effect.

Delegates will discuss in the hall the Report of the Supervisory Delegation and the draft Resolution of the National Assembly on the results of thematic supervision. Relevant Government members will explain and clarify a number of issues raised by National Assembly delegates.

The National Assembly's discussion sessions are broadcast live on VTV1 from 8:00 a.m. (morning) and 2:00 p.m. (afternoon) for voters and people to follow.

Previously, at the 7th Session, the 15th National Assembly passed Resolution No. 130/2024/QH15 on the National Assembly's Supervision Program in 2025, in which it decided to supervise the topic "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect". The purpose of the supervision topic is to: Assess the promulgation and implementation of policies and laws on environmental protection (EP), point out limitations, inadequacies, causes and responsibilities of agencies, organizations and individuals; Recommend and propose solutions to improve policies and laws on EP and other relevant legal provisions, improve the effectiveness of organizing the implementation of policies and laws on EP and handle responsibilities of relevant agencies, organizations and individuals.

Monitoring shows that the promulgation and implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 came into effect have achieved many outstanding, important and positive results. The promulgation of policies and laws has institutionalized and concretized the Party's policies on resource management, environmental protection, climate change response, green growth and circular economic development.

Environmental goals and targets have been basically achieved in the spirit of the Resolution of the 13th National Party Congress, 03/05 targets have exceeded the plan set for 2025. Vietnam's Sustainable Development Index ranked 54/166 countries (in 2024), up 24 places compared to 2016, ranking second in ASEAN. State budget expenditure for environmental causes is always guaranteed to be not less than 1% of total state budget expenditure, with an increasing trend over the years (in 2024 it reached 1.12%). Socialized resources and investment from enterprises for environmental protection have also had positive changes. From 2022 to now, 41 more Vietnamese Regulations and 61 Vietnamese Standards on the environment have been issued.

In addition to the achieved results, the monitoring report pointed out limitations and inadequacies in policies, laws and the implementation of environmental policies and laws such as: the authority to guide some contents has not been specified (such as the responsibility for guiding the appraisal of greenhouse gas emission reduction plans); slow issuance of detailed guidance documents on some contents related to the establishment of domestic carbon markets, national action plans to implement circular economy; many localities have not yet or are slow to issue documents under their authority.

Some regulations are not consistent between the 2020 Law on Environmental Protection and other laws; the promulgation of standards, technical regulations, and economic-technical norms is still outdated, not keeping up with the requirements of circular economic development, especially for the reuse of wastewater and solid waste; the implementation of new policies on classification, collection, transportation, recycling and treatment of domestic solid waste has not ensured the correct roadmap from January 1, 2025.
