At the seminar "Should we maintain the model of 703 land registration office branches nationwide?" organized by the Institute of Resource and Environmental Economics of Ho Chi Minh City on October 24th, experts unanimously agreed that maintaining the current model is appropriate given the reality and legal regulations.

Dr. Pham Viet Thuan – Director of the Institute of Resource and Environmental Economics in Ho Chi Minh City – stated that all 34/34 provinces and cities have provincial-level land registration offices with 703 affiliated branches, operating stably and uniformly in terms of expertise. This network serves as a vertical professional hub, ensuring the measurement, updating of land changes, and management of land data in conjunction with tax, judicial, notary, and banking services.
According to Dr. Thuan, transferring the task to the commune level before the national database is completed (expected in 2027) will lead to the risk of information flow disruption, discrepancies in records, and data insecurity. While people are accustomed to submitting and receiving documents at branch offices, bringing it to the commune level, where infrastructure and personnel are not yet ready, could cause administrative bottlenecks.
Mr. Do Duc Doi – former Deputy Director of the Land Registration and Statistics Department ( Ministry of Agriculture and Environment ) – affirmed: "The branch office of the land registration office is a professional unit directly under the Provincial People's Committee according to the 2024 Land Law. Transferring it to the commune level would be against the law and contrary to the policy of specialization."
Professor Nguyen Dinh Tuan, former Rector of the University of Natural Resources and Environment, also believes that in the current transitional period, maintaining the existing model is reasonable to avoid bloating the bureaucracy and reducing management efficiency.
Lawyer Hoang Thi Thu, Director of HTVN Law Firm, commented that the current land registration office system operates efficiently, is financially autonomous, and serves the people well. "If it were transferred to the commune level, recurring expenses would increase, the bureaucracy would become bloated, and operational errors would be more likely," she said.
Experts unanimously agree that maintaining the current model of 703 branches is necessary to ensure the stability, uniformity, and security of national land data during the digital transformation period.
